1 SUNFLOWER ELECTRIC POWER CORPORATION RESPONSIBILITY OUTLINE Position Title EMS/SCADA Administrator Date April 2016 Department Transmission Systems Pay Status Salaried Reports To Operational Support Systems FLSA Category Exempt Supervisor Function Location Technology Services Garden City EEO Category 2 SUMMARY Monitor and maintain Energy Management System (EMS) and Supervisory Control and Data Acquisition (SCADA) Systems, computer and network hardware, and software systems according to North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) guidelines. ESSENTIAL RESPONSIBILITIES Software and Hardware Support Install, configure, maintain, and troubleshoot software and hardware for all EMS/SCADA related functions including software upgrades supplied by the vendor, hardware installation and upgrades, as required, to maintain system reliability. Update and maintain all system databases, including the SCADA source database (SDB), Inter Company Communications Protocol (ICCP), Historical (HIS)/Energy Accounting (EA), automatic generation control (AGC), and network applications (NA) for the EMS/SCADA Systems. Modify and create system displays, and query HIS data to create reports, and search event logs. Monitor the EMS/SCADA system operations for hardware or software problems, including the EMS/SCADA network firewalls and switches. Provide technical support to system operations staff. Install, configure, maintain, and troubleshoot ICCP interfaces, and other EMS/SCADA System interfaces. Monitor and maintain anti-virus/malware, intrusion detection and prevention (IDS/IPS), and system event intrusion monitoring (SEIM), software used for system protection. NERC Compliance Perform tests to ensure software changes do not cause malfunctions in the updated system and other systems. Track system modifications using a ticketing system, work with the CIP Compliance staff to thoroughly document and validate, that the EMS/SCADA software and hardware are configured to meet NERC compliance. Perform backups to ensure audit trail for thorough backup/recovery and documentation. Follow EMS/SCADA OP (Operating Procedures) and SOP (Standard Operating Procedures) documents for NERC Compliance.

Adhere to NERC CIP guidelines and aid in the development of policies and procedures. QUALIFICATIONS Education and Experience Bachelor degree in computer science, information systems, information technology or a related field and two years computer systems installation and troubleshooting experience or equivalent combination of education and experience. Knowledge, Skills, Abilities Able to work with all levels of staff whether individually or in a team environment. Able to learn power flow modeling. Able to learn basic operations of transmission system operations. Able to work well with minimum supervision. Able to handle multiple projects simultaneously. Able to make timely decisions while exhibiting sound and accurate judgment. Able to identify and resolve problems in a timely manner and gather and analyze information. Strong attention to detail. Written, verbal, and interpersonal communication skills at the level required to successfully perform the essential responsibilities of the position.
3 Able to operate computers and associated Windows Server operating systems and programs, including MS Office programs, at the level required to successfully perform the essential responsibilities of the position. Able to operate computers and associated Linux operating systems, at the level required to successfully perform the essential responsibilities of the position. Ability to program Windows Server and Linux operating system is desirable. Other Must possess and maintain a valid driver s license. Able to travel to all Sunflower sites and attend training and meetings out of state as needed. Must be able to share on-call rotation for afterhours system support. Must pass and maintain NERC security clearance. Physical and Mental Demands See Physical and Mental requirements section below.
