This project currently has over 6,600 images and documents, which have seen over 500,000 downloads after only a year of operation. This proposal is to purchase an overhead scanner which would considerably cut scan time while simultaneously making it possible to non-destructively scan a greater number of resources. Digital materials such as those in the Libraries repository provide new methods of accessibility, making it much easier for researchers to locate resources they know they want. Furthermore it makes it easier to discover resources. This facilitates collaboration with other institutions and constituencies, promoting NDSU and furthering our institutional mission. 1
2 II. Project Overview 1. How does this project meet student needs? This project will increase the accessibility of valuable and rare resources. Students will be able to easily locate library resources from any search engine, in addition to the library s catalog system or the institutional repository package. Items scanned will also be full-text searchable. 2. What audience does this project directly serve? What audience is indirectly served? How many students are affected? This project serves the entire campus. Currently accessioned collections include publications from the College of Agriculture and the Extension service, as well as government documents. 3. For projects that target a subset of NDSU s students, please describe the possibility for broader application in the future. Not applicable. This project targets all NDSU students, faculty and staff as well as the state at large 4. Describe the both immediate and long term impact of this project. This project will allow staff at the Libraries to scan many book-type publications more quickly, but, more importantly, without dismantling the publications. Dismantling publications is a destructive act that costs much staff time and subsequently requires reassembly and preservation work. 5. Who will pay for ongoing expenses following the technology fee funded portion of this project (e.g., who will replace hardware or software after it has reached it s end of life)? The NDSU Libraries will pay for ongoing expenses, technical support and training for use of these devices. 6. Describe how this project will follow best practices in information technology and who in ITS was consulted regarding this project? N/A. However, this project was formulated using best practices for digital preservation. 7. What service on campus is most similar to the one proposed here? How does this project differ? None. 2
3 III. Project Description This project proposes that the NDSU Libraries purchase one or more overhead book scanners constructed by Daniel Reetz. Mr. Reetz is a graduate student in the Department of Psychology, who designs and constructs scanners, and is an advocate for digitization of valuable published resources. Mr. Reetz operates the DIYBookScanner.org website to promote further development of hardware and software for mass book digitization projects. His scanner designs have won contests and his most recent model was presented at the D is for Digitize conference held in October 2009 at the New York Law School. Mr. Reetz is willing to construct custom scanning units for the NDSU Libraries at a highly competitive cost. These scanners are comparable in speed and image quality to more expensive scanners from commercial vendors such as ATIZ s BookScan Pro. The NDSU Libraries will subsequently deploy the scanner to support its digitization projects. Staff will scan rare and valuable scholarly resources of interest to the NDSU community in support of NDSU s academic and land grant mission. These include: The Spectrum Publications from the College of Agriculture and Extension Service Early North Dakota Agricultural College publications Scholarly output from NDSU that is not copyright encumbered Material from the University Archives State and federal government documents of interest to the academic programs at NDSU 3

7 VII. Budget Justification Overhead scanners purchased on the commercial market are very expensive items. The ATIZ BookDrive scanners are some of the cheaper models on the market, but they cost between $5,895 to over $16,000. Mr. Reetz s DIY scanner is an exceptional value at $2,000. The device produces images at a similar quality: A4 pages are acquired at approximately 250 dots per inch. An overhead scanner enables staff to nondestructively scan images at several hundred pages an hour. Mr. Reetz has demonstrated that he is able to scan a 400 page book within 20 minutes. This compares to approximately 6.6 hours of staff labor scanning the same book on a flatbed scanner. This translates to $2.42 in labor costs for an overhead scanner vs. $48.97 in labor costs for a flatbed scanner. Additionally the flatbed method often requires additional labor to remove pages from the binding, destroying the bound volume, and then an additional cost of repairing the volume. This destruction itself limits the scope of available projects for digitization. For example: we would not be able to digitize The Spectrum because flatbed scanning would cause irreparable damage to the fragile originals. 7
8 VII. Budget Match The NDSU Libraries support the delivery of digital items to patrons with technical expertise and staff labor. Subject to the overall budget available for student work, the Library IT Department will provide 20 hours (0.5 FTE) of scanning time per week during the Spring and Fall semesters to deposit items into the digital repository. This is equivalent to $2175 per semester, or $4,350 for an academic year. 8
