2 What is One Village One Product Movement to JICA? A platform to energize communities by promoting social enterprises Village = a community of any size; typically, but not necessarily, an administrative unit (e.g. Tambon in Thailand, a village/town/city in Japan) Based on a belief that one village can develop at least one unique product that can be marketed outside. Social enterprises include cooperatives, enterprises, self-help groups, and producer groups. 3 Characteristics of OVOP 1. Has flexible support structure Flexible to be adapted to local institutions and culture. Values opinions in the host country. Can support any producer groups such as cooperatives, self-help groups and enterprises. 2. Provides platform for collaboration Welcomes collaboration with existing support programs/projects of the government & NGOs as well as other donors. 3. Develops social economy Aims at social and economic benefits, leading to solidarity in the community 4. Promotes social participation Encourages contact with people outside of their communities such as consumers and traders, leading to self-confidence and empowerment 5. Builds on local strengths Add value to local strengths, i.e. resources such as agricultural & mineral products, skills, ideas, tradition, scenery, historical monuments Typical process Identify locally available resources Develop unique products Develop distribution channel & implement promotion Improve products & add more values Share achievements Develop community Local resources Products Local brands More income Self-confidence Economic dev. Three Principles of OVOP Local yet global Self-reliance and creativity Human resource development Evolution of OVOP in Oita 1961: New Plums & Chestnuts Movement started by Oyama Town Agricultural Cooperative. 1979: Governor Hiramatsu starts prefecture- wide One Village One Product Movement. Achievements ( ) Products: 143 items -> 329 Sales: 36 -> 140 bil. yen Oita became famous! 380,000 tourists to Yufuin Town 1 million to Beppu City 4

7 OVOP in Malawi Coverage: All Districts Support period: Oct Sept Project title: Institutional and Human Resource Development Project for One Village One Product Programme (OVOP) Social enterprises based on local resources Dried vegetables Fresh milk Malawi s PRSP Malawi Growth and Development Strategy ( ) lists OVOP as a key strategy for integrated rural development. Government s OVOP Programme supports farmers groups developing products based on local resources which suit the needs of local and outside markets. In 2008, the government and the JICA project organized an OVOP International Seminar with participants from 15 African countries and other agencies. 7

As support from JICA, an advisor sent to support development of OVOP activities and support structures. Promotional workshops and technical seminars for OVOP groups held in pilot districts. Priority placed on organizational development for strengthening marketing. 8
