2 What Is Construction Quality Management Construction Quality Management (CQM) requires the combined efforts of contractor quality control (QC) personnel and government quality assurance (QA) personnel to achieve shared goals: Quality Construction Built Safely Delivered on Time Delivered within Budget QC is the contractor s role of inspection and oversight to ensure the points above are achieved QA is the government s role that ensures the contractor s QC system is effective in meeting project objectives 2 9/16/2010
3 Quality Control Contractors enhance their opportunity for Navy business by maintaining a strong QC system Schedule goals are achieved thru regular production/qc meetings Proactive contractor leadership that builds it right the first time and builds it safely Manage specific processes including: Submittals Preventative Controls Inspection Testing Documentation 3 9/16/2010
4 QC Manager Qualifications Spec section defines it as: An individual with a minimum of [5][10] years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction contracts which included the major trades that are part of this Contract. The individual must have at least two years experience as a QC Manager. The individual must be familiar with the requirements of EM , and have experience in the areas of hazard identification, safety compliance, and sustainability. 4 9/16/2010
5 Accident Prevention Plan (APP) Before initiation of work at the job site, an APP must be submitted and approved by the Contracting Officer Articulate the specific work and hazards pertaining to the contract Written in English Job specific and include work to be performed by subcontractors Developed and submitted by the Contractor in the format provided in Appendix A (ACOE EM ) The Contractor shall be responsible for documenting the Qualified person s credentials Updates to the APP shall be reviewed and approved by the Contracting Officer 5 9/16/2010
6 Activity Hazard Analysis (AHA) AHA Risk Assessment Tool Defines the Activity or Work to be Performed Identifies Hazards Establishes Controls to Reduce the Hazard to an Acceptable Risk Level Living Document Changes with Site Conditions or Operations Changes of competent/qualified personnel 6 9/16/2010
7 QC Meetings Held weekly or bi-weekly depending on specification Reviews the three week look ahead schedule focusing mainly on the work to be accomplished in the next two weeks and the documentation required Reviews the accident prevention plan to address any issues or items that may require a change 7 9/16/2010
8 Definable Feature of Work (DFOW) A task that is separate and distinct from other tasks and has control requirements and work crews unique to that task DFOW is an item or activity on the construction schedule Requires a separate activity hazard analysis 8 9/16/2010
9 Three Phases of Control Contractors control of quality is divided into three phases for each definable feature of work (DFOW) Each control phase is an opportunity prevent problems and costly rework The three phase of control are: Preparatory Phase Initial Phase Follow-up Phase 9 9/16/2010
10 Preparatory Phase Performed and documented prior to starting DFOW Two requirements before this phase can be scheduled on any DFOW: all materials approved and AHAs accepted by Government Gov t is notified 2 working days in advance Discusses specific controls used and construction methods Provides quality construction by planning ahead Identifies potential problems for each DFOW Reviews APP and AHA to ensure applicable safety requirements are met Ensures that required Material Safety Data Sheets (MSDS) are submitted 10 9/16/2010
11 Initial Phase Performed when crews are ready to start work on a particular DFOW Gov t is notified 2 working days in advance Checks work procedures for compliance with APP and the appropriate AHA to ensure that all applicable safety requirements are met 11 9/16/2010
12 Follow-up Phase Surveillance, inspection and documentation of DFOW to determine continued compliance with established work procedures, levels of quality and safety precautions May be performed on a daily, routine, or predetermined basis as required by the work being performed Repeat preparatory and initial phases if there are changes in onsite production supervision or work crew or if work on DFOW is resumed after substantial period of inactivity 12 9/16/2010
13 Network Analysis Schedules Specifications require the use of Sure Trak or Primavera P3 only NAVFAC is migrating to Primavera P6 in near future 13 9/16/2010
14 Schedules Must include QC activities which also identify the preparatory and initial phase for each DFOW Three week look ahead schedules Provides more detailed day-to-day plan of upcoming work Includes upcoming outages, closures, three phase mtgs Reviewed at every QC meeting Provided to Gov t every week Properly detailed NAS schedules and adherence to the approved schedule allow the contractor to plan for potential unforeseens 14 9/16/2010
