51 The New NMISA: Brief history of the Project 1947 The forerunner of the CSIR National Metrology Laboratory (NML) is formed 1957 The NML occupies building 4 and 5 on the new Scientia campus 2006 The Measurement Units and Measurement Standards Act, no. 18 of 2006, is promulgated. It establishes the NMISA 2007 On 1 May NMISA officially starts business. The entity is transferred as a going concern from CSIR NMISA Management motivates to the dti that a recapitalisation of its facilities is urgently needed With the blessing of the dti, a motivation is prepared for additional CAPEX over the MTEF period (and beyond). It is successful and a dedicated Grant for Recapitalisation is published
52 Brief history of the Project 2011 In response to a question from the Minister, NMISA embark upon a study to assess options for new accommodation 2011/ (March) 2016 (Aug) Following a presentation on the options, the dti indicated that it supports the request for new accommodation and set up a meeting with NT to discuss funding. The NMISA is tasked to register a PPP at NT The Project is registered, a Project officer and Transaction advisors are appointed and the feasibility study commences The Needs and Option Analyses are conducted. It includes a full evaluation of the metrology needs of Sam how it can be addressed and what accommodation and instrumentation are needed The NMISA Board approves the final Feasibility study and NMISA with the blessing of the dti submits to NT for TA1 approval NMISA receives a firm commitment from the dti that the recapitalisation Grant portion for CAPEX will be allocated towards the final project. Meetings commence with NT Finance
