3 The Program Review on Implementation of Electronic & Digital Financial Services The most common type of financial instruments used by people are payment services. Payments represent a typical initial product to have access to other financial services such as savings, credit and insurance. Respectively, development of access to payment instruments is a critical factor in achieving universal access to financial services. The first step to formal payment services access is the payment/ transaction accounts set up in the institute that has a license to offer such services. In many countries, banks with their physical branch network cannot reach the low-income population living in remote areas. The main barriers for access to and use of this service are: high cost and low income, indirect costs (e.g., costs and time required to get to the nearest branch), product design that does not meet the needs of users, low level of financial literacy of potential customers. Global experience shows that the electronic and mobile payment solutions can be designed to overcome these limitations. Jointly designed technologies that provide remote access to financial services can be called Electronic & Digital Financial Services (EDFS), including: full range of products with the use of e-money (e-wallets, mobile wallets, bank cards) Internet access to banking services (Internet Banking) mobile access to banking services (Mobile Banking) other electronic financial services. The forthcoming regional conference on Electronic & Digital Financial Services will serve as one of the stages of the Global Program on Finance and Markets (GPFR) in Europe and Central Asia in the EDFS, implemented in Azerbaijan, the Kyrgyz Republic and Tajikistan. This program through implementation of e- services (including products that use mobile money) will strive to create a transformational effect in terms of accessibility to financial services by providing new customers with the tools, which are difficult to get through the financial services offered in the traditional branches.
