1 27th November 2012 Changes to Packing Declaration Templates Recently the Department of Agriculture, Fisheries and Forestry (DAFF) has announced change to their Packing Declarations which are used for the initial documentary assessment of the quarantine clearance process for sea freight shipments. Copies of the new declarations covering consignment specific and annual declarations are attached for reference along with the DAFF notice concerning these changes. At this stage DAFF has not advised an end date for use of the existing declarations so for the time being the existing format is acceptable but, we strong suggest that you forward copies of the new declarations to your suppliers so that they can begin to use them prior to the old declarations being outlawed. Importers and Brokers importing cargo into Australia and require a documentary assessment during the process of clearance from the Department of Agriculture, Fisheries and Forestry (DAFF). What has changed? The following documentation has been updated in consultation with the Customs Brokers & Forwarders Council of Australia Inc and DAFF staff to continue to streamline the process of clearing cargo through our import documentation assessment. The documentation that has been reviewed and amended includes: Minimum Documentary Requirements Policy Non-Commodity Information Policy Frequently Asked Questions Packing Declarations for both Consignment Specific and Annual These reviewed and updated documents are now available on the DAFF Website for your information. To assist you with recognising the changes within the Minimum Documentary Requirements Policy, Non-Commodity Information Policy and the Packing Declarations a Table of Amendments October 2012 has been included on the DAFF Website for these documents. Importers and Brokers importing cargo into Australia who require a documentary assessment during the process of clearance from the Department of Agriculture, Fisheries and Forestry (DAFF). Packing Declaration (Consignment & Annual) clarification Since the reviewed and amended Minimum Document Requirements and the Non- Commodity Information Policies became effective on the 24 th October 2012, DAFF has received a number of queries from industry regarding the amended Packing Declaration example templates relating to: Question 2 Timber Packaging/Dunnage Statement Question 3 Treatment Certification DAFF seeks to clarify that Question 2 is a Biosecurity concern statement and is used to advise the DAFF officer or DAFF accredited Broker whether the packing/dunnage in the consignment contains solid timber. If the Packer or Supplier declares on the Packing Declaration that there is solid timber used for the Packaging/Dunnage within the containerised cargo then there should be an identification made as to the treatment (if any) that has been applied to the solid timber (packaging only) in Question 3. The intent of Question 3 Treatment Certification is to advise the DAFF Officer or Broker assessing the documentation that the Biosecurity risk has been addressed either (a) ISPM15, (b) treated or (c) untreated if solid timber packaging/dunnage is declared in Question 2. 4 DAFF is aware that due to offshore business practices the person making the Packing Declaration may not be in possession of the specifics of the treatment used, and therefore cannot certify that the treatment is DAFF compliant. Therefore DAFF Officers and Brokers can obtain assurance that the Biosecurity risk is addressed if Question 3 (Treated in compliance with DAFF Treatment Requirements) is re-worded to advise that the solid timber contained within the packaging/dunnage has been treated before export or similar. DAFF Accredited Brokers are advised to assess any treatment certificates as per the DAFF Containerised Cargo Clearance Scheme. Further Information?
