2 The Mission Once you know something, you can t un-know it, and you will be compelled to act. - IBM CEO Ginni Rometty PCI (Project Concern International) is a non-profit international development organization dedicated to empowering families and communities to enhance health, end hunger, and overcome hardship. Guided by the core values of integrity, accountability, respect, and creativity, PCI envisions a world in which the most vulnerable people will have the power to lift themselves out of poverty and to create vital, healthy lives for their families and communities now and for the future. Founded in 1961 by a young doctor from San Diego, California, who saved the lives of two small children while volunteering at a health clinic in Tijuana, Mexico, today PCI works in 16 countries across Asia, Africa, and the Americas, including the United States. Last year PCI s programs impacted the lives of more than 10 million people. PCI works hand-in-hand with communities to help them solve their greatest challenges and designs every program with local input, so the solutions can be sustainable for generations to come. Enduring Impact Recent Recognition From 2008 to 2011, PCI worked in Botswana with 13 local organizations helping children who had lost their parents to HIV or were themselves HIV positive. In 2016, PCI returned to see how these organizations were doing. Ten of them are thriving doubling and tripling the number of children they reach each year; expanding services to teenagers and adults; and focusing on new services, such as hospice care, to better serve their communities Classy Award for PCI s Satellite-Assisted Pastoral Resource Management Program: SAPARM puts a cost-effective, continuous feed of satellite-derived vegetation data directly into the hands of pastoralists (or sheep herders), increasing stability and resilience in countries grappling with climate change and malnourishment LEAD San Diego Award for PCI founder Dr. James Turpin: LEAD recognizes visionary leadership in joint solutions to cross-border issues. 1

3 The Mission (con t.) Moving Forward This is an exciting time in PCI s history. In April, Carrie Hessler-Radelet joined PCI as its new President & CEO after serving as the Director of the Peace Corps. She brings decades of international development and public health expertise to PCI s rich program history, as well as a new invigorated vision for the organization s future. PCI has doubled in revenue over the past five years with increases of 18% per year, and the commitment to innovation and quality programming has never been stronger. PCI is well on its way to meeting the 2020 goals of its current Strategic Plan by deepening impact and helping to transform the lives of 20 million of the poorest and most vulnerable people annually. PCI s mission is to empower people to: Enhance Health: PCI is on the frontlines working with communities to have clean water, improve maternal and child health, and fight deadly threats such as Ebola, HIV/AIDS, tuberculosis, cervical cancer, and polio through prevention and lifesaving treatment. End Hunger: PCI addresses the root causes of hunger by empowering communities with the tools they need to improve agriculture yields and fight malnutrition in some of the most vulnerable rural areas in the world. Overcome Hardship: PCI supports some of the world s most vulnerable communities to be more resilient to a range of shocks and stresses from violence, lack of economic opportunity, and exploitation, to floods, earthquakes, food crises, and hurricanes. And when disaster strikes, PCI provides support for people to rebuild their lives. 1

4 Program Areas Achieving PCI s vision, mission, and 2020 goals will be directly linked to five key drivers of transformative change: LOCAL CAPACITY STRENGTHENING For PCI, building local capacity is synonymous with doing good development work. It has always been at the heart of PCI s philosophy and theory of change, and is key to the organization s success. If just one word were used to describe PCI s approach to local capacity strengthening it would be partnership - partnership with the local communities served and with the local institutions, organizations, networks and governments that are key to ensuring real and lasting impact. INNOVATIONS IN PROGRAMS & OPERATIONS Innovation is embedded in all aspects of PCI s work, and staff are supported, encouraged, and accountable for innovation. Through an internal process, employees submit and have innovations certified to create better, more efficient ways to accomplish work. Technology is a key to this, and PCI s program providing traditional pastoralists in Africa with access to satellite-generated vegetation maps is one example of an employee-generated innovation. FEMALE EMPOWERMENT AND GENDER EQUITY Women have always been a fundamental component of PCI s work, and in order to achieve PCI s goal of helping transform the lives of 20 million people by 2020, women must be empowered, and act upon that empowerment as agents of social transformation. Building upon the current success of Women Empowered, PCI is developing a broader and more comprehensive strategy and approach that includes tackling gender-based violence, expanding the Wealth Generation Pathways model, and continuing to measure empowerment through the Lives Changed Indices (LCI). SUSTAINABLE IMPACT, RIGOROUSLY MEASURED PCI is an organization known for impact, which requires strong measurement and results. A key contribution to achieving sustainable impact is the rigorous study and measurement of outcomes. By 2020, PCI will achieve greater sustainable impact across all projects with increased internal capacity to measure results and increased use of findings from post-project studies in new project design and implementation. PROGRAM QUALITY Program quality is the extent to which PCI s programs add value to people s efforts to transform their own lives. With a new unit dedicated solely to quality, PCI is working to improve program management standards, systems, and processes for quality assurance, ensure accountability across project life cycles, strengthen technical and management capacity of frontline staff, and strengthen learning and development through new technologies. 2

5 The Development Program Transformational approaches to both resource generation and program delivery are critical to achieving PCI s ambitious strategic plan to help transform the lives of 20 million people annually by New models of philanthropy that marry the best of the public, non-profit, and for-profit worlds hold the promise of building a more resilient organization in the face of a changing global landscape and political uncertainties around public investments. Under the direction of the President & CEO, PCI is working to spearhead the identification and adoption of innovative, forward-leaning partnerships that guarantee the smartest and highest-value philanthropic investments in international development. President & CEO Carrie Hessler-Radelet Carrie Hessler-Radalet is the President and CEO of Project Concern International. Before joining PCI, Carrie served as the Director of the Peace Corps, America s iconic international volunteer service5 organization. She led historic reforms to modernize and strengthen the Corps to meet the challenges of the 21 st century. Today she is bringing the same ambitious effort to PCI. Carrie has decades of experience in global public health programs, including her service as the lead consultant on the first Five-Year Global HIV/AIDS Strategy for President George W. Bush s Emergency Plan for AIDS Relief (PEPFAR). She is passionate about empowering communities to discover their own sustainable, innovative solutions to poverty. Building a Resilient PCI PCI is currently working to identify, develop and execute new resource mobilization strategies for PCI that will create a more resilient PCI and position the organization for success going forward. Resource generation/strategic partnership staff will play a key role in this process; they will identify and recommend new funding models and opportunities that are well-matched to PCI s evolving business model, including but not limited to impact investing, social enterprises, contracts, debt equity, public and private grants, and individual philanthropy. A variety of revenue streams will maximize opportunities for programmatic innovation and geographic expansion, enabling PCI to thrive. More importantly, this will allow PCI to expand its efforts to empower people struggling around the world. 3

6 The Opportunity PCI is seeking a Vice President of Strategic Engagement to lead the design and implementation of new resource mobilization and partnership strategies to produce a best-in-class program of innovative and diversified funding streams. The VP reports directly to the President and CEO and is a member of the executive leadership team. The VP will direct efforts to achieve three broad goals: (1) develop a broad range of resource mobilization and partnerships strategies and mechanisms that allow PCI to significantly exceed its private and public resource development goals in PCI s 2020 Strategic Plan; (2) expand private sector partnerships with corporations, foundations, development banks, and other funders to support PCI s programmatic priorities; and (3) reimagine PCI s unrestricted revenue generation strategies in order to pave a path to a more financially resilient organization. The VP will assure these goals shape PCI s strategic direction. Key Deliverables for the Position: In partnership with the executive leadership team, develop and lead innovative resource mobilization and partnership strategies and mechanisms that result in significantly exceeding PCI's private and public resource development and impact goals established in the 2020 Strategic Plan. New mechanisms may include contracts and fees for service, social enterprises and social impact investing, debt equity, as well as foundation, multilateral and private funding. Create new, innovative and robust institutional and corporate, foundation, public, non-profit and other private sector partnerships that support PCI's programmatic priorities. Innovate PCI's unrestricted revenue generation strategies, including the development of new market-based revenue lines for PCI, to create a path to a financially more resilient organization. Specific responsibilities include: Resource Generation Planning Assess external and internal forces to develop a comprehensive, integrated suite of short-, medium-, and long-term strategies that mobilize a diverse set of revenues toward PCI s mission, vision, and objectives. Identify and evaluate opportunities for new business and partnership models, including multilateral funding, impact investment funds, social enterprises, and other market-based revenue lines, ensuring that PCI taps all available funding sources with a potential mission alignment. Oversee the continual improvement of a pipeline development and moves management process to create targeted, data-driven cultivation, solicitation, and stewardship processes and plans. Develop a compelling case for support that establishes PCI as a credible recipient for a diverse range of funding and investment strategies. Build, lead, and retain a highly-qualified team of resource development professionals, providing regular evaluations and professional development opportunities that enhance individual growth and team output. 4

7 The Opportunity (con t.) Establish resource generation targets and monitor effectiveness in attaining success in generation efforts. Recommend internal policies to manage resource development responsibly and in accordance with all professional and ethical standards. Create and manage the budget for strategic engagement initiatives. Strategic Partnership Development Work with the CEO and with the marketing, communications, and program teams to identify specific opportunities for strategic partnerships with U.S. government, bilateral, multilateral, private sector, and NGO partners that may increase visibility, strengthen PCI s role in communities, and enhance program quality. Take a primary role in engaging stakeholders and community members in key issue areas (such as anti-trafficking) in order to deepen awareness of and support for PCI initiatives. With the VP of Marketing and Communication, develop a local engagement strategy designed for the San Diego area that increases PCI s visibility and partnership potential. Advise the CEO on key issues affecting strategic engagement in San Diego and beyond. Represent PCI to current and prospective partners at public and private events. Organizational Leadership Help to inspire and support an entrepreneurial culture of new business development that engages PCI leaders staff at all levels, ensuring access to a compelling case for support and resources for effective solicitation. Collaborate with the CEO and executive leadership team to continually refine PCI s global strategy; develop and implement operational plans to achieve these strategic goals. Serve as liaison to the Board s Development Committee, working closely with the committee chair to deepen and expand members engagement in the development process. Mentor and assist senior leaders in forging strong relationships with major donors and soliciting gifts. Work with the Programs Office to develop technical strategies worthy of investment. Train and support PCI International Office staff and country directors, establishing resource generation targets and monitoring effectiveness of efforts. Identify and address organizational development issues, and build a culture of philanthropy through the organization to improve staff engagement with development goals. 5

8 The Candidate The ideal Vice President of Strategic Engagement will have the confidence and expertise to pursue new models of philanthropy and partnership at a time of great potential for PCI. S/he will be an accomplished strategist with a keen appetite for data-driven innovation and a comfort with change, and will combine this strategic orientation with strong personal relationship-building skills necessary to forge lasting partnerships with influential high-networth funders. The VP will be a high-level partner to the CEO in creating a relevant, forwardleaning, resilient PCI. Background 12 years of progressively responsible experience in all aspects of non-profit resource generation; at least 7 years in a senior leadership role. B.A./B.S. required; advanced degree or continued professional development preferred. Accomplishments and Skills Record of setting ambitious partnership development goals that anticipate opportunities and prioritize high-roi activities within an organization s strategic planning process. Experience designing resource development strategies and work plans and inspiring, engaging, and mentoring a resource development team in their effective execution. Demonstrated ability to build long-term investing relationships with all private constituencies, including corporate partners, foundations, and major donors. Exceptional oral and written communication skills necessary to serve as a high-level ambassador for PCI. Broad knowledge of all aspects of partnership development, including research, donor acquisition, prospect management, stewardship systems, and gift reporting. Understanding of the principles and practices of market-based philanthropy, with experience designing and/or attracting investment in social impact funds. Connections to corporate, foundation, and government donors interested in entrepreneurship, social impact investment, and/or international development. History of successfully engaging Board members and senior leaders in resource development activities and fostering an organization-wide culture of philanthropy. Personal Characteristics and Work Style Thoughtful and team-oriented management style suited to an organization that considers itself a professional family. Creative and entrepreneurial spirit that encourages openness to new approaches and ideas from all quarters. Attention to detail and strategic problem-solving in a high-performance culture.
