1 ADDENDUM #2 KITSAP TRANSIT Invitation for Bids RP1 Engine and Exhaust System Replacement IFB #KT November 17, Washington Ave. Ste. 200 Bremerton, WA Phone: Fax: Questions Asked and Answers Provided: Question #1: At the vessel check it was noted that 1 of the Cat. Engines will need to be sent out for overhaul and reinstalled. As this is not currently contained within the IFB, please confirm and designate which engine needs to be sent out. Answer #1: The starboard main engine. Question #2: Please provide the expected turnaround time of the one engine being overhauled. Answer #2: 5 days, beginning when the engine is received at the rebuilders shop. Transit time to shop is anticipated to be same day if leaves ship yard. Question #3: For the exterior soft patches, the spec requires them to be made watertight upon reinstallation. Do the soft patches currently utilize a gasket / sealant or both? If gasket, please provide material type, thickness, durometer etc. Answer #3: Adhesive-Back, 3/8" Thickness, 3/4" Width, 10' Length, Black McMaster Carr or equal SKU: 93375K23 (applied between flange and hatch.) Foam backing rod of various sizes is used to fill base of seam before applying filler. McMaster Carr or equal 3M Urethane sealer is used to fill and seal the upper portion of the seam. This sealer is easily workable to obtain a smooth transition between the deck and soft patch. Question #4: To access the interior main deck soft patches, a section of the carpet will need to be removed. At the vessel check the carpeting appeared to be glued in place. In the event of damage while being removed, please provide the Manufacturers information, type, color etc. of the existing carpeting. Answer #4: The carpeting is made of individual carpet tiles. The tiles are Flotex Montana /83. Adhesive used at time of manufacture was Forbo 920 Adhesive. Equivalent adhesives are acceptable. Question #5: What are the shore power requirements for the vessel? 2 ADDENDUM #2 Answer #5: Shore power connection is Starboard side, aft; 50 amp service. Question #6: Please provide a weight for the Caterpillar engines. Answer #6: Minimum dry weight is 4,000 pounds Question #7: Please provide technical data for the new owner furnished engine mounts. Answer #7: Attached Question #8: Please verify the total number of cooper bearings for disassembly, cleaning and repacking. And provide model number of the bearings? Answer #8: There are 4 Cooper flange bearings model #01 EBCF 300 GR AT Question #9: Please confirm that the existing exhaust deck penetrations (main deck and upper deck) were OK to keep and reuse. Answer #9: Yes they can be reused. Question #10: Please confirm that the exhaust tips above the upper deck would remain. Answer #10: Yes they can be reused. Question #11: The spec notes that Upon completion of the work and prior to sea trial, Caterpillar will inspect to ensure proper installation per Caterpillar recommendations. Please provide an outline of Caterpillar s recommendations and what the rep will be inspecting. Answer #11: The tech from Caterpillar will inspect each engines installation, specifically: fuel connections (supply and return); Electrical connections (battery to starter, wiring harness from engine to vessel) Raw water connections (suction and discharge); Inspections will be made to any auxiliary equipment that may have been removed from the engines to facilitate removal/ installation (alternators, bilge/ fire pumps, heat exchangers, air filter housings) This requirement is not intended as an indictment of any work carried out by the Contractor. Question #12: The spec notes to Provide sea trial service. Is Kitsap Transit requesting the Contractor to provide a pilot and crew to operate the vessel for Sea Trials? This can be done, but would propose that Kitsap Transit provide the operators and crew whom are already familiar with the vessel operation. Please advise if this option is acceptable. Answer #12: Kitsap Transit will provide crew. Question #13: Please provide the Manufacture information for the exterior deck paint system being used IWO the soft patches. 3 ADDENDUM #2 Answer #13: Intergard 345 Gray with Trivitro #50 sand blast media used as a nonskid. Question #14: Section 2.9 Time of Completion: states "The Contractor shall complete all physical Contract Work within the agreed upon window. Contractor should plan on fabricating parts after Contract Award and installing on the vessel at the beginning of January. Contractor should anticipate having the vessel in their yard for approximately six days, Monday through Saturday." Answer #14: All Bidders shall Bid according to these time constraints. Question #15: Your IFB states: remove and replace four (4) CAT C18 Acert engines with Owner supplied. The Award Vendor will also remove existing exhaust system, fabricate and install new system. The Work shall be completed in a manner that is consistent with all local, state and federal regulations that govern this type of work. The Awarded Vendor will be responsible for obtaining all necessary permits and sign offs." Which permits and regulations are you bound by? Answer #15: Kitsap Transit wants to ensure that all Work is completed to the standards normally associated with this type of work. As to the permits, Kitsap Transit wants to ensure that the Awarded Vendor complies with any and all permitting and regulatory requirements that a Vendor may need to have in place to perform this work. Question #16: Does Kitsap Transit have any information on a silencer that will accommodate their needs Answer #16: Harco Model 145VMS8 or equivalent. Drawing attached. Many variants of these isolators, designed and manufactured by us have now been in service for more than twenty years. TSC unit isolators are highly effective in reducing the transmission of vibration, structure-borne noise and shock from a wide range of rotating and reciprocating machinery and in protecting sensitive apparatus from external disturbances. They are particularly suitable for marine and mobile applications as internal snubbers are incorporated to control movement of the isolated machine. Type approval by Det Norske Veritas and general type approval has been given by Lloyd s Register of Shipping. PL059/1 - MARCH Rev. A DESIGN FEATURES Helical steel spring to BS1726 Class B. Inclined rubber springs are first grade natural rubber to metal bonded elements. SG iron castings to BS EN 1563 EN- GJS-400/15. Steel spring in most variants is isolated from the top casting by resilient seating pad reducing transmission of high frequency vibration and effectively damping spring coil surge resonance. Springs are pre-compressed on assembly, resulting in high equivalent static deflection and load capacity with minimum change between loaded and unloaded height. Rubber spring elements are effectively protected by the top casting and its extended skirt. Both types of spring support a proportion of the total load and thus the overall rate of creep is much reduced compared to an equivalent all-rubber unit isolator. A selection of steel and rubber springs, each having different vertical and lateral stiffness closely controlled in manufacture is available to facilitate the choice of the most appropriate isolator characteristics for a particular application. Optional soleplate is available to facilitate installation on resin chocks. Optional proof plates are available to enable removal of mountings for refurbishment (marine propulsion engines only). Optional height adjuster is available to facilitate installation. Typical Installation TSC T10 isolators used on a generating set Application Notes: All connections to and from isolated machine must include flexible lengths, not only to prevent transmission of vibration through the connections and allow the system freedom of movement, but also to avoid possible failure of the connections. Analysis of the isolated system is normally undertaken by Christie & Grey to predict the response to ship motion, machine forces and shocks to enable the correct selection of flexible connections.
