1 Request for Proposal (RFP) Newark Unified School District Measure G Bond Program Technology Infrastructure Upgrades August 21, 2013 The District invites responses from qualified firms, partnerships, corporations, associations, persons, or professional organizations ( Firm or Contractor or Consultant or Vendor or Responder ) to enter into agreements with the District to provide, construct, and install Information Technology Infrastructure at all school sites in Newark Unified School District ( Project ). 2 The District reserves the right to request additional information or clarification during its evaluation process, to negotiate changes, to accept responses that it considers to be in the best interest of the District, or to reject any or all responses. The successful responder shall be required to furnish a 100 % Performance Bond and a 100% Payment Bond if it is awarded a contract, shall pay all workers on all work under a contract not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations. The execution of any contract pursuant to this RFP is subject to the approval of the governing board of the Newark Unified School District. The RFP is not a formal request for bids and does not commit the District to award a contract or pay any costs incurred in preparation of responses to the RFP. The District reserves the right to reject any and all responses. The District also reserves the right to amend this RFP as necessary. 3 ATTACHMENT A WIRED SPECIFICATION OF PARTS Below are the specifications for both the wired and wireless networks. Bidders may bid the wireless and wired components separately or combined. Bidders may provide multiple bids (i.e. one Ruckus wireless bid, one HP wireless bid, a combined wireless/wired bid, etc).. The District reserves the right to award bid items 1 and 2 independently or combined based on lowest pricing for manufacturer parts listed below, or approved equal. With all bids, the District must have the ability to purchase additional equipment at the discounted rate for a minimum of six months. 9 REQUEST FOR PROPOSAL: ITEM 3: SURVEILLANCE CAMERAS A. Qualifications. The District invites firms to submit a bid and proposal related to their ability to provide and install security cameras and corresponding infrastructure for Bid Item 3, described herein ( Firm ). B. Proposal. In addition, the Firms shall provide a proposal to the District to perform the Project as indicated herein. The Firm selected as a result of this process may thereafter work cooperatively with the District Board, staff and consultants, the design team, and the Project inspectors, to facilitate the timely completion of the Project. C. Criteria. The District wishes to retain a Firm that has the financial strength, management and expertise to deliver the Project within the proposed schedule and budget. The District reserves the right to choose any Firm. The Firm will be selected based on qualifications and demonstrated competence that include relevant experience with public schools and/or community college projects, and a proven track record for cost efficient and timely performance. A best value method of selection will be utilized. The best value method includes, but is not limited to, evaluating the following selection criteria: 1. Technical expertise; 2. Team experience; 3. Recent completion of similar projects; 4. Proximity of offices and local availability of qualified staff; 5. Prior experience with District staff and current consultants; 6. Skilled labor force; 7. Scope and quantity of work that the Firm performs with its own forces; 8. Safety record; 9. Constructability expertise, experience, and approach; 10. Experience similar to this Project, including providing services on an active school site; 11. Ability to meet approved schedules; D. Description of Project. The Project for which the District is seeking responses is indicated in Attachment C, attached hereto. E. Schedule. The Project must be fully complete by March 31, F. District Project Management Description. The District s Bond Manager or his designee will be the primary point of contact between the Firm and the District. G. Substitutions. The products specified in this RFP have been designated as Surveillance Specifications.

10 H. Vendor Qualifications It is the District s intent to find a single qualified vendor to provide all construction, equipment, and installation services for this project. The vendor s engineering personnel will work closely with the District s IT staff on the installation and configuration of the technology equipment included in this proposal. The vendor s primary office must be located within 50 miles of Newark, California and possess the following licenses, manufacturer certifications, and qualified individuals on their full time staff. Vendors which need to rely on the use of subcontractors to meet the qualifications listed below are discouraged and will receive lower scoring during the evaluation process. 1. Current State of California C 7 (Communications) or C 10 (Electrical) Contractors License 2. Valid California Resellers Permit 3. Certified Panduit Installer and Business Partner 4. Certified ONSSI Installer II. Submittal Requirements All responses must be concise, well organized, and demonstrate the Firm s qualifications. Responses shall follow the format outlined below. A. Cover Letter B. Table of Contents C. Firm Information 1. General Information. Provide the name, address, and a brief history of the Firm. Please include any former names of the Firm and the number of years the Firm has been in business. Include an organizational chart of the Firm. 2. Personnel. Provide resumes of personnel to be involved with the Project, including their school experience and community college experience. Upon engagement, any change in personnel must be approved by the District. The Firm shall be responsible for any additional costs incurred by the engagement of a change in personnel. 3. Past Project Values. Provide the volume of completed projects in dollars for each of the past five (5) years and projects in progress. 4. Financials, Bonding & Insurance. Provide a statement regarding bonding capacity, and insurance coverage. 5. Claims Statement. Provide a claims statement indicating any and all suits or claims in which the Firm or its personnel were parties and which related to projects within the past five (5) years. If a suit or claim

11 was limited to a claim from a subcontractor to the Firm or a supplier to the Firm and did not include a project s owner, you need not include that suit or claim in your claims statement. 6. License Information. Provide the Firm s contractor license number and whether that license has been revoked or suspended in the past five (5) years. 7. Firm Officers. Provide signatory status of officer(s) of the Firm. 8. Local Office. Provide the location of your local office nearest to the District, your main office if different, and other relevant resources of your Firm. D. Prior Relevant Experience. The District prefers to contract with a Firm that has direct experience on projects of similar scope and structure for K 12 school district, located in the geographic vicinity of the District. Include a brief description of each project and current contact information for the project manager and/or IT Director. E. Proposal. Using the forms provided, the District is requesting Firms to provide a proposal to perform the Project, by providing your Firm s anticipated charge to the District itemized as follows: 1. Cabling: Cost of labor and materials for network cabling, termination, and testing 2. Equipment: Itemized cost for all equipment and licensing 3. Engineering: Cost for installation for all network hardware and software. 3. Other Costs: Any other costs, fees, or charges, the Firm intends to charge the District to perform the work of the Project. F. Attachments. The following forms must be submitted in the front of the Proposal: 1. Non collusion Affidavit 2. Site Walk Certification 3. Proposal Format III. Public Records Act Responses to this RFP will become the property of the District and subject to the California Public Records Act, Government Code sections 6250, et seq. Those elements in each response that are trade secrets as that term is defined in Civil Code section (d) or otherwise exempt by law from disclosure and which are prominently marked as TRADE SECRET, CONFIDENTIAL, or PROPRIETARY may not be subject to disclosure. The District shall not be liable or responsible for the disclosure of any such records including, without limitation, those so marked if disclosure is deemed to be required by law or by an order of the Court. A Firm that indiscriminately identifies all or most of its response as exempt from disclosure without justification may be deemed nonresponsive. In the event the District is required to defend an action on a Public Records Act request for any of the contents of a response marked Confidential, Proprietary, or Trade Secret, the Firm agrees, by submission of

12 its response for the District s consideration, to defend and indemnify the District from all costs and expenses, including attorneys fees, in any action or liability arising under the Public Records Act. IV. District s Evaluation and Selection Process A. The District will review and evaluate all submitted documents received per this RFP. B. Responses will be opened privately to assure confidentiality and avoid disclosure of the contents to competing respondents prior to and during the review, evaluation and negotiation processes. C. Responses will be reviewed for responsiveness and evaluated pursuant to established objective criteria, as indicated herein. D. After the responses are evaluated and/or ranked, the District, at its sole discretion, may elect to interview one or more Firms. Adequate time will be allowed for presentation of qualifications followed by questions and answers. E. Depending on available budget and personnel resources, the District may select all or only some portions of the vendor s proposal. F. District staff intends to recommend one Firm to the District s Board of Trustees that, in staff s opinion, are most qualified. If the District is unable to successfully negotiate a satisfactory agreement, at any time during this process, with terms and conditions the District determines to be fair and reasonable, the District may then commence negotiations with the next most qualified Firm in sequence until an agreement is reached or determination is made to reject all responses. G. Final selection of a Firm, terms and conditions of any and all agreements and authority to proceed with noted services, shall be at the sole discretion of the District.

13 Surveillance Specifications Below are the specifications for the surveillance system at the Newark Unified School District. Bid everything together. Bid a solution which can provide surveillance functionality as described for the Newark Unified School District sites require dedicated servers a. 1 site with p cameras i. 30 indoor and 30 outdoor ii. 1 high frame rate outdoor camera for license plate capture b. 1 site with 42 outdoor 1080p cameras c. Require the capability to store a minimum 30 days of motion capture; estimated at approximately 100GB of space per camera per 30 days at 30% motion and 12 hours of activity. i. Larger capacity is preferred 9. Remaining sites will run cameras over WAN back to existing district server infrastructure a. 20 outdoor 1080p cameras in total 10. Setup of DVR software 11. Configuration of all cameras within ONSSI software 12. Ability to have motion based alerting Software requirements (preferred software is ONSSI Ocularis CS) 1. Allow for remote access and full operability for monitoring from both the District Dispatch Center and school personnel workstations. 2. Monitoring software must be IP based. 3. Must have the ability to create a watermark on DVDs for legal purposes, on an as needed basis. 4. Must allow for administrative log ins. 5. Must allow for system logs of all activities. 6. Must provide motion detection capabilities (including alerting based on motion zones). 7. Must allow notification to remote Dispatch Center when motion detection is activated. 8. Must allow viewing from remote Dispatch Center and designated workstations. 9. Must have the ability to move cameras to predetermined locations if burglar alarms are activated. 10. Must be able to change recording patterns of cameras (full time or motion activated, tours, control hierarchy, etc). 11. Must have the ability to burn DVD s from workstations for permanent archiving and in a format that will have the ability to play on a DVD player. 12. Must have archive solutions to recover from hard drive failure. 13. Must have the ability to search by date and/or time and by one or multiple cameras. 14. Must allow for multiple access from various sources(pc, Laptop, Mobile Devices, etc). 15. Must have the ability to integrate video analytic technology. 16. Must have the ability to integrate Alarm System(s), Motion detectors, Alarm and voice output. 17. Must interface to site maps for Click and Go access to pre designated camera views 18. Must have multiple levels of security for programming and use. 19. Must have multi camera and Multi streaming connection using H.264, MJPEG,MPEG4, MXPEG. 20. Must be able to manage a database of multiple servers and cameras by a single station

14 21. Must be able to change user names and passwords to entire system from single station 22. Must have rules and alerts scheduled by time or trigger. Camera requirements (preferred models are Sony SNC EM632 for outdoor and Sony SNC EM631 for indoor) Sony SMC EM632 for outdoor cameras and Sony SNC EM631 for indoor or equivalent. Minimum 1x CPU quad core or great at a minimum clock of 2.5GHz (Xeon E would be suitable) 2. Minimum 16GB registered ECC memory 3. 32TB raw archival storage (8x 4TB drives will fit this requirement) 4. Fast storage for live recording and OS (SSD or 15K SAS will fit this requirement.
