6 Case Studies responders. Aerial imagery is a crucial tool for this as the affected areas can be inaccessible by land due to debris and damage to infrastructure. NOAA s aerial surveys were completed using DSS. NOAA Uses DSS for Response to Superstorm Sandy NOAA (the United States' National Oceanic and Atmospheric Administration) with various federal, state, and local government agencies is responsible for facilitating effective responses to emergency events such as hurricanes. In the hours and days following the destruction of Superstorm Sandy a storm that devastated portions of the Caribbean and the Mid-Atlantic and Northeastern United States during late October 2012 NOAA s efforts focused in part on aerial surveys to assist with damage assessment and providing aid to on-the-ground Aerial photographic surveys of the entire coast affected (over 1,649 miles of coastline in all) were completed. Thousands of photos were collected at 5000 feet with a high resolution of 17 centimeters-per-pixel. Most of these are available online at storms/sandy/. The data contained in these photos provided emergency and coastal managers with information they needed to develop recovery strategies, facilitate search-and-rescue efforts, identify hazards to navigation and HAZMAT spills, locate errant vessels, and provide documentation necessary for damage assessment through the comparison of before-and-after imagery. Using InFlightOrtho, the imagery was processed in flight and made available immediately, making response as rapid and as effective as possible. In the aftermath of Sandy, FEMA used the NOAAsupplied photos, as well as those from the Civil Air Patrol, to determine damage to some 35,000 homes. Page 6

7 DSS delivers imagery in response to 2010 Haiti Earthquake NOAA's assistance was again sought in acquiring highresolution aerial imagery for portions of Haiti impacted by the 2010 earthquake. NOAA s National Geodetic Survey (NGS) Remote Sensing Division and NOAA's Office of Marine and Aviation Operations Aircraft Operations Center responded to this request. NOAA aircraft equipped with DSS conducted aerial surveys of Haiti to help first responders assess damage and plan recovery efforts. In just over 57 hours of flight time, the NOAA teams collected imagery for more than 1,792 square kilometers (692 square miles). The imagery and associated products were used to support detailed damage assessment including locating footprints of major demolition projects necessary for long-term recovery and rebuilding of the impacted areas. The data also serves as a high-resolution record of the initial post-disaster state, useful for assessing recovery efforts. Page 7
