2 GOAL AND OBJECTIVE OF THE PROJECT 1. Climate Policy Level Conservation of mangroves Land-use planning and Management of Coastal Areas Capacity Building of Government institutions 2. Climate Technical/ Research Level Climate Data Collection and Data Rescue Mangrove Biodiversity Monitoring 3. Climate Individual/ Community Level Increased awareness on: - Climate Change and Climate Change adaptation - the importance of Mangrove for coastal protection Improved livelihood for coastal communities Increase capacity for farmers to cope with negative impacts CC
3 PROJECT BACKGROUND Beneficiaries, Hydro-met department Nature Conservation Division for Management of 4 Multi use management areas in Coastal areas Forestry departments and research institutions for data collection and monitoring of Mangrove areas Coastal population Vulnerable communities in the interior 2. Justification; Suriname is ranked amongst the most vulnerable countries regarding climate change impact; 80% of the population lives along the coast 3. Mayor objectives Enhance Climate data collection for sustainable water resource management Increase Coastal resilience through Mangrove Conservation
4 BARRIERS CC Adaptation is complex and Cross Cutting and the compartmentalization of the different departments within the government are time consuming and inefficient when it comes to gathering information and informed decision making Data- and information owners do not easily share or make information readily available for analysis Government departments have limited human or technical resources for adequate execution of their mandate.
5 Regional and National partnerships with: RESULTS 1. CIMH provided technical assistance to improve the meteorological and hydrological services through recommendations for additional hydro-met equipment for increase in coverage of the departments. 12 new equipments are being purchased, these will be supplemented by 18 additional equipmente from the CCAP project of 5C s 2. Information exchange with CCCCC on similarities in targets between the GCCA+ Suriname Project and the Regional Climate Change Adaptation Programme (CCAP) in Suriname; 3. Utrecht University for research proposal in Suriname to analyze the processes concerning coast lines, mud banks and mangroves over the past ±70 years, constructing a model on the relationship between waves, mud and mangroves 4. World Bank to assess flood risk in the Greater Paramaribo area to support the Government of Suriname to prioritize targeted flood risk reduction investments. Communication: With JCCCP conduct a Knowledge Attitudes and Practices (KAPB) research to develop the communication strategy for Climate Change Mitigation and Adaptation in Suriname.
6 National partnerships with: RESULTS (cont d) Office of the President and National Coordination With Ministry of Spatial planning and forest management; - Hydrological research department and the ADEK University of Suriname: 30% increase in coverage of water level Measuring stations successfully installed - Capacity assessment within the Hydro-met departments - Participation of Suriname Meteorology department at CLIVAR research Conference 9 Concept Notes and 5 project proposals (CfP) approved which address climate change adaptation and measures in climate resilient agriculture. Daily radio awareness programme: Did You Know? with Suriname Conservation Foundation (SCF) Collaboration with IICA-Suriname for capacity building of farmers in climate resilient agriculture techniques; Water Governance Course and Seminar in collaboration with the Ministry of Natural Resources and the ADEK University of Suriname and the Water forum, 40 participants benefitted
7 Results (cont d) Mangrove Strategy development in collaboration with Mangrove Forum Awareness through rehabilitation of the Mangrove Education center in the Coronie District In collaboration with American Embassy in Suriname organized a Mangrove experts meeting for mangroves in the Guiana Shield kg of pet-bottles and aluminum cans collected in 3 coastal districts through partnership with Sustainable Recycling Suriname (SURESUR) for awareness and collection of pett-bottles for flood-risk reduction Increase patrolling and monitoring in 4 Coastal protected areas through purchase of boats and vehicles for the NCD Training of NCD staff in management effectiveness tracking tool for MUMA s (including translation of tools to Dutch)
8 Results (cont d) 2 of 18 district Commissioners offices up to now trained in CC information sharing and disaster preparedness and early warning system pilot with the National Coordination Center for Disasters in Suriname (NCCR) Three board meetings and 5 National Coordination meetings Technical meetings Disaster Risk Reduction Climate Change Adaptation Mangrove conservation Proposal development, monitoring and reporting Gender equity in Climate Change Adaptation Participation in GCCA+ learning event Agricultural risk Mapping in Georgetown with 13 participants from several ministries and in Collaboration with the IICA in Guyana And Suriname
9 Lessons Learnt Climate Change is not restricted to one sector or Ministry, but pluriand cross sectoral and complicated in nature. Clear definition of roles and responsibilities is needed. Regular inter-departmental consultation/discussion at policy level and technical level could result improved coordination of CC Adaptation initiatives at national level Efficient use of funds, data standardization enhanced collaboration and participation amongst government partners in benefit of the project objective.
10 Possibilities for contribution in the future or in the region Research in sediment trapping and Ecosystem-based adaptation approach for restauration of mangroves in dynamic coasts could provide information to the region on how to address increase in coastal resilience Sharing and testing of protocols for Mangrove monitoring and setup of permanent sample plots for both coastal resilience and REDD+ MRV Real-time information sharing of intactness of the Mangrove (GONINI geoportal) Improved forecasts and trends with increased coverage of hydromet stations
