DFIBT / / DFIBT - 23 / Circular No. 287 / DFIBT- 40 / December ) The Chairman and Managing Director Commercial Banks 2) The Chairman Regional Rural Banks 3) The Managing Director / Chief Executive Officers All State Cooperative Banks/ All District Central Cooperative Banks Dear Sir Grant assistance under Financial Inclusion Fund (FIF) for conduct of digital Financial Literacy Awareness Programme (dflap) Consequent upon the announcement of demonetization on 8 th November 2016, it is felt that Financial Literacy Awareness Programmes (FLAPs) focused purely on digital transactions (which can be stylized as dflap ) may be organized in the rural areas to spread awareness and demonstrate hands-on experience on various banking technologies promoting cashless transaction. Accordingly, it has been decided to extend support under FIF for conduct of such dflaps in the rural areas. 2 a) Designing of contents for dflap The following topics in a demonstrative manner with the use of videos, picture, graph etc. should be covered during these dflaps. 1. Introduction to card technology, ATM, micro ATM, PoS 2. Introduction to mobile banking 3. Introduction to NUUP, USSD, UPI etc. 4. Use of mobile wallets (Session-wise plan is enclosed as per Annexure I) The topics indicated in the session-wise plan are indicative and the banks may modify/add depending on the demand/situation. b) Segmentation of dflap It is advised that in order to have effective programme the target audience of each dflap may be segmented into the following three categories for providing suitable inputs: 1. Customers who possess a card but do not use it emphasis may be given on the benefits and ease of using the card through demonstration. 2. Customers whose cards are lying undistributed with the branches the cards may be collected from the branches and distributed amongst the villagers along with hands-on demonstration for activation and usage. 3. Customers who are yet to apply for cards these customers may be persuaded to apply for card and may be explained the benefits of digital transaction and if possible the application forms may also be collected. c) Deliverables of dflap The following deliverables are envisaged from each of these dflaps 1) No. of activations /demonstrations for usage to participants owning cards 2) No. of participants handed over the cards which were lying undistributed with the branches 3) No. of applications for cards received 4) No. of consents obtained for Aadhar No. linkage 5) No. of consents obtained for Mobile No. linkage d) Reporting Formats Banks are requested to report the conduct of dflaps in the prescribed format (as per Annexure II).

3 e) Grant assistance available for dflaps under Financial Inclusion Fund (FIF) The extent of financial assistance available for dflaps conducted in rural areas would be on the lines of FLAPs that are being sanctioned to banks. Extent of support under FIF, bank-wise is as under: Sr. Banks Maximum support under FIF No. 1 Commercial Banks 60% of the expenditure incurred or Rs.15,000/- per dflap whichever is less 2 Regional Rural Banks 80% of the expenditure incurred or Rs.15,000/- per dflap whichever is less 3 State Cooperative Banks / District Central Cooperative Banks 90% of the expenditure incurred or Rs.15,000/- per dflap whichever is less North East and Special States would be eligible for 100% of the expenditure incurred or Rs.15,000/- whichever is less. (List of special states enclosed as per Annexure - III). f) Process for sanction and release of grant assistance 1) Banks are requested to submit the proposals seeking grant assitance to the respective Regional Offices of NABARD. 2) Proposal for conduct of dflaps in more than one state may be submitted to DFIBT, Head Office for sanction. 3) Grant assistance for dflaps conducted in rural areas would be available on a reimbursement basis and therefore no advance will be released for the purpose. 4) Support would be available for all dflaps conducted on or after the date of sanction letter issued by NABARD (Regional Office / Head Office). 5 CONTENTS: Debit card/ RuPay Kisan card 1. What is a debit card: A debit card/rupay Kisan Card is a plastic payment card. 2. Types of cards-there are two types of cards, Debit cards and RuPay Kisan Card Debit card- These are the cards which are linked to the savings bank account of the customer and the transactions/ withdrawal is restricted to the balance in the linked SB A/c. RuPay Kisan Cards- These are the cards issued to the farmers having KCC accounts. This card allows the farmers to withdraw/ transact upto the KCC limit sanctioned to the farmer. 3. The Advantages of Debit Cards a) Anyone Can Have One RuPay Debit card-the only thing that you must have to have a debit card is have a bank account. Anyone can open a bank account with a small minimum deposit. Even minors above 10 years having the account can own a debit card. RuPay Kisan Cards-The farmers having KCC accounts can get RuPay Kisan Cards. b) Extremely Convenient The biggest benefit of debit cards is that they are simple to use. Since the payment is taken directly out of your bank account, where the money already exists, it can be done instantly. It is especially faster than writing out a check. c) Anytime Anywhere money Debit cards still have the ability to give you cash, you can take them to an ATM and use them there to withdraw the cash. The debit card/rupay kisan card allows you to withdraw money anytime anywhere irrespective of post banking hours or banking holidays. No need to visit the branch for cash withdrawal and stand in long queues. d) Convenient places of usage- The debit cards can be used everywhere in place of the cash. e) Cashless-The debit cards prevents the customers from carrying any cash in hand, thus saves the customer from fear of theft or loss of money.

Where the cards can be used a) The debit card can be used to withdraw cash from the ATM machine b) The debit card can be used withdraw cash at the microatms. c) The debit cards can be used for making purchases through the PoS (Point of Sale) machines at the shops and merchant locations d) The debit cards can also be used at the e-commerce sites (like making purchases online IRCTC-ticket booking, online recharge for mobiles etc.) 5. How it is to be used Step 1- How to get the card Go to your Bank branch and request the bank staff for the Debit cards For savings bank account the banker will give you a debit card and for farmers having KCC accounts banker will give you a RuPay kisan card. In case of personalized cards, either the bank will send the card directly to your house and the pin will have to be collected from the Bank or bot the of them will have to be collected from the bank. Step 2- Activating the card For activating the card, go to the nearest ATM of your Bank, insert your card in the machine and do any transaction (balance check). The card is activated and now you can use the card in any of the ATMs. Step 3- for cash withdrawal Cash withdrawal step in shown in the ATM movie. The farmers who have the RuPay Kisan Cards can also use the RuPay Kisan cards for the withdrawal of cash from the ATM machines. 6. Precautions to be taken a) Register your mobile number with the Bank, it will allow you to get instant updates and alerts of all your banking transactions. b) Do not share your card pin with anyone. c) Beware of fraudsters who claim to be bank staff. Do not respond or divulge your CVV number or card pin to any person calling you and claiming to be bank staff. The Bank will never ask for you cards CVV number and the ATM Pin. d) Memories your card pin. Do not write the card pin at the back of the card or anywhere. e) Check your bank statements regularly. f) Check your SMS alert after using your card. g) Do not forget to collect your card after the transaction is complete. h) If your card is lost or stolen, or you suspect that it is being used fraudulently report it immediately to your bank.

7 ATM Machines 1. What are ATM Machines- ATM Machines are the places where you can use the debit cards/ RuPay debit cards to withdraw the money from your account. 2. Benefitsa) Anytime anywhere money (24X7), can withdraw money on holidays. b) No need to wait in queue for the banker to attend. c) Balance check can be done, no need to regularly go to the branch and update your passbook. 3. ATM MOVIE SHOWING THE STEP BY STEP USAGE OF CARDS AT THE ATM. microatm Machines 1. What are microatm Machines- Micro-ATM is primarily to provide basic banking facilities to the cardholder through various outlets engaged by the banks as their Business Correspondents. Banks are increasingly opting to install Micro-ATMs in the unbanked areas for financial inclusion of the people residing in unbanked areas. 2. Like ATMs, microatms also allow the customers to withdraw the money. However unlike ATMs, the money is not in the machine but the money is handled by the Agent of the Bank. 3. Facilities available in microatm Deposit Balance check Cash withdrawal Fund transfer 4. How microatm works a) In case you want to perform any transaction through the microatm, you need to go to the Business Correspondent agent. b) The Business Correspondent agent will swipe your debit card and ask you to enter the pin. On approval from the bank the business correspondent will hand over the cash to the customer. You can verify the cash in hand with the conformation slip handed over by the Business Correpsondent. c) The Business Correspondent will also assist the customer in Fund transfer. d) The customers can withdraw amounts upto limits prescribed by the bank owning the microatm.

8 5. Benefits: Assisted model- The business correspondent agent is always there to assist the customers in the transactions. PoS (Point of Sale) Machines 1. What are PoS Machines- PoS is a portable device which is provided to the Shop/Merchant Establishment where the Card can be swiped to pay for goods/services. The card holder is thus relieved of the need to carry cash to purchase goods and services. 2. Location- The PoS machines can be found at the merchant establishments/ shops/petrol pumps etc. 3. Uses- The customers can use their debit cards for the payment for purchases made by them, if the place where they are doing the purchasing has the PoS machine. Thus it eliminates the mode of cash payment for the purchases. You can pay the exact amount, you don t need to search for exact change for the payment. The customer can also withdraw an amount of upto Rs. 2000/- from the PoS devices. 4. How to use On making the purchase, the shop owner will ask for your debit card and will swipe the card in his pos machine after which he will ask the customer to enter the PIN ( the pin for PoS is the same as the ATM pin). If the PIN is correct the transaction will be approved and the shop owner will handover the transaction slip and simultaneously you will also receive an alert on your mobile phone. The PoS machine is also useful for the farmers, if they wish to make any purchases for the fertilizers the farmers can use their cards at the agri input vendors etc. For all mobile banking transactions, customers are required to register for mobile banking. Difference between linking a mobile number to the account and mobile banking registration. Linking a mobile number to the Account- In this process the customer just updates the mobile number with the bank, the bank thus links the mobile number to the account and thus the customer is able to receive all alerts from the bank including the promotional and important messages from the Bank.

9 Mobile Banking Registration- The customer has to approach the Bank and register for mobile banking, this mobile banking registration will allow the customers to use the mobile banking platform ie. Mobile App of the Bank, USSD, SMS banking. Different Banks will have different forms for application for mobile banking registration. Mobile Banking (Mobile App) 1. Mobile App- Bank on your mobile 2. Requirement-Customer needs to have a smartphone with internet connectivity. 3. What is to be done- Customer needs to download the mobile App of his bank. 4. What can be done through the mobile App- The customer will be able to do the following through the Mobile Banking App Balance check Fund transfer Merchant payments NUUP or *99# 1. Requirement-will work on any mobile phone 2. Simplicity- Its as simple as checking your talktime balance. For eg. If you want to check your balance in Airtel you dial *123#, For Reliance Jio*333# etc. In the similar you suppose you want to transfer do the banking transaction from your mobile you have to dial *99#. 3. The customer needs to register his mobile number with the bank. 4. When registered each customer is allotted an MMID and mpin. MMID is the mobile money identifier, this is a number by which the mobile number and the account number can be identified. 5. The fund transfer can be done using any of the three methods a) Fund Transfer using Mobile Number and MMID -User can transfer fund using MMID and Mobile number of the Beneficiary. If you remember the MMID and the mobile number of the person to whom you want to transfer the money, then there is no requirement of remembering the large account numbers and the respective IFSC codes of the bank branch. b) Fund Transfer using IFSC and Account Number-User can transfer fund using IFS Code and Account number of the Beneficiary. c) Fund Transfer using Aadhaar Number-User can transfer fund using Aadhaar number of the Beneficiary

Non-Financial Services a) Balance Enquiry-User can check available balance of the bank account linked to his/her mobile number. b) Mini Statement -User can generate mini account statement for the bank account linked to his/her mobile number. c) Know MMID* (Mobile Money Identifier) -User can know their MMID which was allotted to him/her by bank during mobile banking registration. d) Generate MPIN-User can Generate or Set his/her MPIN. MPIN or Mobile PIN is like a password and used for authenticating financial transactions. 7. Limit- The limit for the fund transfer through the USSD mode is upto Rs.5000/- 8. 14 Mobile Wallets 1. What are mobile wallets-mobile wallets are similar to wallets in your pockets except that these are in your mobile phones. 2. Requirement- The customer needs to have a smartphone for using the wallet. 3. Benefitsa) The wallet allows you to keep a portion of your money from the bank account in the mobile wallet. This can be done by recharging the wallet through the debit card or internet banking. This way you are using only a portion of the money at a time and not exposing your entire bank account. b) The wallet can also be used for recharge and Aadhaar Card Linkage to Bank Account It is very important that you update your Aadhaar number with the bank account. Process- Approach your Bank branch with which you want to link your account to and submit the request for linking the Aadhaar with the Bank account. Once Aadhaar is linked, you can use the Aadhaar number for any transactions through any of the channels mentioned above. The Aadhaar also provides benefit of additional security of biometric. Necessary Precautions to be taken for transactions in digital form. 1. Register your mobile number with the Bank Track all transactions Spends at a merchant outlet, online websites and cash withdrawal at ATM. All transactions can be monitored through the SMS alerts received on your mobile. Lost your Debit card! - What if you lose your debit card or any unauthorized withdrawal happens on your debit card? Any unauthorized transaction carried out on your debit card or account will be notified to you through the SMS alerts on your registered mobile number. You should then contact your bank and block your card immediately. Regular alerts - Communications or important messages from your bank would reach you through SMS alerts on regular basis. Track account balance - Helps track your account balance without using internet banking or ATMs 2. What if you change your mobile number?

15 In case of any change in your mobile number, update it with your bank. If you don't then: all the SMS alerts related to the transactions done on your debit card/account will be sent to your previous mobile number registered with the bank. The OTP for your online transactions would be sent to your previous mobile number registered with the bank. You may miss out on important communications from the bank. It is possible that your previous mobile number which you had registered with the bank is allotted to someone else by the telecom company, upon which all your transaction/ account related details would be received by the new user of that mobile number. This could lead to leakage of some of your vital financial information. 3. Update your Aadhar details with the Bank. 4. Remember your debit card/ RuPay kisan card pin and don t share it with anyone. 5. Don t let others use your card on your behalf. 6. Remember your MMID and MPIN. 7. Inform the caretaker / bank immediately in case you find any additional/suspicious/loose devices attached to the ATM. 8. Press the Cancel button in case the ATM screen goes blank or the transaction is not completed. 9. Never forget your debit card at the ATM or billing counter after the transaction. 10. Avoid entertaining or engaging in long conversation with strangers while transacting at an ATM. 11. In case of any doubt approach the FLC counselor or the Bank Staff.
