3 Background to JP development Kenya & Uganda cooperate and collaborate in various activities within the frameworks of the treaties that established the EAC and IGAD Cognizant of the challenges facing inhabitants of the Karamoja Cluster, Kenya & Uganda negotiated & signed a Memorandum of Understanding (MoU) A cross border animal health initiative that would encompass synchronized animal health legislation and policy enforcement interventions undertaken in a coordinated manner Two workshops Kitale 8-9 July 2013, & Lodwar 3-4 Sept 2013 (defined & discussed the strategic objectives & priority intervention actions; develop work plans and requisite budgets for the components that form the JP)

4 Rationale & Issues to be addressed Livestock provides & sustains livelihoods in the JPA Coordination of AH service provision to improve livestock health, infrastructure & management Improved AH enhance availability of quality livestock & better nutritious livestock products Improved infrastructure & management livestock & livestock products The 2 above improving national GDP

7 CBAHC JP Strategic Plan of Action Strategic Objective 1 Priority areas Activities Establish and operationalize the institutional and legislative environment to enable improved cross border animal health Establish and strengthen coordination mechanisms between the countries on cross border animal health Map stock routes & disease management facilities in the JPA Review and harmonize the JPA animal health management policy and guidelines Domesticate & implement harmonized CB AH intervention programme on priority TADs & zoonoses based on a comprehensive strategy & guidelines for management of the diseases Capacity building of cross border animal health service providers and stake holders on prevention, management and control Strengthen CB knowledge & information management system creation of coordination teams; SC approve the national & CB coordination mechanisms; quarterly cross-border coordination meetings Identify existing & missing supporting infrastructure ; Advocate gazetting of mapped stock routes & establishing strategic border facilities strategy and guidelines for management of AH; sensitization workshops; CB AH policy harmonization build consensus on priority diseases; harmonize animal health policies & intervention mechanisms; implement the interventions; review & address gaps in intervention mechanism Assess AH service providers & stakeholders training needs on TADs & harmonised strategies; develop training manual; Undertake training Review available AH info; determine knowledge sharing needs; develop relevant animal diseases info management system for AH service providers; share disease information among stakeholders; Assess the level of KAP

8 Strategic Objective 2 Priority areas Activities Strengthen CB animal disease management preparedness & response CBAHC JP Strategic Plan of Action Review, develop and disseminate guidelines and tools on animal disease epidemio-surveillance Evaluate existing disease surveillance systems; harmonize the CB epidemiosurveillance system; stakeholder workshops to validate &disseminate the harmonized diseases surveillance guidelines and tools Promote use of harmonized technology to improve CB quality data collection Establish/strengthen feedback mechanisms on CBAH information among stakeholders Develop CB animal disease reporting system Strengthening & integration of CBAH indicators in the existing national disease surveillance system Establish and strengthen livestock health infrastructures in the border Identify training needs; develop training programs & materials; train stakeholders including pastoralists on the use of the technologies; provide it to identified users regular stakeholder workshops & meetings; field visits within the JPA; Develop & use IEC e.g. posters, flyers etc; employ print and electronic media appropriate animal diseases reporting format for AH service providers; regular cross-border meetings on status of reporting Review existing animal disease surveillance systems; Identify additional animal health indicators where necessary; incorporate & implement appropriate transport for disease surveillance; establish & equip labs; establish CB holding grounds/ quarantine stations, markets, vaccination crushes; cold chain facilities and vaccination equipment; establish cross border water points and pasture

9 CBAHC JP Strategic Plan of Action Strategic Objective 3 Priority areas Activities To improve animal health knowledge, attitudes and practices (KAP) among the cross border population and stakeholders in the participating countries Develop, disseminate and implement JPA animal health advocacy, communication and social mobilization strategy at national, County, district and community levels in the participating countries Identify training needs; Develop a joint communication & advocacy strategy; Conduct sensitization meeting with the policy makers & wider stakeholders; Training of ToTs on communication & advocacy; Conduct training at grass-root level by ToTs on communication and advocacy; Share lessons learnt and best practices through meetings Capacity building for the animal health across the border on communication and advocacy skills Strengthen JPA knowledge and information management system Create public awareness on the importance of prevention, management and control of TADs and zoonotic diseases in the participating countries Assessment capacity of animal health service providers on communication & advocacy skills; Develop a joint curriculum for advocacy and communication; Identify animal health service providers to be trained (as TOTs); Organize training and refreshers courses Collate & review existing documents to identify knowledge needs; Conduct an animal health Information system inception workshop; Develop appropriate animal diseases information management system for animal health service providers; Support creation of a JPA central database; Support use of appropriate technologies to disseminate and share animal disease information amongst stakeholders; Hold regular cross-border sharing meetings; Assess the level of KAP and devise appropriate actions Review existing animal disease surveillance systems; Develop threshold indicators for TADs and zoonoses; Facilitate community awareness sessions on TADs and zoonoses
