QA No 6).

2 Doc MET 1000 Quality items and requirements for reference year Eurostat presented in June 2008 Committee meeting revised procedures to be applied in the annual quality reporting and quality assessment progress (Doc MET 985 Part A). These procedures, which form an essential part of the Quality Framework, were prepared and endorsed by the Quality Working Group. 2. These procedures have been prepared with a view to have them integrated in the revised Intrastat and Extrastat egulations. It is foreseen that the new Intrastat egulation enters into force already in 2009 and the Extrastat egulation in Because procedures to follow are similar in these egulations, Eurostat proposes to apply them for both Intrastat and Extrastat already concerning the reference year The new egulations will no longer list specific quality indicators to be reported in an annual quality report. Instead there will be a specific document Doc MET 1000 where all quality items (indicators, methods and practices) and their associated requirements or recommendations will be listed. The document will be presented to the Intrastat/Extrastat Committee for adoption. 4. Doc MET 1000 will be prepared by Eurostat. It will be revised annually in order to set up quality requirements (targets in value or minimum standards) for the next reference year. 5. The quality items listed in Doc MET 1000 will be collected through the annual quality questionnaire which will be partly pre-filled by Eurostat. 6. Eurostat will prepare an individual assessment report for each Member State. The assessment will be based on how the given Member State has met the quality requirements defined in Doc MET It should be noted that for Extrastat, all quality requirements for reference year 2009 are according to the current egulation. In addition, for reference year 2009 there are no new recommendations on the methods to be applied. The recommendations on the methods, along with their assessment on ABC basis, will be gradually developed by the Quality Working Group and they will be eventually described in the Quality Handbook Volume A first draft of quality items and requirements to use in the assessment of intra-eu statistics was presented in June 2008 Committee meeting. After the feedback by the Member States and internal reflections, the list of items and requirements was simplified by removing the column "eference year". All references to the history of each requirement will be described in the Quality Handbook Volume 2. A new proposal for quality items and requirements of intra-eu trade statistics is presented in Annex A list of quality items and requirements of extra-eu trade statistics is presented in Annex 2. Same indicators (name, number and definition) have been used as far as possible. For some indicators there are, however, differences in the requirements. Also, indicators and concern only intra-eu trade so they are excluded from the list of extra-eu quality items. 10. Short descriptions of each quality item are presented in the Annex 3. Their detailed descriptions are presented in the Quality Handbook Volume 2. This document will be presented to the Committee in March 2009 meeting. 2

This indicator shows whether or not the users needs are satisfied with the statistical information currently disseminated. This indicator shows in which extent the Member States are compliant with the legislation in terms of statistical information to be supplied. ACCUACY Coverage I/E 2.1 Trade coverage from collected data This indicator shows how big share of the total trade the collected trade accounts for. This indicator shows how big share of the total trade the estimated trade below the exemption threshold I/E 2.2 Share of estimated trade below the exemption threshold accounts for. This item refers to the way adjustments are compiled in order to estimate the statistical value when only the invoiced value is reported. The Member States should provide the numbers of intra-eu traders broken down by the trade flow - above the exemption threshold (PSIs) and below the exemption threshold. In case of the application of a simplification threshold, the Member States should provide the number of PSIs broken down by the trade flow - above the exemption threshold but below the simplification threshold. The Member States should provide the number of PSIs broken down by the trade flow exempted from the obligation to report the statistical value. This item refer to a comparison between the total trade values compiled from the first delivery of detailed statistics and the total trade values compiled from the last data delivery. This item refers to the magnitude of the revisions recorded at detailed level when comparing data corresponding to the first and last deliveries. The Member States should describe their practices in terms of revisions of intra and extra-eu trade data. This indicator shows the impact of the confidentiality practices on detailed statistics in terms of number of CN8 codes affected. In practice, all the nomenclatures are concerned but a special attention should be paid to those used for data dissemination (Combined Nomenclature, Geonomenclature, statistical procedure, preferences, etc). ist of all changes in concepts and definitions impacting the Community data Other statistical domains use the international trade statistics but with the adaptations required by their own concepts and definitions. These statistical domains are: the National Accounts, the Balance of Payment and the Business statistics. The methodological reasons for discrepancies between the international trade data and the trade results published by these three statistical domains should be listed. COHEENCE This item refers to an assessment of the consistency between the international trade statistics and the trade data collected by other statistical domains (like, for instance, PODCOM). The main reasons for discrepancies should be listed. 12
