Pidilite Industries is the market leader in adhesives and sealants, construction chemicals, hobby colors and polymer emulsions in India. Brand name Fevicol has become synonymous with adhesives to millions in India and is ranked amongst the most trusted brands in India. Fevicol is now the largest selling adhesives brand in Asia. Pidilite Industries Limited, has proposed an expansion project for manufacturing of polymers based on Vinyl Acetate Monomer (VAM), Acrylate, Styrene and adhesives based on Poly Vinyl Alcohol (PVA) to increase production to MT per year, at Plot no. A-22/1 & A- 21/2, MIDC- Mahad, Dist. Raigad, Maharashtra. The proposed project falls under classification 5(f) of schedules listed in EIA notification SO1533 dated 14/09/2006. 6 1.0 INTRODUCTION OF THE PROJECT 1.1 Introduction of the Project Pidilite Industries Ltd. (Hereafter being referred as Pidilite for brevity in this text) proposed expansion project to manufacture of polymers based on Vinyl Acetate Monomer (VAM), Acrylate, Styrene and adhesives based on Poly Vinyl Alcohol (PVA). As per the EIA Notification S.O dated 14 th September 2006, proposed activity is covered under Synthetic Organic Chemical Industry 5 (f) and needs prior environmental clearance. Further, as the proposed industry is under category B. The finished product will earn foreign exchange, which is beneficial to economical grown of country. The project will generate extra employment to the youths. 8 1.5 Demands-Supply Gap Competition in the Indian Chemical market swelled in recent years, with increasing generic penetration. This had many companies opting out of low-margin segments, as competition resulted in lower prices. This created a gap between demand and supply. Such unusual price hikes take place when there is withdrawal of some of the key competitors, which leads to demand override and as a consequence prices start soaring in a free-pricing market. 1.6 Imports vs. Indigenous Production The proposed products, including production of Specialty chemicals having high demand in the export market. Also their demand is increasing in the domestic market. Production of these products are domestically reduces the need to import these in future along with significant scope for export in these products. 1.7 Domestic /Export Markets The finished goods will be sold in domestic market and would be largely exported to the Regulated International Market as per demand all over the world. 1.8 Employment Generation due to the project We estimate that 28 additional persons would be required for additional production. 9 2.0 PROJECT DESCRIPTION 2.1 Type of Project Proposed project is an expansion project to manufacture of Polymers falling in category 5(f) B-1 of EIA notification The existing capacity of products TPA and after expansion having capacity of TPA 2.2 Project Location Pidilite has a manufacturing unit at Plot No A-22/1 & A-21/2, Mahad MIDC, Raigad. Major factories adjacent to the manufacturing unit are Ashok Alochem, Laxmi Organics and Pidilite A21 unit on East side. The proposed site is well connected by road to Mumbai- Goa National Highway (NH 66) at distance of 1.5 Km. Nearest railway station is at Veer which is 17 km away from site. 11 The project site is situated in Mahad MIDC. It is a notified industrial area where the land is owned by Maharashtra Industrial Development Corporation (MIDC) and leased to the Company. The land is meant for industrial activity. Land Ownership: Land is owned by Maharashtra Industrial Development Corporation (MIDC) and leased to the Company for 99 years. 2.3 Details of alternate sites considered and the basis of selecting the proposed site The proposal is for expansion in the existing products at same manufacturing unit using existing infrastructure only hence consideration of alternate site is not done. 2.4 Size or Magnitude of Operation The products manufactured and their capacities proposed are shown in below Table Table 2-1: Existing and Proposed Production Capacity. 12 2.5 PROCESS DESCRIPTION: Polymers based on Vinyl Acetate Monomer, Polyvinyl Alcohol, Styrene, Acryate Etc. The required quantity of Monomers is received in overhead mixing vessel/ or Reactor. Water and Surfactants are charged and emulsion is prepared. Requisite quantity of surfactants, activator/catalyst are charged to the reactor. Monomer emulsion is then added to the reactor over a period of time maintaining moderate temperature under atmospheric pressure. After the reaction, the contents are cooled, filtered and packed as product. If necessary. water and other additives are added to the reactor prior to filtration. 15 2.6 Raw material required along with estimated quantity, likely source, marketing area of final Product/s, mode of transport of raw material and finished product Raw Materials: The detailed raw material list for proposed products as per selected capacity is detailed below for all reactants, solvents and support chemicals. Source for Raw Material Procurement: Raw Materials are easily available in the local market, from Mumbai and Gujarat. Mode of Transport of Raw Materials: Raw Material and finished goods will be transported through Trucks/ Tankers. Storage at the site: Raw Materials will be stored in storage yard at the project site. In proposed expansion project, domestic waste water will be treated in proposed STP of capacity 15 CMD and this treated water will be recycle. 2.8 Availability of water its source, energy/power requirement and source Water Requirement and Source Total fresh water requirement after expansion of the project for domestic and industrial activity during operation phase will be 323 CMD for first day and afterwards it will be reduced to 294 CMD. The water supply is from MIDC. DG power is tapped from our sister concern (Pidilite A21 site) Fuel Requirement As there are no DG and Boiler at the site, hence there is no requirement of fuel at the site. 2.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal Gaseous Emissions Details of gaseous emissions from Process and Flue gas are given in Table 2-5 PFR for M/s. 21 Treatment Scheme for Trade Effluent The effluent from process washing after pre-treatment, utilities blow downs, floor washing, canteen and other amenities are collected under gravity. Collected effluent will be pumped to equalization tank of ETP. A screen shall be provided at the inlet of tank for removal of bigger size suspended matters. The collected effluent in equalization tank shall be subject to air scouring for equalization and acid/alkali dosing for neutralization. There will be two tanks for the purpose; one under equalization & neutralization while other is under operation. The neutralized and equalized effluent shall be pumped to primary clarifier mixer, where Poly Aluminium Chloride solution along with Flocculent shall be added for flocculation and coagulation. Coagulated effluent shall be passed through primary clarifier, in which solid liquid separation take place. Clear overflowing water free of suspended particles will be sent to secondary treatment. Settled sludge in the clarifier shall be removed periodically from the bottom for dewatering. Dewatered sludge shall be sent for disposal in TSDF, while filtrate water shall be recycled in to the system in feed well of clarifier. Effluent from primary clarifier shall be fed to aeration tank of secondary treatment system. The effluent passes through Pressure Sand Filter and GAF before going to MBR (Membrane Bio- Reactor). MBR is compact built purification system combining a biological degradation with membrane separation step. The effluent is fed to the aerated bioreactor where organic components are oxidized by activated sludge. Next the aqueous sludge passes through the membrane filtration unit, separating water from the sludge. The sludge returns to the bioreactor while permeate is discharged or sent to RO. 25 3.0 SITE ANALYSIS 3.1 Connectivity Proposed unit is planned at Plot No. A-22/1 & A-21/2, Mahad MIDC, Raigad, Maharashtra. The nearest city from the site is Mahad at a distance of 6.5 Km. The nearest railway station is Veer at 17 Km The nearest airport is at Mumbai at 180 km. Site is well connected to Mumbai Goa national highway (NH 66). 3.2 Land Form, Land use and Land ownership The proposed land is situated in approved chemical zone of MIDC where land use is industrial. Land is owned by MIDC and is leased for 99 years. 3.3 Topography The industry is located at Latitude 18 6'32.59"N and Longitude '18.96"E. Toposheet of the site is shown below. 26 3.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the river), CRZ. Proposed site falls under the Industrial MIDC. The land is reserved for Industrial use. Savitri river at 2.2 km and Kaal River is at 2.4 Km from the project site. 3.5 Soil classification Soil is the product of parent rocks. Climate, rainfall, humidity and vegetation affect the soil formation in the Konkan region. The soil of the district is essentially derived from the Deccan trap which is the predominant rock formation of the district. The main types of soil found in the district are black soil, khar or salt soil, coastal alluvium and literate soils. The district is has course soil, medium black soil, deep black soil and lateritic soil in 0.91 lakh hectares 1.43 lakh hectares, 0.80 lakh and 0.25 lakh hectares respectively. 3.6 Climatic data from secondary sources The climate of Raigad district is typical hot and humid that of the west coast of India characterized with plentiful and regular monsoon rainfall. The weather is oppressive in hot months and highly humid throughout the year. The summer season is from March to May followed by the south west monsoon season from June to September. The period from December to February is of winter season. Region receives the rainfall from the south-west monsoon. The average annual rainfall in the district is mm. 3.7 Social Infrastructure Availability Key infrastructure such as hospitals, schools, bank, places of worship and social/ community facilities such as park, market, playground etc. education, health care, community development, income distribution, employment and social welfare are available in nearby area of Maharashtra Industrial Estate. 27 4.0 Planning In Brief 4.1 Planning Concept MIDC Industrial area, provides many basic facilities like uninterrupted water supply, power and road network & solids disposal facility if feasible. When various sites were seen, this site appeared to be environmentally best as also from the business angle and therefore this option was finally adopted. This site is inside the campus of the MIDC and means safe transportation, less need of Utilities, less constructing buildings and roads, less fuel, less water with optimization of infrastructure. 4.2 Land Use Planning Existing land is already developed and located in a designated industrial area. 28 4.3 Assessment of Infrastructure Demand (Physical & Social) Key infrastructure such as hospitals, schools, bank, places of worship and social/ community facilities such as park, market, playground etc. education, health care, community development, income distribution, employment and social welfare are available in nearby area of Maharashtra Industrial Estate. 4.4 Amenities/Facilities In proposed site many basic facilities like uninterrupted water supply, Power and Road Network & solids disposal facility if feasible are available. This site is inside the campus of the MIDC and means safe transportation, less need of utilities, less constructing buildings and roads, less fuel, less water with optimization of infrastructure and networking with CHWSTDF (Common Hazardous Waste Storage Treatment and Disposal facility), Taloja, in vicinity established with support of MIDC and MPCB. All nearby villages are provided with drinking water from wells or Government Water Supply Schemes RWS. Hence we do not encroach upon their supply. 4.5 Population Projection Population plays a key role in the development of the agriculture of the region. Like other districts of Maharashtra, Raigad is essentially a district of villages. The total population of the district as per census 2001 was of which per cent is rural and per cent is urban population. Out of this population per cent are male and per cent are female population. There are altogether 1919 inhabited places in the district of which 1893 are villages and 26 municipal towns. In 2011, Raigad had population of 2,634,200 of which male and female were 1,344,345 and 1,289,855 respectively. In 2001 census, Raigad had a population of 2,207,929 of which males were 1,117,628 and remaining 1,090,301 were females. Raigad District population constituted 2.34 percent of total Maharashtra population. In 2001 census, this figure for Raigad District was at 2.28 percent of Maharashtra population. PFR for M/s. There are around 2150 nos. of plants already planted at the site. 5.4 Social Infrastructure The basic amenities within the study area include primary schools, dispensaries, water supply, electric supply, public telephones, hotels, banks, post offices, petrol pumps, bus services, technical training institute and entertainment etc. PFR for M/s. 30 5.5 Connectivity Proposed unit is planned at Plot No. A-22/1 & A-21/2, Mahad MIDC, Raigad, Maharashtra. The nearest city from the site is Mahad at a distance of 6.5 Km. The nearest railway station is Veer at 17 Km The nearest airport is at Mumbai at 180 km. Site is well connected to Mumbai Goa National Highway (NH 66). 5.6 Drinking Water Management The source of water supply is from MIDC. 5.7 Sewage System Domestic sewage will be treated in proposed STP of 15 CMD. Treated water will be reused for gardening. 5.8 Industrial Water Management Effluent treatment plant of designed capacity 50.0 CMD is consisting of primary, secondary and tertiary treatment followed by RO & evaporator. During proposed expansion ETP will be upgraded to capacity of 80 CMD for the treatment of 68.0 CMD of industrial effluent. Out of total effluent, 48.0 CMD effluent will be sent to CETP. Presently 12 CMD of effluent is reused and after proposed expansion 20 CMD will be reused in cooling tower and gardening after treatment in RO. 5.9 Solid Waste Management Hazardous solid waste generated from the process and from ETP will be collected, stored, transported and sent to MWML, Taloja as per Hazardous waste (Management, Handling and Transboundry Movement) Rules Power Requirement & Supply / source The present connected load is 1750 KW. 31 6.0 Rehabilitation and Resettlement (R & R) Plan 6.1 Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless. Local people will get some contract of supply and services to get indirect income. Company will contribute in improving education and health facilities in nearby area.
