2 The importance of your Potato Planting Return Planting returns and market information The information you are required to provide in the planting return is used to calculate levy. The voluntary information you provide is an important source of market intelligence. Collecting and disseminating statistics and market information is one of the functions for which HDB was set up. Using the return system to do this avoids the need for separate forms and helps save levy funds. The market sector information (see page R4 of the return form) gives us useful knowledge about the GB potato market: it helps us develop our communication strategy and it enables us to provide information and feedback to growers in a more targeted and efficient manner. For processing and/or pre-pack potatoes, we ask you to distinguish Contract from Free-buy. Please note that, in this connection, Contract is defined as: n agreement to sell, which is completed and signed before 1 July in the season of production. Levy Rates unchanged for 2017/2018 Ministers have approved the levy rate proposals put forward by the griculture and Horticulture Development Board (HDB). Details are: Growers: Levy This levy is charged annually; payment must be made by 1 December Invoices will be issued during the latter part of October Growers whose Returns are received on time and whose payments are received by 1 December will be entitled to pay the Ordinary Rate, which is per hectare of land used to grow potatoes. The approved Higher rates in all cases are 10% higher and are applicable where payment is not made by due dates. dditional invoices will, therefore, be issued after due date and payment is due immediately. Growers are, therefore, advised to ensure that payments are sent in sufficient time to reach HDB by 1 December. The use of the BCS system is strongly recommended or use the enclosed mandate to pay by Direct Debit. Buyers: Tonnage Levy This levy will be charged quarterly, in arrears; payments will become due on 31 December 2017 and 31 March, 30 June and 30 September Invoices will be issued 30 days before the due dates. Buyers whose payments are received by the due dates will be entitled to pay the Ordinary Rate, which is pence per tonne of potatoes purchased for human consumption. The approved Higher rates in all cases are 10% higher and are applicable where payment is not made by due dates. dditional invoices will, therefore, be issued after due date and payment is due immediately. We aim to keep administrative costs as low as possible. Please help us achieve this by providing information promptly and paying on time. Please note that levies will be calculated on estimated planting/purchases, where proper returns have not been received and the higher levy rates will be applied. 3 Direct Debit Want to stagger your payments to help manage your cash flow? Following a positive response from our levy payers last year, we re pleased to offer a Direct Debit service again this year. Provided that you have completed and returned your Potato Plantings Return by 1 June 2017 and the Board holds a valid Direct Debit Mandate, the standard payment rate will be collected by three equal Direct Debit Instalments on: 1 December February May 2018 Direct Debit Mandate Form is enclosed, seeking your authority to debit your bank account. Before the first payment, we will write to you confirming the collection dates and values. (Please see the final page of this guide for the Direct Debit Mandate). If the Mandate is cancelled or not honoured, any levy outstanding becomes due immediately, including any future instalments. If the return subsequently proves to be under declared, we reserve the right to refuse this Direct Debit option. Important Dates Returns Your return is due by 1 June 2017 If you currently submit paper form returns, please consider submission online. This reduces costs and is really efficient and simple to complete. It should be easier for you, as you can input data as you plant. Our levy staff will be happy to help you through this process; please call them on Levy Invoices and Payment levy invoice will be raised in October 2017 If you fail to make payment on or before 1 December 2017, the higher rate will apply. In order to ensure that your payment is made on time, we strongly recommend payment by BCS or by completing the Direct Debit Mandate see above. Name HDB ccount Number Sort Code HDB, Stoneleigh Park, Kenilworth, Warwickshire CV8 2TL Notice Using HDB Potatoes Levy Payer Numbers for plant health purposes Under current Plant Health legislation, there are statutory requirements to mark ware potato packaging with a unique identification number, to enable trace-back of potatoes in case of pest or disease problems. The relevant legislation is: England The Plant Health (England) Order 2005 Scotland The Plant Health (Scotland) Order 2005 Wales The Plant Health (Wales) Order 2006 This requirement applies throughout the European Union and failure to show this number can result in rejections of potatoes sent to other member states. Defra and the Scottish Government have decided not to impose a separate identification scheme but to accept the Levy Payer numbers issued by HDB Potatoes for the purpose of compliance. Growers are advised to ensure that they meet the regulations by showing their Levy Payer numbers on all potato sacks and containers. 3

4 Notes Fairness We give help and advice wherever we can, however, the responsibility for submitting accurate returns on time, rests with each grower and is a legal requirement. Our staff carry out area monitoring activities to ensure that the regulations are applied fairly and consistently. We have received a clear message from the industry that it expects us to do so. Completing and returning your form Completing and returning your form on time is a legal requirement and important to the industry. Your data plays a vital part in the future of the industry. ggregated figures provide the platform for a range of Market Intelligence products like total areas planted, GB production, stocks reports and variety league tables. They also allow us to properly balance our pricing reports, allowing you to make better trading and business planning decisions. Gaps in the data make these products less trusted and less useful as business tools. Further, HDB is asked by industry to supply evidence when policy decisions on pesticides, water and other vital inputs are made and we work behind the scenes with broadcasters so that we can portray a vibrant and progressive industry on shows like Countyfile. Missing data may mean that we underplay just how important potatoes are to the GB economy and failing to complete your form may be jeopardising the future reputation of the industry. We have a team here who can help iron out any issues and assist in getting your form completed. However, there are times where we need to follow legal procedures to ensure all data is captured and is as robust as possible. Our entitlement to use these maps is subject to strict copyright regulations. The map which is incorporated in the return is to be used only for identifying the location of your potato plantings. These reports enable you to make better trading and business planning decisions. The aggregated information will also be used in the calculation of national production, yield, stock, planting and lifting estimates. With your permission, your personal information may also be used to provide you with relevant information and services: To enable HDB (or its research providers) to contact you to participate in industry research projects, or for data to be analysed as part of a research project To contact you about HDB Potatoes knowledge exchange events that may interest you and benefit your business To send you HDB Potatoes knowledge exchange fact sheets and information that we believe may be of benefit to your business To send you regular newsletters or updates to inform you about how your potato levy is being spent To contact you to ask you to be part of the Grower Panel survey, used to produce the following sort of outputs: production estimates; yields; stocks estimates; planting estimates; lifting estimates. Your personal information will not be sold to any third party We may supplement the information that you provide to us with information that we receive from third parties. You may request a copy or alteration of any personal data held about you by contacting us at levy@ahdb.org.uk and we will make such alterations subject to any applicable legal obligations imposed upon us. This privacy policy covers HDB. This privacy policy shall be governed by the laws of England and Wales.

5 Frequently asked questions answered How do I show my plantings? Examine the map (pages R2 and R3 of the return). Find the field(s) where you have planted potatoes. Mark each field by outlining its boundary in red ink. Number each field (1, 2, 3, etc) and cross reference to column 2 on page R4. Please see the notes of guidance on pages 2 and 3. What if I have only planted part of a field with potatoes? Mark the planted area within the field, using red ink. Show the actual planted potato area in column 3 on page R4 and indicate in column 4. What if part of a field is registered under set-aside or part of a land stewardship scheme? Treat as above. Show the actual area of potato plantings in column 3 and indicate in column 4. What about unplanted headlands? Do not include unplanted headlands. Only show the actual area planted with potatoes in column 3. Do I have to provide information about planted varieties? Under the current legislation it is not obligatory to show variety details. However, information about planted varieties is valued by the Industry and we use the planting return for obtaining such data. This avoids the need for separate forms and saves levy funds. We hope that growers will continue to provide variety information, for the benefit of the Industry. Please note that all information included in the return form is treated in strict confidence (see Privacy Policy opposite). I plant several varieties in the same field; is it sufficient to give an estimated area for each variety? Yes, in the situation described, a good estimate is sufficient, so long as the figure for the total planted area is accurate. SVE TIME! Online returns faster & easier I have grown seed for replanting. How do I record this? If you have grown certified seed, use market sector code 7. Use code 8 for farm saved seed (uncertified). How have you selected the map for my return? We have tried to centre the map so that it covers most of this year s plantings. For that reason we have used previous plantings (where applicable) as the basis or your home farm, if more appropriate. What if some of my plantings are outside the map area? Please use Section wherever possible and call our telephone help-line, see number below, to ask for an additional map. (You can enter these plantings in Section B on page R4 but please note that this is intended for exceptional circumstances where only one or two fields are outside the map area.) I did not plant or intend to plant by 1 June but I have subsequently planted. What should I do? You must let HDB know within 30 days of planting. This is a legal requirement and failure to do so is a criminal offence. Can I submit my return online? Yes, please contact the Levy Team on and we will set you up an online log in and password and we can talk you through the process. Poor performing crops is there a crop loss policy? We have debated at Board and decided that the fairest position is to collect on area planted. I planted potatoes for several market sectors. How should I record that? Please show the relevant market sector for each field (column 6 on page R4), using the codes listed on page R4. If potatoes in the same field have been grown for more than one market sector, show the predominant one. Our helpline:

6 Online Planting Return couldn t be easier to use Potato returns have never been easier thanks to the e-planting and e-buyer returns system. Growers and buyers can now update and complete their returns quickly and simply, reducing the need for traditional paper maps and eliminating extra administration time and costs. The programme is really straightforward to use. For e-planting, simply click on the map and search for a field by inputting the map reference or FIS number or the place name and then complete the required fields: field or farm name; number of hectares planted, as well as choosing the variety and market sector from the dropdown menus it really is that simple! The process is repeated for all plantings, after which the detail is submitted directly to HDB Potatoes. ll the information is stored securely only the registered grower can access it to amend or delete entries. For added efficiency, there is also the facility to stop and save at any time, as well as the option to print the maps or a complete list of the planting return details entered, for easy reference at a later date. It is incredibly easy to use and comes complete with an online user guide for first-time users and is supported by our technical team. The map data is validated instantly and there are prompts at each stage to ensure that no inaccurate or incomplete returns can be filed, saving a huge amount of time. Growers can still print and keep hard copies for their records. They can also rest assured that the system is completely secure. 7 The Grower Panel allows you to play your part in shaping your industry s future Have you ever wanted to be part of something bigger that will help your industry to make better business decisions? If so, apply to be a member of this season s Grower Panel survey. If chosen to participate you will also receive 100 (plus VT if applicable) once all of the required data has been received. What is Grower Panel? The HDB Grower Panel is a key group of growers who give information on seed use, yields, stocks and sales from selected fields under their management. The Grower Panel s data is used to provide crucial national crop statistics on production, such as the national supply of potatoes, lifting progress and planting progress. There are three ways to join random selection of individual or multiple fields will be made per grower against crops listed on your planting return. We confirm that we would like to be members of the HDB Grower Panel for the crop year. Levy payer number What does the Grower Panel Survey involve? single form to be completed for each sample crop. Covering seed and planting details, yields sold and stored, sold price if known, wastage, intended markets and sale dates. This will be sent out in early September for completion once the crop has been harvested. This is the fastest and most convenient way to do so. lternatively, the forms can be completed on paper and returned to us. s part of the Grower Panel survey, you may also be asked to participate in telephone surveys relating to your potato crop. The telephone survey generally involves a single call per week at key periods in the year and does not need more than five minutes of your time. Why should you join Grower Panel? By collecting the information on production, yields and stocks, we can provide an overall picture of the GB supply situation each year. This picture can show how tight a market situation might be from one year to the next and provides useful insight into longer-term trends and horizon scanning, which can help you to make critical business decisions. Without the Grower panel and its members, this is simply not possible and the business-critical information it provides would therefore not be available when you need it.
