1 STATE OF OHIO DEPARTMENT OF TRANSPORTATION SUPPLEMENT 1114 LUMINAIRES, SOLID-STATE (LED) APPROVED LIST QUALIFICATION PROCEDURE July 18, Description Approval Removal from the Qualified Products List Re-approval Modifications to Luminaires Annual Recertification Model Roadway Lighting Systems Description. This Supplement describes the procedure by which the Department will prequalify Luminaires, Solid-State (LED), as defined by the Supplemental Specification 913, for inclusion on the Department s Approved List, located at the Office of Roadway Engineering website. A maximum of two (2) luminaire model families per manufacturer will be listed for each application in Section below Approval. Solid-State (LED) luminaires shall be submitted individually for approval. They shall meet the requirements of ODOT Supplemental Specification 913. Include with each submittal the following: A. Catalog cuts. B. IES file(s) on CD or flash drive medium. C. Detailed performance specifications. D. Warranty statement matching the Supplemental Specification 913 requirements. E. Installation Instructions. F. Printed results, in color, of modeling using the Acuity Brands Visual Roadway Tool for the Model Roadway Lighting System and parameters described below. This free webbased tool calculates the largest spacing between regularly spaced poles on a continuous straight and flat roadway using the calculation procedure defined in the IES RP It is located at Alternatively, results may be submitted using the licensed version of Visual or AGI32 software. These Model Roadway Lighting Systems are generic representations of typical ODOT open-roadway lighting applications and are used for comparing the proposed solid-state (LED) luminaire with a typical HPS-based design. G. One working sample of the luminaire, with 120VAC driver input voltage. If the luminaire has modular light boards (e.g., multiple light squares or bars, all equivalent), then only one sample need be submitted, preferably the smallest. Page 1 of 5
2 H. The Department will test the samples for conformance to Supplemental Spec 913, to the extent ODOT facilities and equipment permit. I. Written agreement to immediately notify the Office of Traffic Engineering of any changes in production and/or materials before shipment. J. A contact name, number and address. The Department will review the submitted materials and its own test results. If the luminaire meets ODOT specifications, it will be added to the Approved List. Notification of approval/disapproval will be given to the contact person. If requested, the luminaire will be returned to the contact person. Due to rigorous test procedures, the luminaire may not be in working condition upon return, and ODOT accepts no responsibility for damage, since it is considered a natural consequence of product testing. K. List of other state DOT or municipal agencies (if any) that have successfully used the submitted luminaire, and the appropriate contact person with and/or phone number included. L. Light Loss Factor (LLF) calculations as follows: LLF = LLD x LDD x LAT Where: LLD = Lamp Lumen Depreciation, calculated at 16,000 hours using LM projection method based on a minimum 6000 hours at 25 C. LDD = Lamp Dirt Depreciation = 0.88 LAT = Lamp Ambient Temperature Factor, at 15 C (except tunnels: 25 C) Removal from the Approved List. A luminaire shall be removed from the prequalified list if the unit has substantially or recurrently failed to perform satisfactorily in the field Reapproval. A luminaire removed from the Approved List due to unsatisfactory field performance shall not be returned to the list until the manufacturer identifies the reason for the failure and the problem has been corrected to the satisfaction of the Department. Experiences of other States and governmental agencies may be considered in this action. Additional tests may be required to satisfy the Department that the problem has been corrected Modifications to Prequalified Luminaire, Solid-State (LED). It is recognized that manufacturers will occasionally modify certain aspects of their products in an effort to enhance performance, improve durability, reduce costs, or for other similar reasons. Notify the Department whenever modifications are made to luminaires contained on the Approved List. Include descriptive literature of the modification and certify that the modified unit meets or exceeds the ODOT specifications. The Department will review the submittal and verify if the modified unit meets the specifications. Modified units meeting the specifications will be retained on the Approved List. Page 2 of 5
3 Annual Recertification. By January 1st of each calendar year manufacturers must recertify to the Office of Roadway Engineering that the luminaire supplied meets or exceeds the ODOT specifications. Address modifications in accordance with Units not recertified will be removed from the Approved List effective February 1 st Model Roadway Lighting System. Submit results for each proposed luminaire conforming to one or more of the following Model Roadway Lighting Systems. A. Conventional, Luminaire on Existing Poles: 1. Units: fc 2. Precision: Standard: IES RP8 4. Surface: R3 Asphalt 5. Class: Freeway A 6. Pedestrians: None 7. Median: Divider, 100 feet (to ensure no contribution from luminaires on other side) 8. Lanes: 3 lanes of 12 feet, both Left and Right 9. A Luminaire: AEL Series 125 Type II Medium Cutoff, 200W HPS, S-R2- FG (Right and Left Side) 10. B Luminaire: Model Submitted for Approval (Right and Left Side) 11. Mounting Height: 40 feet (Right and Left Side) 12. Orientation: Pole Setback 13 feet 14. Staggered? No 15. Median-Mount? None 16. Criteria: Illuminance 17. Road Length: 1000 feet 18. Luminaire Configuration: Single 19. Support Length: 15 feet 20. Tilt: 0 B. Conventional, Luminaire at Optimal Pole Location: 1. Units: fc 2. Precision: Standard: IES RP8 Page 3 of 5
