Tectonic Overview of Indonesia

Earthquake Distribution and Tsunamis In Indonesia (ITDB) Earthquakes Tsunamis During , At least 108 tsunami events in Indonesia Modified from Latief et.al, 2000

Seismic Zoning of Indonesia 18 (56 %) out of 32 provinces in Indonesia are fully or partially located in Zone 4 to 6 (pga ) of seismic zoning Number of population exposed : 125 million (60 % of total population) Mostly living in nonengineered structures

Increasing vulnerability.. Coastal population Urban slum population

Increasing vulnerability.. Change of construction technology, inadequate practice

Increasing vulnerability.. Traditional house on stilts New type of houses on masonry.

The need to build disaster preparedness.. The disaster losses in Indonesia is increasing Disaster preparedness is needed in order to reduce the risk of disaster in the future Disaster preparedness in Indonesia generally (community, local government, national level institutions) is inadequate Programs to improve preparedness at various level are needed : Short and midterm preparedness program Long term preparedness program

Short term and midterm preparedness program needs Develop community and government awareness at the national, provincial and local level Develop capacity to provide early warning (whenever possible) Develop capacity to respond timely and properly to disaster impact (individual, community, local government agencies, NGOs) Develop capacity to restore and recover timely and appropriately after disaster impact (individual, community, local government agencies, private sector, NGOs)

Long term preparedness program needs Develop capacity to build and disseminate information on seismic as well as other hazard risk, including mapping, at various levels of jurisdiction, through network for information dissemination and creating awareness among decision makers Developing and implementing structural earthquake vulnerability reduction measures, such as : promoting earthquake resistant technology for engineered and (especially) non-engineered construction improving building regulation and building code Improving site planning methods for safer local built environment improving construction implementation and supervision process for better quality assurance Improving construction personnel skill through adequate education and training

Long term preparedness program needs Developing and implementing non-structural measures such as: National as well as local legislation on disaster reduction Improving the preparation and implementation of safer landuse and spatial planning at various level Improving methods for disseminating information on disaster reduction technology to various stakeholders Improving education materials and methods for creating disaster awareness at all level of education Improving mass media role on disaster risk information dissemination Strengthening institutional (government, non-government, private sector, community) capacity for vulnerability reduction, as well as its networking and coordination

Future Disaster Management Institution in Indonesia National Disaster Management Council National Disaster Management Agency Institution /Sector National EOC Provincial Disaster Management Council Provincial Disaster Management Agency Provincial EOC District/City Disaster Management Council District/City Disaster Management Agency District/City EOC Emergency Task Force Team at Village Level

Center for Disaster Mitigation Institut Teknologi Bandung Center for Disaster Mitigation ITB is an organization under the Institute for Research and Community Services-Institut Teknologi Bandung, which conduct the Institute prgrams in disaster mitigation initiatives Established on January 23, 2003 in order to respond to the country s need in reducing the disaster impact, through a sustainable research and development activities in disaster risk reduction Its program includes risk assessment, development of risk reduction technology, dissemination of disaster risk information and public awareness campaign, policy studies and advocating disaster risk management approach. The establishment of the center is supported by a track record on disaster risk reduction research in the past twenty years CDM ITB has participated in the process for development of the international framework of Disaster Reduction Hyperbase April March 2006, through the participation in Kathmandu CMM II workshop and the Workshop on International Framework for Development of Disaster Reduction Technology List on Implementation Strategy, February 2006

Expected contribution to disaster mitigation by CDM-ITB

Future Possible Targets for Research and Development Conducting research on local structures, including proper material tests, evaluation of properties (compression strength, modulus elasticity, dynamic properties, etc), and evaluation of effects of elements on structural responses, in particular masonry structures. Developing standards/manuals for so called nonengineered structures, including design and construction methods Developing appropriate building technology to reduce structural damage Developing seismic risk map for Indonesia Developing a system for evaluation of seismic risk for buildings Developing methods for disseminating results effectively to the communities

CDM-ITB Future Contributions to collaborative works within DRH scheme Support in developing and implementing DRH at regional scale (South East Asia and Indonesia) Participating as one of the DRH network nodes for Indonesia in : Identifying available and already implemented disaster technology within the country Compiling and evaluation of the DR technology for inclusion in the DRH technology list Assessing, adoption, field testing and dissemination of the DR technology from the DRH. Building mirror site of DRH at the local level

CDM-ITB Future Contributions BRI collaborative research network Providing data and updates from experimental studies and real earthquake events in Indonesia Providing seismic provisions from local codes/standards and common practices in building structures in Indonesia Development of systems and software/analytical tools Active involvement in future research within the partnerships (remote collaboration) Dissemination of results from various research Bridging the gap between academic community and society (especially in Indonesia) Active involvement in future research within the partnerships (remote collaboration) in: Developing appropriate building technology, with respect to local materials and construction methods, to reduce structural damage especially for housing in Indonesia Developing seismic risk map for Indonesia, which considers local characteristics, potential seismic source Developing a system for evaluation of seismic risk for buildings Developing methods for disseminating results effectively to the communities, with participations from local government offices and publics

CDM-ITB Future Contributions BRI collaborative research network Conducting experimental research of various structures and their components to improve the structural performance Conducting analytical studies on building technology to reduce structural damage Developing global standards/manuals for earthquake resistant buildings Developing a system for evaluation of seismic risk for buildings Developing methods for disseminating results effectively to the communities Sharing knowledge and experience in post-disaster reconstruction process and earthquake resistant structures Possible future contributions by your affiliate institutes for participating countries Facilitating experimental and analytical studies in disaster mitigation, through joint collaboration with various institutions in Indonesia

Thank you
