Objectives q State the overall trend of increasing urbanization in the Caribbean and how this increases exposure to seismic risk q Explain how CDEMA promotes the integration of Seismic Risk into Countries overall Disaster Loss Reduction Strategies q Outline the reality of the enabling environment today q Identify opportunities for addressing gaps/challenges in providing an appropriate enabling environment
4 2. Key Messages A. Growing trend of urban centres in the Caribbean: i. Two-thirds or 70% of the population live in urban centres ii. Bahamas and Cayman Islands lead in growing urban centres iii. Majority of cities are located in flone-prone coastal zones iv. Urban areas have high percentages of informal and unplanned development B. Increasing vulnerabilities of residents/business centres living and existing in these spaces
5 3. CDEMA s Contribution to Reducing Risk A. Mandate speaks to encouraging Disaster Loss Reduction i. Contained in Article V which speaks to the Objectives of CDEMA CDM BLUEPRINT COMPONENTS B. Promoted through the Comprehensive Disaster Mangement Strategy i. Priority Area 1 in particular speaks to strengthening institutional arrangements & includes the development of polices, strategies and legislation C. Advanced through the regional governance arrangement i. Seven priority sectors but of specific importance for this session is the Physical and Environmental Planning Sector Sub Committee CDM Legislation & Regulations CDM Policy Institutional Arrangements that are outlined in the legal instruments

CDEMA s Contribution to Reducing Risk CDM Policy More than 50% of CDEMA s PS s have policy drafted and/or endorsed CDM Legisla3on Less than 50% have adapted the model CDM Legislation or amended existing laws Institutional Arrangements Will need to examine this area but will be impacted by Policy & Legislation Overall there is slow movement on these areas and therefore more attention is warranted
7 4. Reality of today s environment specific to Urbanization and Seismic Risk A. Urban management is entrenched in colonial/archiac laws and regulations i. Many laws and regulations across the region are not keeping up with the changing environment ii. Insufficient use of science to influence policy and legislation iii. Little use of building codes that were developed iv. Poor construction & planning practices v. No signs of a slowing down in increasing urbanization

Recommendations and Conclusions Advocate For the importance of re-integrating risk information into planning decisions For changed behavior especially in urban centres Commit Strengthen existing policies & legal instruments Invest in reducing risk Integrate Provide the necessary institutional arrangements Bring on board all stakeholders esp. Public & Private Increase the interface between the science of risk & mitigation measures
