1 Enhancing Urban and Peri Urban Agriculture in Liberia CITY STRATEGIC AGENDA on Urban and Peri-Urban Agriculture in Greater Monrovia (including Monrovia City, Paynesville City and the Townships of Barnesville, Caldwell, Congo Town, Dixville, Gardnerville, Garglor, Johnsonville, New Georgia, Virginia and West Point) Agreed at the Fourth Multi-stakeholder Forum on Urban and Peri-Urban Agriculture in Greater Monrovia held at Monrovia, City Corporation hrs July 20, 2012
2 Background Intra-urban and peri-urban agriculture (UPA) is defined as the growing of plants and the raising of animals within and around cities and related activities, such as production of inputs, processing, marketing, provision of services to agricultural producers and agro-enterprises, with a focus on urban food supply. For sustainable development of UPA, multi-stakeholder participation is particularly important since it involves a large diversity of actors. A Multi-stakeholder Forum (MSF) on Urban and Peri-Urban Agriculture has been established in Greater Monrovia on June 22, 2011, and includes Paynesville, Monrovia and nine townships 1. The stakeholders gathered in the forum will regularly meet and develop a joint City Strategic Agenda (CSA) on UPA that reflects the needs of farmers, the interest and mandates of the individual institutions and contributes to a role of UPA in sustainable development of Greater Monrovia. It was agreed at the first Forum that Monrovia City, Paynesville City and the Ministry of Agriculture would co-chair the MSF, and alternate hosting it. In the first two sessions the forum discussed and agreed on a joint vision for UPA in Greater Monrovia and on the opportunities that exist in their city to further enhance it. Thematic committees were established during the second MSF, held at the Ministry of Agriculture on the 19 & 22, September 2011, to work on issues, such as Access to Land for Greater Monrovia, and Food Safety, to further support the development of the CSA. At the third MSF a preliminary version of the CSA was presented and discussed. This draft CSA has been discussed with the members of the MSF, updated and tentatively agreed. The CSA presented below will be formally adopted by the MSF at its Fourth Session. Vision and Mission The members of the Greater Monrovia MSF agreed on the following joint vision for urban agriculture and on the opportunities that exist in their city to further enhance urban agriculture. Productive use of available land for urban and peri-urban agriculture, and promotion of sound environmental practices, thereby enhancing and promoting food security by 2020 in reducing poverty and hunger. And the mission was described as Reduction of extreme poverty and hunger through support of urban and peri urban agriculture in greater Monrovia City Strategic Agenda In the next section the draft CSA will be described in tables according to main objectives, listing the main strategy, the actions, timeline, main institutions involved and available funds, if applicable. The agreed main objectives of the CSA are: 1 The Multi Stakeholder Forum is supported by CARE Liberia, Welthungerhilfe (formerly German Agro Action) and RUAF, under the UPA projects, which are funded by the EC.

Objective 8: Improved Environmental Management of Waste and Water and its Use in UPA.
