3 The Special Data Dissemination Standard (SDDS) established by IMF to guide members, that have access to international capital markets, in the provision of their economic and financial data to the public. The main purposes are: to enhance the availability of timely and comprehensive statistics contribute to the pursuit of sound macroeconomic policies Contribute to the improved functioning of financial markets 18 data categories (Dataflows in SDMX) Countries present their own data through the National Summer Data Page (NSDP) Data are disseminated only at the time t and t-1

4 SDDS Plus Established in 2012 and builds on the SDDS In response to the global financial crisis, the IMF established the SDDS Plus, a new standard which Includes 9 data categories in addition to those included in SDDS Requires the dissemination of long time series (5 years) for all prescribed components At the moment 10 countries have subscribed SDDS Plus NSDPs meeting these expanded requirements will be difficult to create and monitor using HTML pages

5 SDMX to the rescue IMF conducted extensive discussions with countries and got feedback on the SDDS Plus implementation strategy Countries had concerns with the NSDP in HTML Many countries proposed SDMX as a preferred format, because: Efficient Cost effective Less prone to error

6 SDMX Data Structure Definitions for SDDS Plus NSDP-DSD as single dissemination DSD for countries to publish SDDS Plus data Follows the SDMX Standards Technical Notes for public viewing of data In addition to the NSDP-DSD, IMF will support any DSD for Global Use developed under the auspices of SDMX Sponsors Countries are free to decide which DSD (NSDP-DSD; Global DSDs) they wish to use for each data category Dimensions NSDP-DSD - Structure and Content Standards Position in key Concept Mnemonic Description Maint. 7 Technical characteristics of the SDDS Plus exercise NSDP-DSD provided by IMF Dataflows IDs profided by IMF An SDMX file has to be available for each Data Category SDMX-ML data files in Time Series presentation: SDMX 2.0 Compact SDMX 2.1 SDMXDataStructureSpecificTimeSeries or, SDMXDataStructureSpecific with TIME_PERIOD dimension at observation level NSDP with links to the SDMX-ML data files or the Web Service end-point

8 SDDS Plus in Istat SDDS Plus exercise in Italy is participated by Istat, Bank of Italy and Ministry of Economy (Istat is the coordinator) Created a suitable Working Group (only Istat members: Dissemination and SDMX Experts) Decided to reuse the already existing SDMX architecture, based on the SDMX-RI: Most of the requested data are already stored in the corporate dissemination data warehouse I.Stat (Mapping Assistant was used) Some NA data not still stored in I.Stat were stored in a dedicated Database (created with the Istat SDMX Builder and Loader) SDMX files disseminated through a Web Service NSDP-DSD used for all Data Categories

10 Experienced issues NSDP-DSD references the Codelist CL_INDICATOR with more than 30K items (too big to be used with the Mapping Assistant) solution: eliminated from the Code List SDMX-ML file those items that wouldn t have been used SDMX 2.1 Rest Web Service needs an http negotiation in order to response with structurespecific format (default is Generic) solution: built a suitable software (between the NSDP and the SDMX Rest Web Service) that acts as negotiator

12 Conclusion SDMX-RI can be easily integrated into the Dissemination/Reporting business process SDMX-RI can be used successfully cross-domain SDMX-RI allows to create a Single Exit Point with dataflows coming from distributed databases SDMX-RI hides all the technical complexity of a data reporting exercise, allowing to focusing on the aspects related to the contents No IT skill are necessary to put in place a data reporting exercise in a suitable period
