3 ERM Project Team Mark Garrison: Lead air quality modeling expert for ERM in North America Over 30 years of experience as a meteorologist and air quality dispersion modeler, including 8 years at U.S. EPA Region III Extensive experience in the evaluation of meteorological data, the application of air quality models to assess releases of criteria and toxic air pollutants, & evaluation of ambient air measurements Selected by the U.S. EPA to participate as a peer reviewer of new air quality models that are now incorporated into EPA s Guideline on Air Quality Models Page 3
4 ERM Project Team Susan Angyal: ERM Air Practice Leader for the MidAtlantic Region including NJ, PA, DE, MD, VA & WV Professional chemical engineer with over 14 years experience, including experience in preparation and review of air permits, analysis of State-of-the-Art air emission controls, and risk assessments for toxic pollutants Previously employed by NJDEP Bureau of Preconstruction Permits, serving as lead permit review engineer for the iron & steel industry sector Previously engineer for the USEPA Office of Air Quality Planning and Standards responsible for developing national air toxics emission standards Page 4
5 ERM Review & Data Assessment Understanding CAP goals: Identify dust sources originating from the Mill Institute measures to mitigate/minimize dust from those sources Status to date: Air monitoring data has been collected for one year and a health consultation has been completed by NJDHSS. These efforts have demonstrated that health effects should not be a concern Many dust control measures have been implemented New strategies for achieving and tracking progress are needed Page 5

12 Update on Current Measurements Update since last CAP report Northeast TSP sampler was temporarily inoperable due to equipment malfunction; sampler has been repaired and is back in service TSP concentrations have been relatively low Max. 24 hr concentration was 65 (SW); 43 (Residential) micrograms/cubic meter (ug/m 3 ); Compare to NJ 24 hr primary standard of 260 ug/m 3 Page 12
13 Update on Current Measurements (cont) Metals have been generally within range of previous measurements; one high day of lead concentration at SW monitor (0.98 ug/m 3 ) occurred on April 15, 2009 Mill was not operating; Compare to NJ reference concentration of 0.1 ug/m 3 (24 hr) and National Ambient Air Quality Standard (NAAQS) of 0.15 ug/m 3 (3 month average) PM2.5 concentrations have also been relatively low Max. 24-hr concentrations were 18 (SW), 15 (Residential), 23 (NE) in ug/m 3 ; Compare to the NAAQS of 35 ug/m 3 Page 13
14 Next Steps Continue analysis of historical and current air quality data goal is to better understand why monitoring results do not reflect the Mill s enhanced dust control measures implemented over the past year and reduced Mill operation Continue to evaluate Mill operations for potential additional sources to control Continue evaluation and characterization of regional sources as potential contributors Page 14
