3 Presentation of the CILSS system Permanent Interstate Committee for Drought control in the Sahel CILSS created on September 12, 1973, following the severe droughts of the early 1970s in the Sahel as a regional response to the fight against drought and its effects on the environment and people; Currently 13 member countries: Cape Verde, Burkina Faso, The Gambia, Guinea, Mali, Mauritania, Niger, Senegal, Chad; Guinea Ivory Coast, Togo and Benin; Areas of expertise: Natural Resource Management, Food Security & markets, water, population and development;

7 II. THE REGIONAL MARKET MONITORING SYSTEM 2.1. Prices monitoring Permanent mechanism for monitoring the regional market which is based on 10 National Information Systems (MIS) grouped into within a regional network; 550 markets monitored weekly; About 10 commodities monitored: millet, sorghum, local and imported maize, local and imported rice, peanuts, tubers; Weekly and monthly newsletters, A monthly regional newsletter, Joint food security assessment missions usually in January- February and June-July with partners (FEWS NET, WFP, FAO, national governments);

9 CILSS Trade flows and road harassment monitoring system 1. Road harassment data provide information to help all the stakeholders on the ways of reducing bribes paid by truckers and traders, in order to allow easy movement/flow of agricultural food along important trade corridors. These bribes cause increases in the cost of doing business in the region. 2. Trade data capture cross-border trade flows which allow CILSS, ECOWAS members countries, private sector, international organization, and technical and financial to have more understanding of agricultural products and appreciate the trend of regional trade flows in the region.
