Additions are in Red, Bold, Underlined Font. Addendum 1 Appendix B Bid Form (Revised) This Addendum 1 Appendix B Bid Form (Revised) replaces the prior Appendix B Bid Form in its entirety. The option to propose Other payment terms has been removed. All other content remains the same. Add (2): JEA formally adds the following Paragraphs and to Appendix A Technical Specifications (Building). Specification No , Specification for the Design and Furnishing of Switchgear Building for JEA Additions are in Red, Bold, Underlined Font. PART 1 GENERAL 1.1 Summary General Description The intent of this project is to design, engineer, fabricate, deliver and install a substation switchgear Walk-In Enclosure herein referred to as switchgear building to house outdoor rated switchgear, communications equipment, and associated components. The switchgear shall be an integral part of the building, with access doors to the rear switchgear compartments forming a portion of the exterior wall The Seller shall furnish all labor, materials and equipment to perform and coordinate the necessary operations for the design, engineering, manufacturing, fabrication, delivery, off-loading and securing to Buyer-supplied foundation of the switchgear building. It shall be equipped with all components and accessories required to provide a complete structure, weather tight, and suitable for the service intended, which is to provide shelter for substation electrical equipment The Seller shall provide complete and functioning equipment and systems capable of safe and reliable operation including metal clad switchgear, electrical, lighting, equipment grounding, lightning protection and HVAC.

2 The Seller shall furnish and install a UPS system and a Fiber Optic Patch Panel as described in this document Any work, materials or equipment that may reasonably be inferred from the contract documents or from prevailing custom or trade usage as being required to produce the intended result shall be furnished and performed, whether or not specifically stated herein. Literal adherence to this specification shall not relieve the Seller of the ultimate responsibility for accomplishing the intent of this specification At minimum, the Seller shall complete all work in accordance with this specification. Any deviations from this specification or the drawings must be submitted to JEA in writing prior to commencement. No fabrication shall begin without written approval of drawings from JEA The seller shall furnish and install all wiring and controls for the switchgear and building as required for successful operation of the switchgear and building systems. JEA shall provide a 120/208V, 3 phase service to the building, fiber optic connection for switchgear protection and controls, communications connections for telephone, security and fire alarm systems. The 13.0 kv feeders from the switchgear will be furnished by others in the field. All wiring, fiber optic and control cables within the building will be furnished and installed by the seller. The installation shall be in accordance with the Florida Building Code, the National Electrical Code and any local building codes The seller shall receive, offload, assemble and install the switchgear and building on the Purchaser s foundation. Foundation design requirements shall be provided to the purchaser. All equipment required, including cranes, will be provided by the seller. The seller shall assemble all the shipping sections of the building and switchgear including wiring in cable trays and conduit, fiber optic controls and communications. The purchaser will furnish, install and connect the external services for the building. Add (3): JEA formally adds the following questions and answers to this Solicitation. Section Regarding CD or thumb drive could we submit electronic copy by in lieu of CD or thumb drive? JEA Response: No. A CD or thumb drive is required. Section Can we mark our complete technical and part of our commercial quote confidential to prevent our competitors from seeing our proprietary information? JEA Response: Yes. See Redacted Submissions Section of Solicitation Document for details. Section Can we offer our own payment terms? JEA Response: No. Payment Terms other than those contained within the Solicitation Document will not be accepted. See Add (1): Section Discount pricing is not clear. What does it means? JEA Response: The discount pricing may be selected by the Bidder to be applied to the different milestone payments in exchange for expedited payment. For example, if Item No. 1 of the Bid Workbook (Switchgear) was $1,000.00, then the Design & Manufacturing Plan Approval by JEA (10%) would be in the amount of $ per the payment schedule in Section PAYMENT METHOD - PROGRESS PAYMENTS. Further, if the Discount Pricing option (1% 20, net 30) is selected (see, Payment Discounts Section of Appendix B Bid Form), then JEA may opt for a 1% discount ($1.00) in exchange to pay the adjusted invoice amount ($999.00) within 20 days. Otherwise, payment will be made in full ($ ) in 30 days.

3 Section Spec says FOB destination which is no longer used per latest Incoterms for truck shipment. We plan to quote DAP which is the closest equivalent per incoterms. Is that OK? JEA Response: Yes. JEA understands DAP and FOB Destination to be synonymous. Section Attachment C Could we send electronic copies in lieu of hard copies? JEA Response: No. Hard Copies are Required. Section Insulating boots will be red color. Could you please confirm acceptance. JEA Response: Red is acceptable Our breakers do not require arresters for this purpose. JEA Response: Please state so in your proposal and explain how protection is provided for switching transients Since the lockout relays are specified as Electroswitch then we plan to use Electroswitch for control switches. Could you please confirm acceptance. JEA Response: Lockout relays, if required, and control switches shall be as specified in and D We plan to offer our standard LED lights which are C3 controls. Could you please confirm acceptance. JEA Response: Please provide GE type ET-16 as specified in and D-2.3. As we indicate that approved equal Indicating Lights may be acceptable, an unsolicited alternate for Indicating Lights by a different vendor may be submitted with sufficient information included to determine if they are equal and if there is any impact on price and delivery We plan to offer our standard terminal blocks. Could you please confirm acceptance. JEA Response: Please quote as specified. As we indicate that approved equal terminal blocks may be acceptable, an unsolicited alternate for terminal blocks by a different vendor may be submitted with sufficient information included to determine if they are equal and if there is any impact on price and delivery We plan to offer our standard MIMIC bus which is tape. Could you please confirm acceptance. JEA Response: Please quote as specified Please clarify if there is a need for installation of the building by the vendor. My understanding is that JEA will provide the footprint and have a contractor make all connections to the switchgear building. JEA Response: See Add (2): of this Addendum. On the JEA bid documents it states: Relay Services- Provision of switchgear relay services to ensure reliable operation of switchgear per Appendix A- Technical Specifications Specification on : The relay settings shall be programmed in the field by the Buyer These are contradicting and we are not going to be offering any programming or relay settings, can you find out what exactly they require us to provide. JEA Response: JEA relay tech will program the settings in the field. Switchgear vendor shall furnish and install the relays and associated parts on panels (See Switchgear Building Spec ). All wiring and standard testing shall be done by vendor so that the relays will be ready to be programmed when they arrive at the Kennedy Substation.
