3 Introduction Buildings are responsible for around 40% of the overall primary energy consumption, The importance of energy efficiency projects, The most used indicator in the case of buildings, i.e. energy certificate is not realistic indicator, It is not rare case in the practice when difference between the design and achieved energy savings occurs. 3

7 Concept of the novel building evaluation methodology Based on two essential aspects: 1. even if buildings can be classified in several categories, it is important to understand that each building is singular and it is a hard task to standardize them; 2. technical and behavioural impacts are correlated so none of their sub-categories can be neglected. 7
8 Concept of the novel building evaluation methodology It should contain all impacts that affect realistic achieved energy saving, or at least the most influential one: 8

10 Conclusion In general, impact can be divided to the technical one and one that are related to the behavioural issues. Technical impacts are more or less predictable, unlike behavioural impacts, which are more complex one but their impact on the energy consumption in buildings is significant one. We have briefly introduced novel approach (methodology) as useful evaluation criteria, based on the energy efficiency building dissipation rate which contain all previously defined factors and this approach is currently under research. This new proposed building evaluation methodology could be used in the stage of the economic evaluation of the possible investments in the specific building facilities because unlike others, it would give results that are more close to the reality. 10
