1 VICE PRESIDENT FOR DEVELOPMENT The Institute for Clinical and Economic Review Boston, Massachusetts Our mission has always been to support a more effective, affordable, and just health care system by providing objective analysis of the effectiveness and value of different care options - President Steven Pearson The Opportunity Health care experts agree that strong incentives should exist to reward innovative medical treatments. However, the US market for new drugs is structured to allow manufacturers the freedom to price at levels that do not reflect true value to patients and the health care system. Patients suffer. Health budgets balloon. Access to affordable care declines and requires more resources from other social goals. Even innovative drug companies can find the landscape fails to reward their new drugs that offer meaningful benefits to patients. One important impediment to progress has been the lack of an adequate infrastructure to produce independent, publicly available analyses of the comparative effectiveness of new drugs at the time of their introduction. Objective, value-based price bench-marks to guide negotiation over pricing and coverage did not exist until the creation of the Institute for Clinical and Economic Review (ICER or the Institute ). Insurers, providers, patients, policy makers and manufacturers themselves all need a trustworthy source of this information to anchor policy and negotiations for new drugs. For the benefit of patients today, and to support the creation of a sustainable model of innovation for the future, ICER fills the gap in value assessment and continues to build upon its hard-won reputation and media-generated nickname: the national drug pricing watchdog. As ICER continues to grow, organizational focus has expanded to diversify and deepen sources of support in order to create a stable and sustainable funding platform for the future. As part of this effort, the Institute seeks a dynamic and experienced vice president for development (VP) to provide strategic vision, leadership, and direction for all fundraising and stewardship activities. This position reports directly to ICER s founding president, Dr. Steven Pearson, a leading researcher and expert in health policy and bioethics. The VP will design, articulate, and implement a successful fundraising program
2 and play a central role in enhancing the visibility and fundraising capabilities of the Institute during this exciting and historic period of growth. The VP will increase and diversify the Institute s revenue stream by strengthening ties with existing supporters, developing sophisticated efforts to identify new individual and institutional donors, and broadening ICER s overall outreach efforts. This individual will develop and implement overall fundraising strategy, engaging the president and executive and board leadership more broadly in fundraising efforts. The ideal candidate will be able to passionately articulate the Institute s mission and will be comfortable soliciting gifts and grants at the six-, seven-, and eight-figure levels. The VP will cultivate relationships with individual donors, private foundations, and corporations and will have experience building affinity and support from non-affinity donors. The VP will also collaborate closely with the president and key stakeholders to assess and define the strategic direction of the development function and create a comprehensive development program. As a senior leader, this individual will work closely with all constituencies and manage all aspects of the development operation to provide funding for research and evaluation, capital needs, and general operations. The VP will launch systematic initiatives to identify and cultivate a diverse pipeline of donors and work to enhance institutional image and public awareness, strengthening relationships and partnerships to benefit ICER philanthropically. The ideal candidate must possess proven leadership and organizational skills, a keen understanding of fundraising best practices, a strong record of securing major individual and institutional gifts on a national scale, and a demonstrated ability to build a highlyefficient and effective development program. The VP must demonstrate a high level of integrity and trust, and must be a self-starter with a sense of urgency and a clear set of priorities, but with the ability to adapt to changing circumstances in a complex environment. The successful candidate will have extraordinary communication skills and be an open, achievement-oriented professional. This individual should have a collegial, team-building style with a proven ability to lead and motivate colleagues and volunteers to keep them engaged, energized, and focused on results. At least seven years of complex major and principal giving and/or foundation relations experience in a successful multi-million dollar development program is required. Ideally, candidates will have experience in an academic, health care, health policy, or a research setting. ICER has retained Jack Gorman of Isaacson, Miller, an international executive search firm, to assist in conducting this important search. 3 The Institute Founded in 2006, ICER is an independent and non-partisan research organization that objectively evaluates the clinical and economic value of prescription drugs, medical tests, and other health care and health care delivery innovations. The Institute conducts rigorous analyses of all clinical data and publicly convenes key stakeholders including patients, doctors, life science companies, private insurers, and the government to translate this evidence into policy decisions that lead to a more effective, efficient, and just health care system. Today, ICER is best known as the nation s independent watchdog on drug pricing. The Institute s drug assessment reports include a full analysis of how well each new drug works, the economic value each treatment represents, and other elements of value that are important to patients and their families. The reports use these analyses to establish a value-based price benchmark reflecting how each drug should be priced to appropriately reflect long-term improved patient outcomes. Reports also evaluate the potential short-term budget impact of new drugs to alert policymakers to situations when short-term costs may strain health system budgets and lead to restrictions on patient access. To ensure objectivity in its work, all ICER reports are produced with funding exclusively from non-profit foundations and other sources that are free of conflicts of interest from the life science industry or insurers. Prominent among its evidence reports are ICER reviews of new drugs that include full assessments of clinical and cost-effectiveness along with suggested value-based price benchmarks to inform policymakers and guide price and coverage negotiation. The Institute convenes public hearings to discuss its evidence reports under the auspices of the California Technology Assessment Forum (CTAF) and Comparative Effectiveness Public Advisory Councils (CEPAC) in New England and the Midwest. At these meetings independent groups of evidence experts and public representatives engage with all stakeholders to debate the strength of evidence and provide recommendations on how best to apply the best evidence to clinical practice and coverage policies. LEADERSHIP Steven D. Pearson, MD, MSc President and Founder Steven D. Pearson, MD, MSc founded ICER as an experiment to determine how healthy technology assessment could function in a uniquely American environment. He has grown the Institute from an academic research project at Harvard Medical School to a complex, uniquely positioned research organization with a staff of nearly 30 and independent, state-of-the-art facilities in Downtown Boston. 4 In addition to his work at ICER, Dr. Pearson is a lecturer in the Department of Population Medicine at Harvard Medical School and also serves as a visiting scientist in the Department of Bioethics at the National Institutes of Health. Among his past roles, from Dr. Pearson served during the Bush Administration as special advisor on technology and coverage policy within the Coverage and Analysis Group at the Centers for Medicare and Medicaid Services. Dr. Pearson has also been a senior visiting fellow at England s National Institute for Health and Care Excellence (NICE), a Board Director of HTAi, the international society of health technology assessment agencies, and the Vice Chair of the Medicare Evidence Development and Coverage Advisory Committee (MedCAC). Dr. Pearson's ongoing academic work combines efforts in comparative effectiveness research, health policy, and bioethics. His published work includes over 100 articles on quality of care, the role of evidence-based medicine within the health care system, and related clinical, ethical, and organizational policy challenges. His book, No Margin, No Mission: Health Care Organizations and the Quest for Ethical Excellence, was published by Oxford University Press. Dr. Pearson received his BA from Stanford University and his MD from the University of California, San Francisco. Sarah K. Emond, MPP Executive Vice President and Chief Operating Officer With nearly 20 years of experience in the business and policy of health care, Ms. Emond leads the strategic planning and operations of ICER as executive vice president and chief operating officer. In this role, she is responsible for overseeing the Institute s public programs, communications, operations, and finances. Prior to joining ICER, Ms. Emond spent time as a communications consultant, with six years in the corporate communications and investor relations department at a commercial-stage biopharmaceutical company, and several years with a health care communications firm. She began her healthcare career in clinical research at Beth Israel Deaconess Medical Center in Boston. A graduate of the Heller School for Social Policy and Management at Brandeis University, Ms. Emond holds a master of public policy degree with a concentration in health policy. She also received a bachelor s degree in biological sciences from Smith College. Ms. Emond serves as the president of the Heller School Alumni Board, and is a past fellow of the Boston Chapter of the New Leaders Council. Governance and Advisory Boards ICER is fortunate to have the support of a governance board and an advisory board consisting of national experts in health care policy. The governance board has fiduciary responsibility for the overall operations of the Institute, while both the governance board Page 4 of 7
5 and advisory board provide important strategic counsel to ICER s leadership team. The Institute s three core programs, CTAF, Midwest CEPAC, and New England CEPAC, have their own stakeholder advisory boards tasked with topic selection, policy implementation and strategic counsel. CURRENT FUNDING MODEL The sources and structure of ICER s funding must reinforce the independence that underpins its reputation for objectivity that is essential for its impact. Current support is dominated by funding from the Laura and John Arnold Foundation and other non-profit foundations (78 percent), with smaller contributions specifically targeted to the Institute s membership programs from manufacturers (10 percent) and private payers (9 percent), and a very small amount from government contracts (3 percent). Since June 2017, ICER has received general funding from the following sources: Blue Cross Blue Shield of Massachusetts, Blue Shield of California Foundation, California Health Care Foundation, Harvard Pilgrim Health Care, Laura and John Arnold Foundation, NESCSO/University of Massachusetts MEMBERSHIP ICER launched a membership program in 2015 to give a select number of leading health care organizations a unique opportunity to shape the future of evidence and coverage policy in the US. The tension between innovation and health care costs continues to focus critical attention on how evidence will be developed by manufacturers and how it will be interpreted by payers in making coverage decisions. Benefiting from the Institute s experience as a leader in health technology assessment, and its unique ability to serve as an engaged, objective convener and moderator, ICER membership brings together a small, influential group of evidence leaders from insurers, pharmacy benefit management firms, health technology assessment groups, and life science companies to address key controversies in evidence methods and policy. Working together in a balanced, nonadversarial environment, members gain the skills and insights necessary to strengthen their competitive position in the marketplace. 6 VICE PRESIDENT FOR DEVELOPMENT Major Functions and Responsibilities This is a rare and exciting opportunity for a dynamic and entrepreneurial vice president for development (VP) to assume leadership in designing, articulating, and implementing a comprehensive fundraising strategy for ICER. This strategy will include individual philanthropy, foundation and corporate giving, and board development. The VP reports directly to the president and will work closely with the Institute s executive and board leadership. This individual will be a proven producer, capable of actively managing a portfolio of high-net-worth individual and institutional funders and clearly articulating and prioritizing the case for supporting ICER s unique mission. The broad challenges and objectives for the VP are as follows: Provide innovative leadership for fundraising efforts, building an infrastructure that supports ICER s short- and long-term goals. Craft a strategic plan that includes ways to identify and engage funders and create local, regional, and national affinity. Maintain and build upon ICER s base of foundation support. Provide insights and develop new strategies and tailored cases for support to enhance the organization s relationships with the foundation community. Establish a prospect research capability to build the pool of individual high-net-worth prospects. Deepen alliances with current donors and board members, and launch systematic initiatives to identify and target individuals capable of making major financial contributions. Guide and support the president in his role as a chief spokesperson and fundraiser. Work closely with the president, board of directors, and senior leadership to support public awareness opportunities as they relate to fundraising. Provide comprehensive, timely, and innovative stewardship. Prioritize the stewardship of all gifts and grants in ways that strengthen donor interest in, satisfaction with, and commitment to ICER. Plan and carefully manage the development budget, ensuring that dollars are spent efficiently and effectively in support of ICER s goals and objectives. Qualifications and Experience The VP can be expected to have the following personal characteristics and professional experience: A deep respect for, belief in, and ability to articulate ICER s values and mission. A willingness to take risks, advocate for unconventional ideas, and work as a team. Page 6 of 7
7 A self-motivated and entrepreneurial approach to building and guiding an advancement program; an ability to work independently to drive growth. The professional credibility and maturity required to engage and effectively leverage the president, senior leadership, board members, and other key stakeholders in the cultivation of key prospects; an ability to inspire high-net-worth individuals and institutions to financial leadership. A proven ability to cultivate, solicit, and steward leadership gifts and grants at the six-, seven-, and eight-figure level. A demonstrated propensity to work effectively with lay leadership, providing strong support, inspiring them to productive action. Excellent written, presentation, and communication skills; and the experience and inclination to be an effective, outgoing spokesperson for ICER. At least seven years of experience building a development program, formulating and executing a successful fundraising plan; a track record of success as part of a multimillion dollar development operation, preferably in academic health sciences, health care, health policy, or research setting. A keen eye for operational efficiency and optimal use of resources; the ability to plan, monitor, and manage a budget. Ability and willingness to travel as necessary to meet essential initiatives. An outgoing and positive personality. Strong interpersonal skills, a collaborative working style, and an enthusiasm for building bridges among key stakeholders. A passion for and/or knowledge of health care policy and ICER s mission to create a more effective, affordable, and just health care system. Integrity, imagination, strong listening skills, and a high level of energy. A bachelor s degree required; a master s degree is highly desirable. A sense of humor.
