Production of the SPCR general framework, consisting of a methodological approach of climate resilience mainstreaming into the fields of food security, coastal zone management and reconstruction, adapted to the level of information ; Pilot identification (for phase 2): application of this methodology on few cases at project level. 2. Organization of a large participative process of climate change impact analysis and adaptation strategies, including representatives of most vulnerable economic and social groups (private sector, NGO, CSO, etc ) accounting for gender consideration. 3. Identify and enhance potential synergies between national PPCR priorities and those of the Caribbean regional PPCR. 4. Sustainable capacity building of partners Haitian entities in climate resilience mainstreaming and wider information and best practices sharing with technical and financial partners and the public. Activities: Improvement of climate parameters knowledge in Haiti and key sector vulnerability analysis along the relevant climate parameters (food security, coastal zone management and reconstruction), led by a mix of technical expertise and a broad consultative process. Identification of pilot projects in each of the selected key sectors, for example in updating the NAPA pilots, and for which phase 2 funding will be requested. Strengthening of CIAT capacities in its role of strategic coordinator above ministry lines and PPCR focal point. Capitalization of knowledge and methods developed during phase 1, including through national (and possibly regional) workshops. Deliverable A strategic plan on climate resilience (SPCR) focused on the three key sectors identified (food security, coastal management and reconstruction) including identification of related pilot projects. 9. 2 PPCR / Haiti Phase 1 - Logical framework General objective Specific objective Activities Potential partners Risks Component 1 : Characterization of climate variables Ensure availability, management, analysis and transmission of climate and hydro-meteorological data to thematic sectors involved in land planning, disaster management and economy in Haiti. Understand the requirements for appropriate collection, storage, analysis and transmission of climate and hydro-meteorological data (financial and human needs, technical specifications) and identify relevant climate indicators for different user profiles Characterize quantitatively credible values of relevant variables for food security, coastal management and reconstruction, and identify sensitivity trends of the sectors to climate variables. CIAT could be overwhelmed and struggle to be a legitimate leader in that area. measure: Additional staff will support CIAT in the PPCR management (cf. component 4) Lack of climate data could jeopardize sensitivity analysis on impacts measure: Involved staff will have to be proactive and confident enough with quantitative analysis including uncertainty management - and sector experience to pick up credible assumptions as needed should data become scarce. Most of all, there should be an effort to maintain a capacity to work at strategic level, drawing conclusions relevant for strategic and operational perspectives without necessarily use project
4 Component 3 : Institutional engineering Improve climate resilience Promote an institutional mainstreaming in the continuity along the planning and M&E processes information chain from climate variables to sector impacts, by associating the different national and regional stakeholders, public and private. The chain includes the following key benchmarks: data collection, impact analysis, definition and implementation of mitigation strategies and capitalization and dissemination of best practices. Component 4 : Project management Make PPCR a useful and Ensure a fair balance of efficient asset in the Haitian efforts to 1/produce a global planning process framework for climate resilience mainstreaming (SPCR) and 2/use of this framework at project level wider scale and sector level (i.a. urban vulnerability) Look for synergies and ways to cross fertilize with private sector initiatives (e.g. cell broadcasting in descending alert systems, business continuity planning, etc ) for phase 2 (i.a. updating of NAPA and action plan for the rise and national development of Haiti - PARDNH) Establish a mapping of stakeholders, local and regional, public and private, involved in climate variable management and impact modeling for the three key sectors (food security, coastal management and reconstruction); Perform an analysis of the mapping to identify possible institutional gaps and overlaps along the information process. This analysis should take place in a common interest and participatory perspective and should involve as much as possible private sector and civil society representative and account for gender issues as relevant. Reinforce sustainably CIAT capacity to coordinate ministries in the area of climate change adaptation and PPCR pilot, and strengthen coordination with regional stakeholders Institutional and technical unfolding of the project (component 1, 2, 3) are benchmarked by formal and informal meetings to ensure a large initial consultation then validation of identified orientations and implementation timeframe The project is managed in the perspective of CIAT, MDE, regional PPCR, Donors, private sector, civil society CIAT, MDE level / accurate data. Limitation of Haitian regulatory framework in climate change management could be an issue measure: The institutional mapping should inform whether or not this is the case. At any rate, it could be used as a basis for further regulation or adjustments of existing regulation.
