1 COMPREHENSIVE PROJECT PROFILE I PROJECT DESCRIPTION 1. Project Title : Concreting of farm to market roads 2. Project Type : Capital forming for infrastructure component 3. Project Component : a. Widening and grade preparation b. Installation of RCCP c. Gravelling d. Concrete paving e. Concrete canal lining with cover 4. Project Location : The project traverses on the following a. Bugang Norte b. Bugang Sur c. Cambigsi d. Cansumbol e. Dagohoy II PROJECT STATUS 1. Proposed Project proposed by the LGU of Bilar 2. Status of project preparation Project Idea- project profile is available. 3. Investment Programming to be reviewed by the MDC, PDC and RDC. III PROJECT JUSTIFICATION 1. Project Background :The existing road to be improved is a gravel road with a width of 4 meters and on bad to fair condition. The road is easily damaged during continuous rains. The success of this project will improve the agri-economic condition and ecotourism of the town. 2. Project Linkages: The project will hopefully tie up with other government Programs such as enhancing intertown relationship since it will be easier for the neighboring towns to utilize the road for agriculture purposes (bringing in agricultural products and supplies), economic purposes (in flock of businessmen) and tourism (more visitors would come and see the town.
2 3 Project Objectives: 1. To improve road condition thereby improving also the delivery of basic services especially the farm to market route 2. To improve agri-economic situation of the people 3. To promote eco-tourism of the town 4. To ensure public health and safety 5. To eliminate costly and dangerous travel of the public 2. Sectoral Objectives: This road will be part of the Infrastructure Development Program of the town and also is in line with the Provincial Thrust to improve national and local roads making them safer and more accessible to the people. This eventually improves the agri-economic situation of the people and maximizes the eco-tourism industry of the municipality by opening it to tourists and more investors. 3. Regional and National Objectives: A support to farm to market road development which will uplift the life of the people and supportive to all other public services. IV PROJECT FINANCING 1. Funds Needed : 7.6 million 2. Project Financing : 7.6 million grade preparation, gravelling, RCCP installation, concrete paving 2.5 km length, concrete canal lining with concrete cover. 3. Funding Source: Provincial Fund, National 4. Counterpart Funding : LGU, Provincial Government of Bohol such as equipment for grading work, spreading, compacting. 5. Financial Viability :The project is economically viable and socially acceptable.
3 V PROJECT BENEFITS AND COSTS 1. Beneficiaries The direct beneficiaries are: Barangay Population Barangay Population Bugang Norte 628 Cansumbol 1072 Bugang Sur 758 Cabacnitan 780 Cambigsi 591 The total indirect beneficiaries are approximately 3,829 people from other nearby barangays. 2. Social Benefits The project will enhance the social capability of the people with better health services and employment opportunities due to more investments in agri-economic industries. There will be better access to the business centers and economic will boom. This will also result to better education and more educational institution established. 3. Economic Benefits The project will encourage investment of agri-business due to safe and economical travel. Its effect is to increase production with lower prices of agricultural products. 4. Social Cost No social cost will result form the implementation of the project such as environmental hazard, prostitution and pollution. 5. Economic Cost There are no harmful economic effects of the project such as destruction of natural resources. VI PROJECT IMPLEMENTATION 1. Responsible Agencies: a. LGU, Bilar, Bohol proponent and administrative control. 2. Implementation Schedule:

Concrete canal lining Administrative Feasibility - The Municipal Engineer s Office has the technical and equipment capability to implement the project by administration 4. Legal and Political Feasibility 5. Environmental Clearance There is no political opposition to the project except that there is legal impediment in the acquisition of Right of Way The project is cleared from any environmental hazard. 6. Social Acceptability There is no potential opposition from the community since the project will uplift the social, political, cultural and economic of the people.
5 VII Monitoring At the barangay level, the barangay officials and the BDC will do the monitoring and evaluation of the project. At the municipal level, the Local Chief Executive deputized the Municipal Engineer and the Municipal Planning and Development Officer to conduct monitoring and evaluation for the project.
