All colors to be selected by owner. All unpainted surfaces shall be primed, and loose, blistered or otherwise defective paint shall be removed, edges sanded and spot primed. Putty or spackle all nail holes, cracks and other defects. All colors, finishes, designs and patters to be selected by owner unless otherwise specified. The contractor shall arrange for all inspections to meet Municipal and utility Company requirements and procure and pay for all required licenses, permits, fees and certificates. All work done and materials used shall comply with the City of Springfield Building Code and the Massachusetts Electrical Code. All work performed in a workmanlike manner and all materials shall be free of defects. All debris as a result of contract work must be removed from the premises. All guarantees and warranties shall be in writing. In addition to the items outlined in the specifications, the authorized Office of Housing representative interpretation will become the basis of acceptance of the work performed. New mortar to match as closely as possible and will comply with ASTM specifications. Finished joint tooled to concave surface and recap. ROOF: Strip existing roof down to boarding and cover entire roof with 1/2" CDX plyscore sheets, lay Ice and Water at the bottom and any valleys and 15 lbs. felt remainder, aluminum drip edge at gutters and rake edge, also install a ridge vent covered with the same color cap. Install new asphalt roofing shingles, self-sealing, Architectural style shingles, Tamko, or equal with any necessary new flashing. Thirty year warranty by manufacturer. SIDING: Siding: Replace all loose, missing or deteriorated siding to match existing siding, including any new trim to complete the work. Repairs to be installed to manufacturer's specifications. GUTTERS: Install all new 4" x 5" aluminum gutter,.027 gauge, Alcoa or equal. Gutter to be hung and properly pitched using Alcoa Rack System, or equal. Contractor will be responsible for exact measurement of work. Install new white aluminum conductor pipe, complete with proper elbows, straps, hooks and accessories. WINDOWS: Replace any damaged windows to match existing. DOORS: Install pre-hung exterior doors, Brosco or approved equal, insulated steel style B-1 (solid, no lite) complete with jambs, threshold, brick mould, and keyed lockset. Installation shall include the removal of existing door (if any) and the preparation of the rough opening to accept the installation of the new door. Installation shall be plumb and level and shall include all fasteners, shims and caulking as required. Installation shall be according to manufacturer s specifications. Include all exterior exits and interior entrances. PORCHES AND SIDE STAIRS: A. Remove all defective structural and decorative members of porch and stairs to sound construction and replace with new materials to conform to Building Code and standard practice of the trade. B. Repair exterior porches and stair ways by preparing and painting all exterior porches, flooring, stairs etc.to prevent deterioration due to weather. Work to consist of all necessary scraping, sanding, caulking, putty, prime painting and (1) coat(s) of non-leading paint, Touriane or equal.

3 INTERIOR ELECTRIC: A. The Contractor will be responsible to have a licensed electrician inspect all panel boards and wiring throughout the house and correct all unauthorized, unapproved or defective wiring so as to comply with Electrical Code. Any electrical work costs resulting from this inspection will be assumed by the Housing to have been included in the Contractor's bid for same. B. Install 5 new 100 AMP, 220 Volt three wire Electric Services and 5 16 circuit panel(s) with plug in circuit breakers and main disconnects. Panels, meters sockets, circuit breakers to be Arrow Hart or equal. New Services to include all equipment, fittings and parts, including service ground wire and clamp for complete new installations. All new and existing circuits to tie into new panels C. Inspect all basement wiring, repair or replace all defective wiring, fixtures, receptacles and switches. All knob and tube must be removed and replaced with proper sized Romex or equal. D. Inspect all outlets, receptacles, switches and fixtures. Replace any defective components, to include: cracked or missing switch or outlet covers, inoperative switches or receptacles, cracked or missing "globes", resecure any loose switches, receptacles or fixtures. Bathroom receptacles shall be changed G.F.I. receptacles. Kitchen receptacles in sink area shall be changed to G.F.I. PLUMBING: A. The Contractor will be responsible to have a licensed plumber inspect all stacks, waterlines, drains, vents and fixtures throughout the house and correct all unauthorized, unapproved or defective plumbing so as to comply with Plumbing Code. Any plumbing work cost resulting from this inspection will be assumed by the Housing to have been included in the Contractor's bid for same. B. Baths (4): Repair plumbing and fixtures in entire bathroom: B1. Remove and dispose of existing floor, fixtures and piping throughout bathroom. B2. Install complete new copper or PVC vent piping in entire bathroom. Install new traps and three shut-off valves. Prepare bathroom for installation of new fixtures. B3. Install new bathroom fixtures complete with all associated trim. Water closet shall be American Standard or equal, free-standing reverse flush unit, with new seat. B4. Furnish and install a bathroom vanity, complete with countertop, sink and required fittings, shut-offs, traps and waste lines, for complete installation. Allow $ for purchase of vanity, sink and fittings. B5. Install new 5' fiberglass non-slip tub, complete with shower facilities, non-scaled valve, shower rod and all associated trim. Tub to be American Standard or equal. B6. Frame in tub if required; with new partition using 2" x 4" #1 fir (16" o.c.) with 1/2" waterproof sheetrock. B7. Bathroom fixtures to be white. B8. Patch floor as required, install 1/4" underlayment and new vinyl floor covering. C. Remove and dispose of existing sink, trap and defective piping. Install new stainless steel, drop-in sink complete with new trap, piping, shut-off valves and associated trim. D. D. Remove and dispose of existing hot water heater at basement level. Install 4 new direct vent gas fired 40 gal. hot water heater to supply all facilities of home to 120 F. Unit to be A. O. Smith, RUUD or approved equal with all required controls and safety valves. Make all

4 required connections to existing hot water risers and gas lines for proper venting of unit. E. Re-gas pipe lines from the street to the house and set up for 4 outside meters and interior piping for individual utilities. HEAT: Install four (4") inch block or concrete base of sufficient strength, length and width to accommodate any required supplemental motors, pumps and other systems accessories for each boiler. Supply and install (4) complete new gas steam boilers of sufficient capacity to heat each and all habitable rooms to a temperature of 70 F. at outside of -10 F. Boiler(s) to be Utica, Weil McLain, H.B. Smith or approved equal, with cast iron heat exchanger and necessary burner and controls as listed by the manufacturer. Also, supply and install necessary circulating pump to properly handle the system and installed radiation. Supply expansion tanks and necessary system pressure controls and low water cut off device. Leave in complete and working condition. All must be installed as per the applicable codes. In the case of a gas unit, installation, inspection and approval must be gained by the Contractor from the Bay State Gas Company. NOTE: INSTALL NEW CHIMNEY CLEAN OUT DOOR IF NONE EXISTS. CABINETS (KITCHEN AND BATH): Install new wooden wall and base units with Formica countertop and backsplash. Unit to be Merillat "Homestead Oak", Homecrest Surrey Oak, or Carriage Oak, or equal. Make any necessary repairs to floor and wall to match existing. Total 4. FRAMING: Demo of all walls and ceilings down to studs, joists and rafters.. Do any framing needed to pass a rough framing Code Inspection INSULATION: Insulate complete house up to today s Insulation Code. WALLS AND CEILINGS: Install sheetrock fastened to framing, using screws or ring groove sheetrock nails. Tape and seal all seams and nail heads using U.S. Gypsum, or equal, joint compound. Sand to smooth finish, paint two coats. All work to be performed per manufacturer's specifications and standard practices of the trade. Use fire rated sheetrock. FLOORING: A. Kitchens and baths: Repair floor by installing new vinyl inlaid applied over 5/8" underlayment, using waterproof cement. Install all underlayment using ring shank nail 6" apart on face and 4" apart on all seams. B. Wood Repair any damaged and sand and finish hardwood floors. All work to be professionally done with proper equipment. Finish will be with two coats of Urethane, brushed-on. C. Carpet with new FHA approved carpet and 1/2"rebonded pad. Secure any loose flooring and fill/shim any areas that would be noticeable after carpet installation. Include cutting bottoms of doors as needed to eliminate door rubbing carpet, tack strip, and removal of old carpet from site. Seams allowed at 12-0" width next to least traveled areas and doorways. Use maximum of two pieces in closets. CARPENTRY: A. Install any missing window, door and baseboard trim need to complete work and it shall be stained and varnished, or painted as per owner's designation. B. Doors: Install pre-hung six panel pine complete with all hardware. Locksets shall be "passage" for closets, "privacy" for bedrooms and bathrooms. Door shall be cut for proper clearance of

5 floor covering and shall be sized according to rough opening or per floor plan. Door shall be stained and varnished, or painted as per owner's designation. Doorstops shall be installed where required to prevent damage to wall or door. DUMP AND BUILDING FEES. IMPORTANT NOTICE: All work contained in this document, Work Write Up and Specifications MUST be completed as part of the property rehab and included in purchaser s submitted rehabilitation plan. Specifications include minimum housing quality standards. Once rehab is complete, property MUST pass Housing Quality Standards inspection.
