3 COUNTRY PROFILE Location: Between Finland & Latvia, Sweden & Russian Federation Size: Total 4.5 M ha (only 7 EU MS are smaller) Forests 2.3 M ha Agricultural land 1.2 M ha Population: 1.34 M (only 3 EU MS have less) 30 % in rural areas GDP: Per capita ~ 70 % of the EU average Average tempetarures: -4 C in January +17 C in July

4 CURRENT SITUATION IN THE ESTONIAN AGRICULTURE The competitiveness of Estonian agricultural sector is low, compared with the average of the European Union. The status of the environment is relatively good but for its maintenance it is necessary to carry on the agrienvironmental and other measures contributing to the sustainable development of agriculture. Due to increase in the efficiency of agriculture, labour is freed in rural areas. The structure of enterprises is one-sided thereby diminishing employment possibilities. Co-operation and confidence between different sectors has increased. This creates good basis for the promotion of local initiative and partnership.

9 Ministry of Agriculture (MoA) is responsible for: Establishment of the monitoring and evaluation system (e.g. different guidelines); Co-ordination and functioning of the system; Secretariat of ERDP Monitoring Committee; Secretariat of Evaluation Board; Prepares annual monitoring reports; Prepares final report. Submits reports to the EC.

10 Agricultural Registers and Information Board (ARIB) is responsible for: Gathering of monitoring information; Entering the information into the electronic information system; Forwards the monitoring information to the MoA, ongoing, mid-term and ex-post evaluators; Prepares different reports (e.g. ARIB s annual report).

11 Ongoing evaluators Two ongoing evaluators: 1., 3. and 4. axes - Estonian University of Life Sciences contract-based ( ); 2. axis - Agricultural Research Centre (ARC) a state agency within the jurisdiction of the Ministry of Agriculture; Mid-term and ex-post evaluation: public procurement.

12 Annual Monitoring Report ARIB, Rural Economy Research Centre (Leader topic), submit data: to MoA 15. March Agricultural Research Center (ongoing evaluator 2. axis), Estonian University of Life science (ongoing evaluation 1., 3., 4. axes) To MoA 1. April MoA: Measure specialists analyze results and send summary to the monitoring and evaluation specialist by 15. April MoA submits Report to the Monitoring committee by 30. May MoA submits Report to EC by 30. June (2016.a last report) * 7 paragraphs, ca 200 pages.

13 Monitoring Committee I 25 members + deputy chairman and chairman; Includes representatives from different fields: e.g. Ministry of Finance, the Ministry of the Environment, the Ministry of Internal Affairs, the Ministry of Economic Affairs and Communications, the Ministry of Education and Research, the ARIB, associations of agricultural producers and farmers, food quality and different agricultural production sector based associations and organisations, associations of forest owners, educational and training institutions of the sector of agriculture and others.

14 Monitoring Committee II Meetings are held at least once a year for the approval of the Monitoring Report; Written procedures are also allowed; 11 meetings (1. January December 2010);

15 Monitoring Committee III Observe effectiveness of the implementation of the rural development programme. Duties: 4 months after the approval of the ERDP, discusses the selection criteria of the ERDP measures; monitors the achievement of the ERDP objectives; examines the results of the implementation and ongoing evaluation; approves the annual reports and the final report of the ERDP; makes proposals to the Management Authority for the improvement of the ERDP objectives or management, if necessary; reviews and approves the motions to amend the EC financing decision.

17 Evaluation Board II Duties: Confirms the on-going evaluation plan for each year; establishment of the invitation of tender to find independent evaluator(s) for mid-term and ex post evaluation; establishment and surveillance of a timetable for the preparation and submission of the necessary evaluation reports; establishment of the division of tasks between the appointed independent evaluator(s); review and approval of the evaluation reports prepared by the independent evaluator(s).
