1 RP Addendum #1 Page 1 of 9 April 09, 2018 ADDENDUM #1 RP009-18, Provision of Inmate Coinless and Pay Phone Equipment at the Gwinnett County Detention Center on an Annual Contract Q1. Will Gwinnett County postpone the proposal deadline by two-weeks? A1. The deadline has been postponed to 2:50 PM on April 18, Q2. What are your current phone rates broken down by category and total calls and minutes per group? Current commission rate on phones and Video Visits? A2. Currently the Sheriff s Office only has remote video visitation. Please see the Cost Tabulation and call breakdown below. Q3. How many onsite visits Video Visitation (VV) took place in 2017? How many face to face visits in 2017? How many internet (remote) visits in 2017? A3. Video Visitation (VV) took place in 2017: N/A Face to Face Visits in 2017: Approximately 62,000 Internet (remote) Visits in 2017: 52,961 Q4. There are two section (T) s in the RFP on pgs. 23 & 24. When we provide our response to these sections, do you want us to leave the section headings as two separate T sections? A4. Yes, but please be sure to include the titles as well. Q5. Who is the JMS incumbent and are they a local vendor? A5. Gwinnet County Sheriff s Office uses SmartJail (formerly CTS) based in Pensacola, FL as their JMS provider.

2 RP Addendum #1 Page 2 of 9 Q6. Please explain the requirements for bid, performance and payment bond associated with this RFP? A6. Bid, Performance and Payment Bonds are not required for this RFP. Q7. Please explain requirements for video visitation? A7. Proposers must provide remote video visitation with the ability to allow the facility the option to go with a complete video visitation system. Q8. Will the awarded provider need to replace video visitation stations in the inmate housing units? A8. Yes. All visitation booths will have video visitation stations as well as mobile video visitation devices in certain units. (Medical, Segregation units, etc.) Q9. Based on the RFP Requirements, are providers asked to sign pg. 51 (General Conditions Agreement)? A9. This is a Sample Contract. The awarded provider will be required to sign this Formal Contract after award. Q10. When does the 60 day implementation period start? Is it from RFP award date or date of signed contract? A10. Per Page 22, Item R. Installation and Cut-Over: Service provider will provide inmate phones, remote administration station, the automated inmate call control system and other proposed products and/or features to be completed within sixty (60) days after contract award and full execution. Q11. What is meant by automatic default mode in case of power failure on Page 5, Section E, Item 21, Automatic default mode for power failure? A11. Proposers should include what, if any, back-up provisions are in place in the event of a power failure? Q12. Page 8, Item H.3.d, Service provider should offer constituents at minimum of ten (10) point-of-sale options to accept payments for services. Options to include: d. Debit Cards offered through our inmate commissary provider addresses payments by constituents (family and friends of inmates). How would constituents purchase Debit Cards from the inmate commissary provider? A12. The commissary offers a care package on a website that includes debit cards for family and friends to purchase for the inmates. Q13. Page 16, Item J.33.g.vii, System must be able to match called party voices as well as inmate voice, seems to be addressing voice biometric including called party, but is placed in a section of requirements regarding inmate to inmate communication. Please clarify the intent of this requirement. A13. This requirement is referring to a Gwinnett County inmate calling an inmate at a different detention center. Q14. Page 16, Item K.4, Continuous Voice Identification and Verification, includes several sub-requirements that do not relate to voice biometric technology, specifically x, xi, xii, xiv, xv, and xvi. Please clarify these requirements in the context of voice biometric identification and verification? A14. See A13. Q15. M49. This requirement does not have any relation to Video Visitation. Please explain the meaning of this requirement with respect to Video Visitation? A15. Remove this item from the requirements. Q16. In order to provide our best possible offer, it is very important to have historical call volume information for all call types. Call volume data is necessary to estimate costs as well as potential revenues. The current vendor has access to this information, so distributing the information to other vendors in a timely fashion will ensure a level playing field for all bidders. Please provide as much data as possible from the following chart: A16. Please see attached table. Q17. Also, in order to help us evaluate call volumes and recognize additional revenue potential, it is very helpful to have the rates currently being charged to called parties under the current contract. Please provide the following information: A17. See A2.

Please provide a copy of all amendments or addenda to the current contract (RP025-12) pertaining to inmate phones and video visitation. A19. Note: These documents may be obtained from the following FTP Site: Gwinnett County File Transfer Protocol (FTP) Site Information will be temporarily accessible at this FTP site, so submitters must download all desired data ASAP. User Access Procedures 1. The external user will access through their browser (such as Microsoft Explorer) by entering: ftp:// The user will enter the information below to get access: Login: gwinnett Password: pub Click on folder that is listed as Purchasing to retrieve the documents. Q20. Please provide the commission percentage currently received on inmate telephone revenue, an average of monthly commissions received over the past year from the current vendor, and copies of commission statements from the last six months. A20. Please see A16 and A17. Gwinnett County does not receive commission statements. Q21. Do commissions from this contract go to the Inmate Welfare Fund, the Sheriff s Office discretionary fund, or the County general fund? A21. Debit Calling Cards go to the Inmate Welfare Fund and everything else goes to the County general fund. Q22. What are the Capacity and the Average Daily Population at the detention center? A22. Capacity: 2,744 inmates Average Daily Population: 2,200 inmates Q23. The RFP requires the addition of 25 public VVS kiosks. Is the incoming vendor required to provide wiring for these kiosks? A23. Yes. The awarded vendor would be responsible for providing the kiosks, wiring and installing at no additional cost to Gwinnett County if the Sheriff s Office chooses to implement this option. Q24. We understand that there is a requirement for a site technician. Are there any other personnel or investigative resources associated with the current ITS contract? A24. No. Q25. As it is written, the RFP strongly favors the incumbent vendor and mandates technology that is proprietary to that vendor. Specifically, the six pages of Investigative Data Analytics of Inmate Communication under section J describe technology that is proprietary to the incumbent vendor and cannot be provided by any other vendor, thus limiting competition under this RFP to one bidder. Likewise, the Automated Information Services as described under E.38 through E.47 and the dynamic website capabilities described under T.5 are restrictive to the incumbent vendor only. Therefore: a. To your knowledge, does the County utilize any of the aforementioned technology today? If so, is the County charged (via invoice or commission deductions) for the use of any of these services? b. Will the County consider revising the RFP to remove these requirements? c. Or, in the alternative, will the County convert these sections to optional requirements and state the impact, if any, that the provision of these services will have on the proposal evaluation?

4 RP Addendum #1 Page 4 of 9 A25. These are functions that are currently provided to the Gwinnett County Sheriff s Office. They are not intended to be restrictive. Gwinnett County will look at the current technologies submitted from each vendor and score accordingly. Q26. Section H, Item 7 states: Vendor shall provide the ability for inmate families and friends to accept and pay for a single call with a credit or debit card without the need to establish an account or transfer to customer service. a. Is this payment option available to call recipients today? If so, please state the rate that is charged for each call, and the amount of commission the County receives on this type of call. b. Providers who offer the single call payment options described above typically pay little to no commission on this type of call. For example, providers who charge $14.99 typically pay only $0.61 in commissions (10.7%) to their clients because they categorize this call type as bonus and don t pay the proposed commission rate on these calls. Additionally, we have found that many facilities were unaware that this type of call was being offered at their facility. c. If these types of calls are allowed, please confirm that bidders will be required to disclose all associated rates, fees, and commissions in their proposals. Please also state how these costs and commissions will be evaluated as part of the Financial Offering. A26. a. Yes. b. Please be sure to note this in your response. c. Yes. Proposers should disclose all associated rates and fees as well as commissions related to these calls. However, this is not part of the financial offering. This is for informational purposes only. Q27. Inmate Telephone System reliability, redundancy, and uptime are critical to ensuring constant availability of inmate communication services. Offerors often, in their proposals, discuss their financial investments in these areas and offer theoretical estimates of their system s reliability. However, the only real method of assessing system reliability is by reviewing past performance. In order to fairly evaluate system reliability, we request that the County require disclosure we request that the County consider adding a requirement to disclose the following information regarding bidders past performance: a. Vendor shall describe all instances in the past 3 years in which the vendor has lost a call recording or call data, the security of a call recording or call data was compromised, any other security breach occurred, and/or the vendor was discovered to have incorrectly recorded privileged (such as attorney) phone calls. List agencies involved and explain how each incident was resolved. b. Vendor shall describe any system outages during the past 3 years that affected more than one customer, including the cause of the outage, quantity and % of customers affected, how long customers were affected, and why the vendor s backup/failover technologies did not prevent the outage. List agencies involved and explain how each incident was resolved. A27. Proposers should include a response to Q27, Items a and b above in their responses to this RFP. Q28. Section M, Item 50 requires bidders to have systems currently installed in a least 2 facilities with more than 200 VVS kiosks. While many vendors provide VVS service to sites with 75 VVS kiosks, to the best of our knowledge, only one vendor has installed services with more than 200 kiosks. To enable competition, will the County remove the requirement for systems installed at sites larger than 200 VVS stations? A28. Yes. Q29. Section E, Item 39 of the RFP requires the vendors Automated Information Services to be operating in more than 100 sites. While many ITS providers utilize AIS at dozens of sites, to the best of our knowledge, only one vendor has it deployed at 100 or more sites, which may or may not be actually utilizing the AIS. To enable competition, will the County accept references of three to five sites utilizing the bidders AIS in lieu of requiring the AIS to be utilized at 100 sites? A29. Yes. Q30. Requirement N, Item14 requires, heat syncs and heat vents located in the back of the terminal in order to allow for proper cooling and Requirement N.15 requires, a minimum of two (2) internal magnetic levitation ventilation fans and internal tachometer output to monitor operation. This technology is specific to the incumbent vendor, outdated and unnecessary to achieve equivalent functionality. Therefore, in order to level the playing field and allow for competitive bidding under this contract, would the County please consider revising the RFP to remove these requirements? Or, in the alternative, will the County convert these sections to optional requirements and state the impact, if any, that the provision of these services will have on the proposal evaluation? A30. Proposers should include in their response how their equipment is of equivalent functionality and if their equipment has had any issues with overheating. Proposals will be scored accordingly.

5 RP Addendum #1 Page 5 of 9 Q31. How many booths would need to be installed if the department decides to implement full video visitation? A31. The vendor will be responsible for providing and installing 25 kiosks in a separate location from the existing visitation booths if the department decides to implement the complete video visitation option. Q32. Does the commissary program interface with the existing phone equipment software? Q32. Not currently, but if your company has this capability please include it in your proposal. Q33. How long are inmates allowed for face to face visitation? Phone Calls? A33. Face to Face Visitation: Up to 30 minutes Phone: Up to 15 minutes Q34. Does Gwinnett County currently outsource inmates? A34. No. Q35. Does the Sheriff s Office allow inmate workers to make calls free of charge? A35. No. C1. Service providers shall submit a commission rate that does NOT include any deductions for equipment, services, etc. C2. The proposed software should be a user friendly interface. C3. Calls to ICE and PREA tip lines are available at no charge to inmates. Those phone numbers will be provided to the awarded service provider. C4. If service providers are submitting multiple options please submit each option on a separate fee schedule in separate sealed envelopes. Be sure to include the RFP #, company name, RFP due date and Offer #1, Offer #2, Etc. on the outside of the envelope. C5. If there are additional costs/fees to what is listed in the fee schedule that service providers wish to include as possible addons, please include the options and pricing as an attachment to the provided fee schedule. C6. Please include one electronic copy on a CD or flash drive of your technical proposal with your submittal. Do not include the fee schedule in the electronic copy.
