Naidu Director Central Pollution Control Board Vadodara February 24, 2018 CEMS (Continuous Emission/Effluent Monitoring System) The system composed of Equipment, Instrument to draw, condition, analyze the flue gas sample/wastewater and provide permanent record of emissions/discharge or process control parameters continuously at real time basis is called Continuous Emission/Effluent Monitoring System (CEMS) 1
2 Benefits of CEMS Provides real time data. Remotely accessible to operator/regulator. Greater transparency in monitoring of performance. Continuous performance check of Air Pollution Control Devices / treatment methods of wastewater and optimization of resources used. Time series analysis possible with continuous data. Reduction in regulatory visits as well as long term monitoring cost. Expected better compliance through self regulation by industry hence lower emission. 3 DIRECTIONS ISSUED ON DIRECTIONS ISSUED BY CPCB to all SPCBs/ PCCs under Section 18 (1)(b) of Water Act and Air Act Date of issue: February 05, 2014 Target Date: March 31, 2015 Target date extended to: June 30, 2015 CPCB ISSUED DIRECTIONS to defaulting Industries (17 Category) under Section 5 of E P Act: after June 2015 DIRECTIONS ISSUED ON a. To Install online continuous Stack Emission Monitoring Systems (CSEMS) in 17 categories of highly polluting industries and in Common Hazardous waste and Biomedical waste incinerators for the parameters(industry/sector specific parameter) specified by CPCB; not later than by March 31,2015; b. To install online effluent quality monitoring system at the outlet of effluent treatment plants of the 17 category industries and in CETPs for the measurement of the parameters(industry/sector specific parameter) like flow, ph, COD, BOD, TSS and other specified parameters specified by CPCB; not later than by March 31, 2015; Contd.. 3
4 Contd.. DIRECTIONS ISSUED ON c. To connect and upload the online emission and effluent monitoring data at SPCBs/PCCs and CPCB server in a time bound manner but not later than by March 31,2015; d. To ensure regular maintenance and operation of the online system with tamper proof mechanism having facilities for online calibration; e. To submit bank guarantee of 25 % of the cost of online monitoring systems (emission and effluent whichever applicable) for ensuring timely installation of online monitoring systems within 90 days from the date of receipt of directions issued by SPCBs/PCCs to the industries; Later on the same directions were issued for installation of CEMS and data submission for Grossly Polluting Industries (GPI) on River Ganga basin viz., Textile, Dairy, Slaughter House etc. List of Parameter for Continuous Monitoring as per CPCB Guidelines All 17 Category of industries has to monitor effluent parameters except Cement industries ph, BOD, COD, TSS are common parameters to be monitored by most category of industries Flow meter has to be installed by all category of industries for monitoring effluent discharged. CCTV camera has to be installed by all ZLD units and units discharging Effluent to CETP and the video feed of the those cameras hat to be submitted to CPCB 4
5 Real-time data from Industries- Initiation & Challenges Faced Heterogeneous Systems: Multiple instruments Multiple instrument suppliers Multiple Data formats Multiple platforms Multiple Communication protocols Correctness of Data transmitted????? Data collection from heterogeneous systems Approach adopted by CPCB for data collection from CEMS In order to overcome the heterogeneity of the systems different Instrument Suppliers (IS) were allowed to install their physical servers (Govt. data on Cloud was not allowed) in CPCB and asked to fetch the data from all their installations and display real-time data in their respective web-portal (Now with change in policy, servers of private suppliers are removed and is switched to cloud based system) S1, S2, S3 Sn Sn S1, S2, S3 Sn Sn S1, S2, S3 Sn Sn Server A Server B Server C IS Web-portal IS Web-portal IS Web-portal 5
6 Scenario: Post Directions issued The number of industries installed and started transmitting data gradually increased post directions issues. The following table shows the total number of industries integrated data with CPCB Server since 2010: Year No. of industries transmitting data from CEMS No. of servers installed (Direction issued) All IS (Technology Provider) servers are shifted to cloud servers and there are no physical servers installed at CPCB now 6
7 CPCB Central Portal for CEMS data Data was available in many IS servers and in different formats. Access of data from different servers/portals was herculean task CPCB has developed the common software which gets data from all instrument suppliers server and can be access at its Central Portal. Officials of CPCB and SPCB has access to this central portal Data on single platform may be used for compliance verification 7
8 CPCB Policy for Real Time CEMS data collection CPCB has defined data submission policy for Industry, Instrument Supplier (Technology Provider) and SPCB Data Policy for Industry: Industry has to make arrangement of data submission through IS which are submitting data to CPCB as per CPCB laid down requirements Sole responsibility of real time data submission to CPCB lies with the industry. Industry has to ensure that data is received at CPCB portal on real time basis without any interruption and if interruption are observed, IS should be immediately informed and corrective action have to be taken by industry and IS. Each industry has to ensure 85% of data availability Industry can migrate to one IS to other while it has to ensure: All previous is migrated to new IS server Migration information is shared with CPCB along with data details New IS follows the CPCB requirements/procedures CPCB Policy for Real Time CEMS data collection contd Data Policy for Instrument Supplier (Technology Provider): CPCB does not register any agency as IS/Technology Provider. Any firm either instrument supplier or combination of instrument supplier and software developer can become a Technology provider an submit data to CPCB on behalf of any industry, but as per CPCB requirements/formats Ownership of real time online continuous emission/effluent monitoring station data collected at the server of IS/technology provider lies with CPCB & SPCB Once an industry started data submission through any one of the IS/technology provider, it is the responsibility of IS/technology provider to collect, display and forward the data to CPCB Central Portal and SPCB s or any other portal without delay IS/technology provider will not charge any additional cost to the industry for transferring this data to any other Govt. Agency or SPCB etc. 8
9 CPCB Policy for Real Time CEMS data collection contd Data Policy for SPCB: SPCB should obtain real time data from various portals of Is/Technology Providers, which are operating round the clock and should build their own Real Time Data Management System within their jurisdiction. But data to CPCB should remain uninterrupted and patters in which data is being sought shall not be altered. SPCB may enhance their ambit by covering other categories of industries in their jurisdiction where such real time systems may prove useful. If any SPCB need to have additional information in the data submitted by the industries, may communicate with CPCB and CPCB will incorporate the same on mutual discussion, This may avoid multiple instructions to an industry. CPCB Industry Registration Portal Complete Inventory of industries (17 categories) was not available at CPCB Registration portal was developed and is available at CPCB web-site for industries to submit the details More than 4000 industries has registered and submitted details Registration portal Registration/ 9
10 SMS Alert generation SMS alert generation was implemented on exceeding of prescribed standards. SMS & Alerts are sent to concerned industry official for taking corrective action Same alerts are sent to concerned officials of CPCB Industries can respond to CPCB at the id mentioned in SMS alert Most violating industries (based on number of SMSs) are inspected by respective RD Challenges faced in implementing DATA Collection Mechanism 1. Details of parameters to be monitored at each stack level is not available parameters to be monitored may change with process with which the stack is attached 2. There is no match between data (results) of manual monitoring carried out by CPCB and the data of CEMS 3. Overlapping of Sector Example: Captive Power Plant in some of the industries (Steel) are being treated as separate unit and hence difficulty in follow up with SMS alerts 4. Applying Standards for SMS Alerts Standards vary w.r.t. fuel type, fuel ratio etc. Flow (many do not have totalizer installed) Non Uniformity in following standard by SPCBs Date of commissioning of the plant 10
