3 SECTION 3: EVALUATED CRITERIA 3.1 PROJECT MATURITY Stage Mark X Evidence Required Project is near or under construction. A contract for the construction of the project has been executed between the developer and the customer, and equipment designated for the project has been ordered by the developer/design-build firm. A contract for the construction of the project has been executed between the developer/design-build firm and the customer. A formal letter of intent signed by the developer/designbuild firm and the customer has been executed. Project is still under design or in a conceptual phase.
