2 VVWRA - Victor Valley Waste Water Reclamation Authority 07/17/14 Subregional Reclamation Facilities APRIL UPDATE!! This project will be sent out to bid in June 2014 with an open bid in September Construction is set to begin before the end of 2014; projected construction completion (according to the bid proposal) will be 28 months. The project components include 2 treatment plants (one in Hesperia, on in Apple Valley), Force Mains pipeline, percolation ponds, and a lift station for the Hesperia Subregional.!! (Project Need) Subregional Reclamation Facilities will provide high quality recycled water for non-potable (non-drinking) uses such as landscape irrigation. Currently, Apple Valley Golf Course is watered using the same highly-treated recycled water from our main facility. Recycled water is a crucial benefit to our desert communities, especially during times of all-too-frequent drought. Rather than using our precious drinking water on landscape and golf course irrigation, recycled water frees up this resource while still allowing us to have beautiful and lush public parks, landscapes, golf courses, and appropriate agriculture. Additional uses of recycled water include cooling water for power plants, oil refineries, as well as industrial process water such as construction activities, dust control, concrete mixing, and artificial lakes. The treatment processes the water to a level safe to release into lakes and rivers; although not up to drinking standards, there have been no documented cases of human health issues arising from contact with recycled water treated to the standards, criteria and regulations set forth by the EPA and California.!! Two subregional facilities will be constructed; one 1 MGD facility in Hesperia, and a second 1 MGD facility in Apple Valley. The work is being performed by Boyle Engineering and Bauer Environmental. Bauer Environmental prepared a programmatic Environmental Impact Report (CEQA) for the subregional reclamation facilities, which was released for public comment in August A Subregional Advisory Committee (SAC) was formed to distribute information and solicit comments from interested parties. TRG and Associates is providing a public outreach program to help educate the public and support the development of subregional reclamation facilities. Using these facilities, VVWRA will wholesale recycled water to its member entities, and the member entities will execute contracts to sell the recycled water to both public and private water customers in the Victor Valley. Proceeds from the sale of recycled water will be used to offset the monthly cost of wastewater treatment, benefiting consumers. By 2020 the flow of wastewater from the service area is expected to be 25.6 MGD, and by 2025 the flow is expected to be 32 MGD; a significant increase from today s flow of 12.4 million gallons per day.!! Regional Treatment Plant Expansions COMPLETED!! Construction has been completed at our Regional Treatment Facility, providing expansion projects which are necessary to accommodate rapid growth and higher than expected wastewater flows. Among the most impressive improvements are the Ultra-violet (UV) disinfection and filtration systems, which allow for more effective treatment of the already high quality reclaimed water. This improvement in particular enhances plant safety, as we were able to eliminate the use of chlorine and sodium bisulfate in sterilizing our reclaim water. Additional plant improvements included four new primary clarifiers, four additional aeration basins, a second blower building, four new secondary clarifiers, two new anaerobic digesters, seven additional sludge drying beds, four additional percolation ponds, generator upgrades, a new seepage receiving station, and miscellaneous improvements. The upgrades have also laid the foundation to accommodate solids returned to the sewer from the Subregional Treatment Facilities (see Subregional Reclamation Facilities above).

Anaergia Hybrid-Membrane Technology Selected for Water Reuse Projects in California Burlington, Ontario, January 20, 2014 Anaergia Inc., today announced that the Victor Valley Wastewater Reclamation Authority (VVWRA) has selected FibrePlate hybrid-membrane technology for two sub-regional Membrane Bioreactor (MBR) facilities. The MBR facilities will be located in high growth areas of the service region and produce a combined two million gallons per day of high quality effluent for landscape irrigation. In addition to providing a drought-proof supply of water, the sub-regional MBR facilities will reduce the overall load on the collection system, enabling VVWRA to defer costly infrastructure expansion and reduce the energy costs associated with pumping recycled water. 11 Mojave desert utility to build twin MBR plants (print-friendly version) Printed from Desalination & Water Reuse - Mojave desert utility to build twin MBR plants Source URL: 18 February 2013 Two identical membrane bioreactor plants are being planned by the Victor Valley Water Reclamation Authority (VVWRA) on the edge of the Mojave desert east of Los Angeles, USA. Having recently been given necessary permits, approval by VVWRA's own commission is the last step for the projects at the Hesperia and Apple Valley water reclamation plants. Once that happens, the agency is ready to release a bid to construct the projects, which have been in planning for two decades. VVWRA's Ryan Orr told D&WR that both plants would have an initial capacity of 1 MGD (3,785 m³/d) rising to 4 MGD (15,140 m³/d). "It should be noted that due to the conservation efforts and geography in our area, the local water contractor estimates that two households live off of one acre foot (1,234 m³) per year," Orr points out. "Although the plants will only be producing recycled water for secondary uses -- primarily irrigation -- I find it useful to illustrate the offset in potable use." The water supply in the High Desert is primarily groundwater, which is currently overdrafted. The Mojave Water Agency (MWA) has an entitlement to State Water Project water, but has historically not taken its full entitlement. A stipulated judgment (January 1996) requires the agency to provide "makeup water" to achieve a water balance between its subareas. Water reclamation will help to reduce the burden upon the groundwater supply and State Water Project by increasing the efficiency at which the groundwater is used by offsetting some non-potable water demands. Recycled water also tends to be less expensive than potable water and, as such, provides an economic benefit to the end-user.
