2 ROMANIAN NAVAL AUTHORITY is the specialized technical body subordinated to the Ministry of Transport and Infrastructure through which exerts its function as a state authority in the field of safety of navigation The main tasks of the Romanian Naval Authority for the safety and environmental protection, have been defined as follows inspection, control and surveillance of navigation in the Romanian maritime waters and inland waterways; fulfillment of the obligations assumed from the international agreements and conventions to which Romania is part of; represents the Romanian Government within the international organizations in the field of naval transport;

3 Romanian Naval Authority implementation of European Union rules, regulations and international conventions into Romanian legislation; development, endorsement and submission of drafts laws and mandatory norms to the Ministry of Transports and Infrastructure for approval; Port State Control and Flag State Control; coordination of prevention and response pollution activities in the Romanian navigable waters and of the actions to be taken in case of navigation accidents and casualties; protection of navigable waters against pollution by vessels; sanctioning of the contraventions and investigation of pollution and navigation accidents and other naval casualties; technical surveillance and certification of maritime and inland waterway ships, offshore drilling units or other naval equipments, flying the Romanian flag; supervising the compliance of the Romanian naval transports with the provisions of the ISM Code and ISPS Code.

4 MARITIME CO-ORDINATION CENTER To meet and apply the requirements set in the International Conventions as, SOLAS/1974, SAR/1979, MARPOL 1973/1978 and OPRC/1990, Romanian Naval Authority has been legally appointed as the responsible authority to perform also the management and mission of co-ordination for SAR activities, prevention and oil pollution response activities and also to monitor the vessel s traffic within the area under Romania responsibility, through Maritime Co-ordination Center. Maritime Co-ordination Center (CMC), consists of SAR & Pollution Department (hight MRCC) and VTS Department, performs activities regarding search and rescue, prevention and response to marine pollution, as well as the surveillance and management of the vessel s traffic, 24 h/day. MRCC Constantza has been designate as a National Operational Contact Point (NOCP), according to the National Contingency Plan for Oil and HNS pollutions, being also the Coordinator of the Division for Marine Operations during marine response pollution activities. Romanian Naval Authority is designate also,to fulfill the obligations stipulated by the Directive 2002/59/EC (VTMIS Directive), Directive 2000/59/EC (Ship waste management and port reception facilities) and Directive 2005/44/EC (RIS Directive). Therefore, VTMIS, RoRIS, AIS, SafeSafeNet, CleanSeaNet, LRIT and other services and systems, concerning the safety of navigation, environment, passengers, ships and cargoes within the maritime waters and inland waterways, were initiated during the last years.

VTS - Constantza Vessel Traffic Services, is a modern and complete integrated system for maritime traffic management, functioning within Maritime Co-ordination Centre, under the supervision of Romanian Naval Authority The main tasks of Constanta VTS are: monitoring, conducting, surveillance and coordination of the maritime traffic, assistance for vessels in difficult situations in order to improve the safety and efficiency of navigation and to protect the environment in the VTS area. VTS employs a variety of sensors such as Radar, AIS (Automatic Identification System) and CCTv (Closed Tv Circuit) to assemble a traffic image and relay relevant information to waterway users and allied services ashore. Ships report to VTS, their position, identity, destination of the voyage, estimated arriving date and time, etc and they are continuously tracked and monitored by the VTS center. Constanta VTS Zone contains the maritime zone limited by a sector circle of 12 Nautical miles, with the centre at Lat '.2N, Long '.6 E.

7 The basic scope of the VTS is defined by the international organizations IALA (International Association of Lighthouses Authorities) and IMO (International Maritime Organization). The master of a ship sailing within Romanian maritime national waters or exclusive economic zone, shall to report immediately to Constanta VTS on Ch.67 VHF as follows: -any incident or accident affecting the safety of the ship, such as collision, running aground, damage, malfunction or breakdown, flooding or shifting of cargo, any defects in the hull or structural failure or any defects affecting the propulsion system or steering gear, the electrical generating system, navigation equipments or communication equipments; - any incident or accident which compromises shipping safety, any situation liable to lead the pollution of the national waters or shore; any slick of polluting materials, parcels, packages or any other goods drifting on sea; - any situation susceptible to lead to an incident or navigation event;

8 2. RoRIS - Vessel Traffic Management & Information System On Romanian Danube The VTMIS was implemented by the Romanian Naval Authority along the Romanian Danube. VTMIS is an important instrument of traffic management aimed at assisting the Port Control officers to follow up the voyages of the vessels along the Romanian part of the Danube River. The overall objectives of the Romanian Danube's RIS are: to improve the safety of navigation on the river and the efficiency of the inland traffic; to minimize naval incidents, to reduce polluting emissions and environmental hazard; to maximize effective capacity of waterways and the carrying capacity of vessels; to provide efficient use of harbors and terminals; to maximize security of passengers, crew, vessels and cargo; The system is organized in accordance with the Organizational structure of Romanian Naval Authority: The headquarter is located at RNA in Constantza, in connection with terminals at Ministry of Transports and Infrastructure and Ministry of the Administration and Interiors; At regional levels the connections are located in Drobeta Turnu Severin, Giurgiu, Galatzi, Tulcea and Sulina, Harbour Master,s Offices; The system meets the requirements of the European RIS platform, defined in the frame of projects and the EU Directive 44/2005/EC (RIS Directive) for the harmonization of River Information Services on inland waterways in the Community.

9 The system is based on the following modern technologies: - systems of tracking and tracing with radar, AIS and CCTv; VHF communication network with ATIS decoding and voice recording; multipoint access network for data exchange; GPS stations (IALA Beacon); software applications in WEB technology. RORIS system provides the following services through support applications: - electronic reporting of trips; - advices for seafarers; - vessel traffic statistics; - vessel s registration/filing application; - application type database to identify the vessels (hull database); - support services to reduce the effects of disasters (calamity abatement); - application for monitoring the vessels carrying dangerous goods; - summary information on inland waters traffic.

10 3. CleanSeaNet Satellite based monitoring system for marine oill spill detection CleanSeaNet Service is a satellite based monitoring system for marine oil spill detection, tracing and surveillance by checking on scene the satellite images, offered by EMSA (European Maritime Safety Agency) to all Member States, according the provisions of Directive 2005/35/EC. CleanSeaNet delivers oil spill alerts in almost real time (30 minutes) to both, the Coastal State (Operational contact point) and EMSA for detected slicks as well as giving access to the satellite image(s) and associated information over the web. The alert message can be transmitted via phone call, , fax or SMS, depending on which alert means the Coastal State has defined. Each Coastal State has access to the CleanSeaNet service through the dedicated CSN Browser. This web map interface tool allows the viewing of all low resolution images, together with oil spill detection analysis results, location of the spill, speed and direction of wind and other additional information. High resolution images are delivered by EMSA upon request. In June 2007 Romania through RNA, signed the Conditions of Use for receiving the satellite based oil spill monitoring service. MRCC Constanta was designated as Alert contact point for CSN service. From September 2007, MRCC Constantza receives analyzed imagery and alert messages from EMSA, for routine monitoring of illegal discharges from ships. Up to 20 Nm from the coast, visual verification is performed if weather permitte, by ARSVOM (Oil Pollution Response Agency) surface units or patrol vessels of the Romanian Police Border. Over 20 Nm from the coast visual verification is performed by airunits belonging to Regional Air Services in the base of a signed co-operation Protocol between RNA and this company, flies being paid by the municipality.

11 4. AIS - Automatic Identification System The Automatic Identification System (AIS) is a short range coastal tracking system used on ships and by Vessel Traffic Services (VTS) for identifying and locating vessels by electronically exchanging data with other nearby ships and VTS stations. Information such as unique identification, position, course, and speed can be displayed on a screen. Connected to the AIS system, Romania fulfils the obligations derived from the Directive 2002/59/EC regarding accomplishment of a vessel traffic information and monitoring system within EU waters Also, the International Maritime Organization's (IMO) International Convention for the Safety of Life at Sea (SOLAS) requires AIS to be fitted aboard international voyaging ships having Gross tonnage (GT) of 300 or more, and all passenger ships regardless of size. It is estimated that more than 40,000 ships currently carry AIS class A equipment. Specific vessel types (e.g. warships, naval auxiliaries and ships owned/operated by Governments) are not required to be fitted with AIS. Also, small vessels (e.g. leisure craft, fishing boats) and certain other ships are exempt from carrying an AIS. The purpose of AIS is to help identifing of vessels, assist in target tracking, simplify information exchange, provide additional information to assist situation awareness and allow maritime authorities to track and monitor vessel movements, The AIS is able to detect ships within VHF/FM range around bends and behind islands, if the landmasses are not too high. A typical value to be expected at sea is 20 to 30 nautical miles depending on antenna height. AIS should always be in operation when ships are underway (sailing) or at anchor. If the AIS is shut down, static data and voyage related information remains stored. In Romania, the AIS Project was tendered in November 2008 and finalized, and ensures full coverage of the Romanian Black Sea coast, monitoring the vessels within Romanian maritime waters.

12 The Romanian AIS network consists of: four base-stations interconnected through microwave links, disposed in Sf.Gheorghe, Sinoe, Constantza and Mangalia, and a main station in Constantza, with additional equipments (servers and the running software). The Romanian AIS system captures information from vessels, and transmit them to actors involved in the maritime traffic: RNA s traffic management systems (VTS), MRCC, Border Police, pilots, port operators, shipping companies, EU SafeSeaNet Reporting System, and so on.

SafeSeaNet - Electronic Network Ship Safety Reporting System between the Maritime Administrations of the UE Member States SafeSeaNet is an European Platform for maritime data exchange between Member States- maritime authorities; is a network/internet solution based on the concept of a distributed database. The SafeSeaNet system has been developed for supporting the requirements of the Directive 2002/59/EC, accomplishment of a vessel traffic information and monitoring system within EU maritime waters The main objective of SafeSeaNet is to aid the collection, dissemination and harmonization exchange of maritime data at the UE level. The network assists communication between authorities at local/regional level and central authorities thus contributing to prevent accidents at sea and, by extension, marine pollution, It functions as a central hub for all communication between data requesters and data providers - somewhat like a telephone switchboard. Data providers connected within the SafeSeaNet network send information by means of a notification mechanism. In this way the Central Index acts as the sole Point of contact. Romanian SafeSeaNet application is fully integrated in the SafeSeaNet network. In Romania, the reporting to the SafeSeaNet System is the responsibility of the Romanian Naval Authority, reports being submitted by Constantza VTS, the Maritime Harbour Masters and Constantza MRCC. RNA acts as a National competent authority (NCA), while others entities were defined as Local competent authorities (LCA). Marine Coordination Center as a LCA, sends Port Notification and Alert Notification to RoSSN application. Within SSN system, RNA manages the access rights of several data providers and users on national level, while the Border Police acts as data requester. Starting 2009, SafeSeaNet is fully operational, RNA providing to the maritime European Community all four types of notifications: port, ship, hazmat and alert, which are sent to the index server, on regular basis. SafeSeaNet is a dynamic system supporting continuous developments. On short run it will be completed with STIRES module (SafeSeaNet Traffic Information Relay and Exchange System) which will permit AIS data exchange in real time, between Member States maritime administrations. SafeSeaNet is also intended to become the European platform for dissemination of data regarding identification at a long distance and satellite positioning of vessels (LRIT).

16 LRIT - Long Range Identification and Tracking of 6. Ships Ships outside AIS radio range can be tracked with the Long Range Identification and Tracking (LRIT) system with less frequent transmission. The objective of the EU LRIT is the identification and tracking of EU Flagged ships which is integrated in the wider International LRIT system, including maritime security, Search and Rescue (SAR), maritime safety and protection of the marine environment. The main advantage is that all Member States can share LRIT information, a common interface to the International Data Exchange (IDE) for requesting LRIT information on ships flying non-eu flags, and a common interface to LRIT information eventually via the SafeSeaNet system. In cooperation with Member States, the European Commission is in charge of managing the EU LRIT Data Center, through the European Maritime Safety Agency (EMSA). LRIT is operational since June 2009 in accordance with all IMO performance standards and requirements. For these purposes, EMSA acts as the EU LRIT Data Center Administrator and has the right to manage all components of the EU LRIT System.

17 One of the function of the LRIT Data Exchange is to store and archive message information in the Journal(s) that will be used for audit, billing and statistical analysis, containing information for each individual ship, like: IMO number; MMSI Number; Ship,s Name; Call Sign; shipborne system (radio installation) ; emergency Contact point/name; address; telephone number; fax number; comments/text field for further information. The RNA has implemented the LRIT system, functioning within the Maritime Coordination Center. The MRCC utilizes LRIT to monitor shipping movements, requesting information on Flag State, Port State, Coastal State and SAR Authority.

18 7. GISIS Global Integrated Shipping Information System GISIS is a Global Integrated Shipping Information System, a database of the International Maritime Organisation (IMO), managing 10 modules for reporting, developed by IMO s Secretariat, in order to comply with the decisions of IMO members, regarding to the requesting public access to sets of data collected by the IMO Secretariat and stored in off-line databases. Its aim is to allow on-line access to information supplied to the IMO Secretariat by Maritime Administrations, in compliance with IMO s instruments. The databases are maintained updated by the National Maritime Administrations, directly or by means of submission to the IMO Secretariat. The IMO Secretariat has developed an internet-based Pollution Prevention Equipment Database (PPED) as a module of the GISIS, with the aim of facilitating global access to information on pollution prevention equipment required by MARPOL around the world and promoting the exchange and accuracy of that data. The database provides data and information on: ships monitoring, maritime ports, classification societies of ships, naval accidents, maritime safety and security, port reception facilities for all categories of ship-generated waste. In Romania, the Ministry of Transports and Infrastructure has delegated the GISIS management to Romanian Naval Authority, for a number of 8 modules.

19 8. SCOMAR - Romanian Integrated System of Surveillance to the Black Sea SCOMAR is a system developed by the Border Police, in a PHARE Project which provides video surveillance and radar for Romanian marine area, for a distance of 10 km from the shoreline. The system contributes to the border safety, navigational safety, saving of lives in distress at sea, marine environmental protection and fisheries protection. Border Police has installed one terminal of the system to each Harbormasters offices of Mangalia, Midia, Sulina and Constantza MRCC. The Black Sea Observation Complex System (SCOMAR) is part of a national program whose partners are the Ministry of National Defense and Ministry of Transports and Infrastructure. SCOMAR ensure collection and processing of data collected with different types of sensors (radars and video cameras) and information received through various reporting regimes, like, VMS (Vessel Monitoring System), AIS (Automatic Identification System), LRIT (Long Range Identification and Tracking of Ships), ISTA (Automated Information and Exchange System), creating a shared maritime picture and disseminating information by default mechanisms and by the principle of the needs to know towards the various responsible agencies from national or regional level. The technical support provides in real-time transmission of information obtained from sensor stations to the Command and Control center, the system provides continuous monitoring of traffic on the Black Sea, using radar equipments, optoelectronic surveillance equipments, ships, aircraft and patrol vehicles, as well as other devices in the area of competence. Command and Control Center centralizes information received from the system and coordinates all the necessary actions to operate the system at optimum parameters. Command and control functions are to capture, centralize, consolidate, present and store in databases all information captured by sensors located in the local monitoring stations and information received from external systems. The system is designed to support a daily monitoring of 24 to 24 hours of the Romanian seaside, naval means, aircrafts - helicopters and patrol vehicles, owned by the Border Police or by other sources..

20 9. CECIS - Common Emergency Communication and Information System CECIS is a web-based alert and notification application to facilitate emergency communications between Member States, participating States and the Monitoring and Information Center for Civil Protection (MIC) on a secure level. The system has been in already troduced by the European marine pollution authorities and national contact points. CECIS provides emergency information, a log book, request overview, resources database, etc. For the information exchange the TESTA network is used which to allow data security up to <EU RESTRICTED> when the accreditation process will be finished. CECIS is in functioning since 2007 for the Civil Protection Community, and starting from 2008, CECIS was extended to the MS marine pollution authorities. In Romania, the National Contact Point on marine pollution for CECIS, is MRCC from Maritime Coordination Center of RNA.
