4 MTM REQUIREMENTS L1-CHE-STD-006 Version: 1 Effective from: 14 th November Purpose To define the number and types of spares for the ongoing operation and maintenance of new assets introduced onto the Infrastructure Lease and for new rolling stock. 2 Scope This Requirements Document applies to the provision of spares for new infrastructure assets provided by projects, new infrastructure assets introduced by maintainers and new rolling stock. The Requirements Document applies to software as well as physical assets provided for infrastructure and rolling stock. This Requirements Document is specific to the spares to be provided at the time new assets are introduced to the Metropolitan Railway Network. It does not apply to spares required for the ongoing operation and maintenance of assets where spare items may be required. In these circumstances, the management of spares is the responsibility of the designated manager. The provisions of this Requirements Document are mandatory. This Requirements Document takes precedence over other documents relating to the provision of spares. 3 Abbreviation MTM CCTV Metro Trains Melbourne Closed Circuit Television 4 Definitions Infrastructure Lease Has the meaning as in the Franchise Agreement 5 References & Legislations 5.1 Spares shall be acquired in accordance with a written specification being as appropriate, contract documentation, original equipment manufacture specifications or other specific documentation. 5.2 Where an appropriate Australian, Rail Industry or International Standard applies to the spares, the spares shall be referenced against the applicable Standard. 5.3 The design, construction and use of the spares shall comply with all appropriate legislation and codes. Spares Provided by Infrastructure Project Infrastructure Works Rolling Stock Project Responsible Person Responsibilities Comments Project Manager Nominated Manager Project Manager Quantity Quality Delivery Quantity Quality Delivery Quantity Quality Delivery This Requirements Document Project Specification Project Contract This Requirements Document Specification as prepared To meet needs This Requirements Document Project Specification Project Contract 7 Safety and Environmental Spares introduced by a project shall be subject to the safety and risk management assessments undertaken for the project. This requirement applies to both infrastructure and rolling stock projects. Spares introduced by infrastructure works shall be subject to the safety and risk management assessments undertaken for the works. Where it is required to introduce spares that are functionally compatible with the existing infrastructure but of a different form to existing components, a safety and risk assessment shall be undertaken for both the spares and the integration of the spares with the existing infrastructure. The provision and use of spares shall comply with the MTM Environmental Management Plan. 8 General Principles for the Provision of Spares 8.1 Spares are to be provided for all projects and new infrastructure works in accordance with this Requirements Document. 8.2 Where a project or new infrastructure works provides assets of the type identical to assets in service on the metropolitan railway network, the spares to be provided shall be minimal. 6 MTM TECHNICAL REQUIREMENTS L1-CHE-STD-006 Version: 1 Effective from: Day Month Year 8.3 Where a project or new infrastructure works provides a number of assets not in use on the metropolitan railway network, the spares shall be provided on the basis of ensuring that the new asset is capable of delivering the required functionality and reliable operation for a period of at least 5 years. 8.4 Where a project or new infrastructure works provides a single asset not in service on the metropolitan railway network, a second asset shall be provided as a spare to ensure that the project or new infrastructure works is capable of delivering the required functionality and reliable operation for the intended life of the infrastructure. 8.5 Where a project or new infrastructure works provides an asset maintained by the exchange of rotable spares, the spares shall be provided on the basis of ensuring that there are sufficient rotables available for refurbishment and exchange. 9 Provision of Software 9.1 Projects and new infrastructure works shall supply the software necessary for the operation and maintenance of assets. 9.2 Where contract and commercial conditions permit, projects and new infrastructure works shall supply the software for the upgrading, modification and repair of assets provided. 9.3 Where contract and commercial conditions do not enable the supply of software for the upgrading, modification and repair of assets, the project or new infrastructure works as appropriate shall ensure that the necessary software is placed in escrow. The minimum requirement is that MTM has access to the software in the event that the supplier ceases to exist. 10 Spares required by asset type The number and types of spares for each type of asset shall be as detailed below. 11 Track Track shall generally be designed and constructed from sleepers, fasteners, rail, points and crossings in current use on the metropolitan railway network. If this is the case, spares are not required. Where new or improved major track assets such as points and crossings are to be provided to meet an infrastructure requirement, the spares shall be provided on the basis of one spare unit of the new asset type. Where track fastenings and sleepers are of a new or improved type, 10% of the number introduced by the project or new infrastructure works is to be provided as spares. 12 Signalling 12.1 Track circuits and relays Every endeavour shall be made within reason for track circuits and relays to be of the types in current use on the metropolitan railway network. 7 MTM TECHNICAL REQUIREMENTS L1-CHE-STD-006 Version: 1 Effective from: Day Month Year Where new devices, not currently in use on the network are introduced by a project or new infrastructure works, 10% of the total number of devices installed by the project or new infrastructure works shall be provided as spares Point Machines and Train Stops Every endeavour shall be made within reason for point machines and train stops to be of the types in current use on the metropolitan railway network. One point machine shall be provided as a spare by each project or new infrastructure works. Five train stops shall be provided as spares by each project or new infrastructure works Where the project or new infrastructure works is unable to provide point machines or train stops of the types in current use, a quantity of spares being 10% of that number installed shall be provided as spares Signal Masts and Heads Spare signal masts and heads are not required Signal Lamps (Light Emitting Diodes) Spares comprising 10% of the installed signal lamps shall be provided by the project or new infrastructure works Interlocking Spares shall comprise at least one spare item of all components forming the interlocking except circuit boards. For circuit boards, the spares shall comprise three items of each type within the interlocking to ensure that the interlocking always remains fully operational. The spare circuit boards shall be allocated as one in repair, one on site spare and one spare held centrally Cabling Spare cable cores shall be specified in the design and constructed by the project or new infrastructure works. Other spare cables are not required. 13 Overhead Traction Wiring and Transmission Lines 13.1 Masts, Fittings and Guys The masts, fittings and guys shall be of the types in current use on the metropolitan railway network. Spares are not required Cables and Wiring The cables and wiring shall be of the types in current use on the metropolitan railway network. Spares are not required. 8 MTM TECHNICAL REQUIREMENTS L1-CHE-STD-006 Version: 1 Effective from: Day Month Year 13.3 Switches, Section Insulators and Isolators Where the switches, section insulators and isolators provided by the project or new infrastructure works are of the types in current use on the metropolitan railway network, spares are not required. Where the type of switch, section insulator or isolator is not in current use, a quantity of spares being 10% of that number installed by the project or new infrastructure works shall be provided as spares. 14 Traction Substations and Tie Stations 14.1 Transformers and High Voltage A.C. Switchgear Spare transformers and high voltage alternating current switchgear are not required to be provided. This equipment shall be supported by centrally held spares for the network D. C. Switchgear Where the direct current switchgear provided by the project or new infrastructure works is of the type in current use on the metropolitan railway network, spares are not required. Where the type of direct current switchgear is not in current use, a quantity of spares being 10% of that number installed by the project or new infrastructure works shall be provided as spares Protection Devices Spares comprising 10% of the installed protection relays and devices shall be provided by each project or new infrastructure works Cables The cables shall be of the types in current use on the metropolitan railway network or modern equivalents. Spares are not required. 15 Communications Equipment 15.1 Switches and Routers Spares shall comprise at least one spare item of the switches and routers installed by the project or new infrastructure works. For circuit boards, the spares shall comprise three items to ensure that the communications system remains in service. The spare circuit boards shall be allocated as one in repair, one on site spare and one spare held centrally Cabling Spare cables shall be specified in the design and constructed by the project or new infrastructure works. 9 MTM TECHNICAL REQUIREMENTS L1-CHE-STD-006 Version: 1 Effective from: Day Month Year 15.3 CCTV Cameras Spares comprising 10% of the installed CCTV cameras shall be provided by each project or new infrastructure works TV Monitors (TV, Liquid Crystal and Like) Spares comprising 10% of the installed monitors and monitor driving devices shall be provided by each project or new infrastructure works Visual Display Screens (Dot Matrix and Like) Spares comprising 10% of the installed screens and screen driving devices shall be provided by each project or new infrastructure works Public Address Systems Spares comprising 10% of the installed proprietary equipment shall be provided by each project or new infrastructure works General purpose amplifiers and speakers designed and constructed to common standards and readily available are not required to be supplied as spares Security Monitoring and Alarm Systems Spares comprising 10% of the installed specialist devices shall be provided by each project or new infrastructure works. Specialist devices are those that interface to particular assets such as remotely controlled gates and lifts. 16 Station 16.1 Platform Structure and Furnishings Spares are not required Buildings, Fixtures and Fittings Spares are not required. Air conditioners are a fixture Lifts and Escalators Spares are required for the proprietary control items and items subject to interference by the public and vandal attack. Spares comprising 10% of the installed items shall be provided by the project or new infrastructure works Additional spares for Lifts shall be one set of: car doors, landing doors, car door guides, landing door guides and door track with hangers. A Lift car display, one landing display, main processor and one of each control relay and contactor shall also be provided % of the number of escalator step chains installed by the project or new infrastructure works shall be provided as spares.
