1 REQUEST FOR PROPOSALS PHASE 2 INFORMATION TECHNOLOGY INSTALLATION PLAN TO IMPROVE THE COLLEGE NETWORK COMPUTING ENVIRONMENT AT LOS ANGELES PIERCE COLLEGE RFP Number: Addendum Number: 2 Date: September 7, 2016 LOS ANGELES COMMUNITY COLLEGE DISTRICT Contracts Office 770 Wilshire Boulevard, 6 th Floor Los Angeles, California NOTICE TO PROPOSERS: THIS ADDENDUM SHALL BECOME PART OF THE RFP, AND PROPOSERS SHALL ACKNOWLEDGE, IN WRITING, RECEIPT AND INCORPORATION OF ALL ADDENDA AND CLARIFICATIONS IN THEIR RESPONSE. FAILURE OF THE PROPOSER TO RECEIVE ADDENDA SHALL NOT RELIEVE THE PROPOSER FROM ANY OBLIGATION UNDER ITS BID AS SUBMITTED. THE BIDDER SHALL IDENTIFY AND LIST IN ITS PROPOSAL ALL ADDENDA RECEIVED AND INCLUDED IN ITS PROPOSAL; FAILURE TO DO SO MAY BE ASSERTED BY THE DISTRICT AS A BASIS FOR DETERMINING THE PROPOSAL NON-RESPONSIVE. CLARIFICATIONS REQUESTED BY POTENTIAL PROPOSERS Number Vendors' Questions LACCD Response 1 Will the district accept bids that only include certain pieces of the project? For example, will the district accept a bid that only includes project 1, or do all projects need to be included in our bid? 2 Page 1 of the RFP states "Prospective proposers may elect to submit proposals on any one of the five projects or submit proposals for all five projects collectively in their entirety as long as each project is individually delineated." And, page 6 of the RFP states "Los Angeles Pierce College desires a qualified Information Technology company (or companies) to submit proposals on five independent projects." Bids are welcome on individual projects or all five of the projects. Each one of the listed projects however must be carefully delineated to reflect only the price for that specific project. While we would prefer to have a qualified Information Technology Company to be involved with the setup, observation, and analysis aspects of the focus group, we would consider a Non-information Technology company to perform the focus group as long they subcontracted with a qualified Information Technology company to provide the critical interface.

2 Will LACCD consider a proposal from a non- Information Technology company (such as a company experienced in conducting focus groups) to conduct the focus group component of Project 2? 3 Are Projects #1, 3 & 5 all expected to be completed by 5/31/17? 4 For Project #5, are you requesting additional pricing or should we use pricing from Project #1? 5 General: Will the Burwood Group or Lassen & Associates have a role in Vendor selection for projects detailed in this RFP? 6 General: What the current firewall technology installed at the Pierce College location? Our target date for completion of this phase is 5/31/17. Based on the specific needs for the DR data center you can refer to the BOM for project 1. Neither the Burwood Group nor Lassen & Associates will have a role in vendor selection. Currently there are dual Palo Alto Network firewalls deployed at Pierce College. 7 General: Will the District be responsible for any recommended firewall changes or will the vendor be? 8 General: What is the profile of the current server environment? (# of physical servers, # of virtual servers, hypervisor(s) deployed) 9 General: Are there any plans for a Pre-Bid vendor walkthrough or conference? 10 Projects 1 & 5: How will the installation of the new hyper-converged system correlate to the timing of the installation of the new datacenter switches? (before? during? after?) Please clarify. 11 Projects 1 & 5: Will the selected vendor for Projects 1 & 5 be responsible for contracting/installing any new recommended fiber The District will be responsible for any firewall changes. Total 82 servers. P = 23; V= 69; Hypervisors = 8 Not at this time, no Pre-Bid vendor walk is scheduled. The vendor will be responsible to manage the project and map out the critical scheduling aspects to ensure success At this time the college is not aware of any new requirements for fiber backbone cabling. This is considered as outside of the scope of this SOW.

3 backbone cabling? 12 Projects 1 & 5: Will the selected vendor for Projects 1 & 5 be responsible for contracting/installing any required additional power resources? 13 Projects 1 & 5: Given the broad scope of work detailed in the RFP, for Projects 1 & 5, is the District expecting vendors to provide a firm total dollar bid for Network Engineering and Project Management labor services in this bid response? Or is the Rate Fee Chart (Appendix A Point 11) delineating hourly rates sufficient at this point? Both projects 1 and 5 may require the vendor to subcontract with a qualified licensed electrician. The vendor must provide a firm total dollar bid for all services including VCE engineering, project management, and labor resources related to each of the projects. You can base your total bid for each project on the number of hours allocated times your hourly rate. As indicated in the RFP you need to break out the cost of materials (not including the cost of products) and other consumable supplies the only cost which will be evaluated are the labor and materials / consumable costs for Projects 1,2,4,5. 14 Projects 1 & 5: For the Datacenter Core Switches (HP12904) the BOM for each chassis specifies 48 Ports of 40G QSFP+ and (36+12) 48 Ports of 1/10GBase-T ports. Are these the actual number of ports required? If not what are the actual number of ports required? 15 Projects 1 & 5: For the Core Switches (HP7904) the BOM for each switch specifies 24 Ports of 40G QSFP+ (12+12) 24 Ports of 1/10G SFP+. Are these the actual number of ports required? If not, what are the actual number of ports required? 16 Projects 1 & 5: The Datacenter Core Switch BOM specifies (8) 40G QFP+ DAC cables and the Core Switch BOM specifies (8) 40G QFP+ DAC cables. Please describe the planned 40G connectivity involving the 4 Chassis. These are the actual numbers of ports. These are the actual numbers of ports. The overriding goal is to create greater network resiliency.

4 17 Projects 1 & 5: As it relates to SECTION F Statement of Work, please clarify what switches Phase 4 relates to. 1. The Vendor will follow a phased approach as dictated below: a. Phase 1: Planning and functional specification guide b. Phase 2: Core, Distribution, Access c. Phase 3: Data Center/Perimeter network Demilitarized Zone (DMZ) d. Phase 4: Switches 18 Projects 1 & 5: For patch cords, will the selected vendor be able to assess quantities, lengths and colors before committing to price quotes? 19 Project 3: How many access points are currently installed on the Pierce Campus? 20 Project 3: What are vendor makes and models installed? 21 Project 3: Specific mention is made to installation of Wireless Controllers. Would the District consider a WiFi solution with controller functionality embedded into the APs, or are separate wireless controllers a requirement? The various network switches are covered in phase 2 and phase 3. Phase 4 should be removed. The vendor should include a provision delineating the anticipated costs for cables and other supplies required to complete the project. The amount must reflect a not-to-exceed contingency. Choice of colors, quantities and lengths will be dependent on the application and must be broken out in the submittal so that it will not be used as the bases of evaluation. Greater than 150 access points HP ProCurve Series (8200, 5400, 3600, 2800 series). The necessity for a management console to the APs is practical and paramount. Our current configuration is a separate wireless controller. We would defer to the best practice industry standard for an HP/Aruba deployment. 22 Project 3:The project calls for potential network cabling installations. Will the selected vendor be able to assess, quantities, lengths, and facilities considerations before committing to price quotes As part of managing the projects, the vendor will have to conduct an assessment as it pertains to both the network cabling requirements within the data center and to support network cabling needs for the WiFi environment.

5 for these requirements? 23 Project 3: What is a reasonable estimate for maximum number of WiFi devices to be supported on the Campus? 24 Project 3: Will there be requirements for outdoor WiFi coverage? 25 Project 3: Is there a requirement that proposed Access Points (APs) be able to support ac Wave 2 specification? 26 We would like to request an extension to the proposal deadline for RFP No Phase 2 Information Technology Installation Plan to Improve the College Network Computing Environment at Los Angeles Pierce College to September 19, The two week extension would allow us to provide you with the most comprehensive and competitive proposal possible. 27 Can you clarify that pricing for services and materials (Not Product) is all that is required. The way we read this is that only a BOM for product is required and that hardware/product will be procured outside of the RFP. A reasonable estimate is greater than 300 mobile devices. WiFi coverage will be required for both internal and external environments. The cost to procure the product will be the responsibility of the College.

6 FROM RFP: The Vendor shall provide a Bill of Materials (BOM) for procurement following the suggested BOM which is provided in Exhibit G. The fee chart shall be broken into two parts, cost of materials and cost of labor resources. Cost of materials may include a provision delineating the cost to obtain cables and other supplies required to complete the project. This must reflect a not-toexceed provision. Rate Fee Chart Provide a fee chart for each project broken down into the logical critical phases as revealed in the Statement of Work. This fee chart shall break out the cost of materials, cost of labor, and consumable supplies for all projects except for Project 3 in which the costs will be expressed as an estimate. 28 Should contractors be listed in the RFP if any are to be used? Yes, Please indicate the names of the proposed subcontractors whom you will be using as part of the submittals. From RFP: Proposers may only use Subcontractors for specific assignments if relevant. Otherwise, use of Subcontractors will not be permitted without prior written approval from the College. 29 Can you clarify what is meant by consumer requirements for a wireless access network 30 Office 365 Migration: #1 Please Clarify what function specification guide means. Does that mean as built drawings, admin settings, etc.? Consumer requirements refer to the information assembled from the focus group discussions within project 3. Function Specification Guide means, the migrator would provide a project plan regarding data migration, configuration settings, diagrams of data flow, moves, adds, and changes. 31 Office 365 Migration: What is your current Exchange 2010

7 Exchange Version? 32 Office 365 Migration: #2, what are the other systems needed for connectivity to? a. Domain federations/trusts setup with the other colleges? b. Is there a current list/inventory of what Multifunction devices and applications that might be attached to services? Will updating those services be in scope, or will Pierce staff assist? A. Here are domain federations/trusts setup with the following domains. 1. Laccd.edu 2. Wlac.edu 3. Elac.edu 4. Lasc.edu 5. Lamission.edu 6. Lahc.edu 7. Lacitycollege.edu 8. Lattc.edu 9. Lavc.edu B. There are no MFDs attached to services at this time. Updating those services are not in scope at this time. Pierce staff will have to assist. 33 Office 365 Migration: Should they plan for some level of discovery needed prior to starting the migration? 34 Page 5 Section C: Is the HP solution referenced in Exhibit G being referenced as the Hyperconverged system? 35 Can we be provided a copy of the IT Quality Focus Essay referenced in page 6 paragraph 2? 36 Will the college provide a reference architecture for the Utelogy solution for DR systems configuration? 37 Page 8 Section F Paragraph 2: Are we to provide a BOM with pricing that align functionally with Exhibit G? The vendor must plan to include a large level of discovery. Pierce College is part of a larger ecosystem that connects and shares the GALs with 9 other LACCD locations. The HP solution as referenced in Exhibit G pertains to a hyperconverged system. The IT Quality Focus Essay is available at EvaluationReport.pdf page The college can provide a reference architecture for a DR solution. It should not be limited to Utelogy solutions. Exhibit G is provided only as a suggested BOM. Depending on the nature of the training and the ideal training environment it can be provided either on site or off site. Pre manufactured cables can be used.
