2 A-CDM The historical perspective Collaborative Decision Making (CDM) was originally defined in the USA and introduced experimentally in January 1998 Trials started in Europe in early 2000 To make matters simpler, the broader concept was refocused to deal with the airport environment only and renamed Airport CDM (A-CDM) The European A-CDM Manual was first published by EUROCONTROL in 2006 Detailed guidance for implementation in Europe 2
3 What is A-CDM? Airport partners working together to Improve the quality of operational decisions Improve predictability and efficiency of airport operations Improve the passenger experience This is achieved by Sharing relevant information Building common situational awareness Ensuring timely action to avoid or mitigate the effects of impending problems 3
4 A-CDM from the YYZ perspective YYZ is a dynamically growing airport on its way to become a mega-hub The proven A-CDM benefits are seen as an enabler for this growth 4
5 A-CDM from the YYZ perspective Problem The existing A-CDM concept remained essentially unchanged since the early 2000s It is focused on the European environment The US version is focused on the US environment The Canadian environment is different from both! 5
6 The need for change Implementation in Toronto Pearson requires An updated Concept of Operations A modern approach for Canada to realize the concept An assurance that lessons learned would be taken into account Full involvement of all airport partners Uniform procedures for the airspace users Tailor made training and briefing materials Effective change management Agile project management Future steps 6
7 The Concept of Operations Concept of Operations (CONOPS) The CONOPS was the result of a 6 month fact finding and analysis project It describes how the users would experience A-CDM as adapted to the Canadian environment It is a one-stop shop for all A-CDM information Contains a detailed description of how the original EUROCONTROL A-CDM concept was adapted for use in Canada Contains four narrative use cases showing the detailed working of A-CDM at Toronto Pearson 7
8 Modern approach to concept realization Original approach transformed (by BluSky/TotalCDM) into a Trajectory Based, Process and Service Oriented approach Network based solution, considering both the ATM and the airline network interactions The trajectories act as the glue that ties all aspects of the operation into the common situational awareness Focus on processes that can impact/distort the trajectories Business Services replace and expand the original A-CDM concept elements enabling the embedded Business Rules to drive the overall system behavior 8

10 Modern approach to concept realization Benefits Trajectory Based Operations further enhance transparency and predictability Integrating the ATM and airline networks with the airports as common network nodes helps in avoiding trajectory distortions Business Services are able to more flexibly carry out the tasks originally assigned to the concept elements and new services can be defined easily, as needed The Business Rules embedded in the Services provide an easy way to modify the overall system behavior The approach is adaptable to different airports and environments (Canada, US, Europe etc.) 10
11 Lessons learned fully taken into account Inventory of mistakes from around the world Expert knowledge collected during preparation phase Site visits and discussions in Europe Main conclusions: Make sure all partners are on board and understand the implications Develop core training material for sharing with the partners Successful implementation does not mean the end of the project 11
12 Full involvement of all airport partners Working with Partners Fosters a feeling of common ownership and shared aims Significant effort to convince hesitating partners of the benefits with the result that they are all supportive now No partner was too small or unimportant Information promulgation designed to reach all partners Structure and manpower in place to manage A-CDM following implementation Arrangements made to ensure indoctrination of new hires (future proofing) 12
13 Uniform procedures for the airspace users Two aspects of uniformity Within Canada and internationally Measures to be taken Enforce use and common interpretation of accepted existing procedures and terminology Define and enforce uniform use of Toronto and Canada specific procedures and terminology Seamless integration of new A-CDM procedures into existing processes with changes kept to a minimum Set up National A-CDM committee to prevent divergence and develop a National CONOPS 13
14 Training and briefing material Training Core training and briefing material defined centrally by the project Partners are required to train as a minimum to the core material while they are free to add additional compatible elements All available training methods are utilized for best fit for the target audience (classroom, e-learning, self-briefing etc.) Canadian A-CDM Operations Manual YYZ Edition Electronic reference manual containing all A-CDM procedures and background information for end-users 14
15 Effective change management Change management A-CDM project integrated from the earliest stages into the overall GTAA change management process Needs arising from multi-disciplinary and multi-partner nature fully taken into account Co-ordination with other company-wide change processes ensured on every level Project and change interactions managed both strategically and tactically Internal co-ordination between leaders of the different projects is ensured 15
