As Project Engineer, she has experience with inspection, analysis and design of highway and pedestrian bridges, transportation structures and civil infrastructure. She is experienced working and coordinating with NYSTA, NYCDOT, NPS, NYCDEP, NYCEDC, NYCT, PANYJY throughout the design and construction phases of projects. She also has experience with multiple methods of project delivery, including design-build. HDR Project Experience Tappan Zee Constructors / New York State Thruway Authority, The New NY Bridge (Tappan Zee Hudson River Crossing), Westchester-Rockland County, NY. Miscellaneous Structures Discipline Design Lead. The New NY Bridge will replace the existing Tappan Zee Bridge crossing which handles more than 138,000 vehicles every day far more than its design capacity. The new twin bridgesare over 3 miles long and will cross the Hudson River at one of its widest points to connect Rockland and Westchester counties. Key features of the new bridge include twin iconic cable-stayed main spans with 1,200-foot center spans.each bridge carriesfour general traffic lanes plus shoulders and extra-wide emergency lanes. The bridge will have new temporary tolling facilities with AETC (All Electronic Toll Collection) and a shared-use path (dedicated bicycle and pedestrian) on the northern bridge with scenic overlooks. The project implements Intelligent Traffic Systems (ITS) and Advance Traffic Management Systems (ATMS) to improve the flow of vehicle traffic. The bridge is designed for a 100-year service life and will be masstransit-ready for bus rapid transit without strengthening, or for commuter or light rail on a separate structure constructed between the two highway bridges.the project team will follow strict environmental performance commitments to protect the Hudson River estuary. The New York State Thruway Authority selected design-build as the delivery method for this project to meet an aggressive schedule. HDR is the lead designer, and a subcontractor for Tappan Zee Constructors LLC, a consortium of Fluor Enterprises, American Bridge Company, Granite Construction Northeast, and Traylor Bros. Detailed design includes deep foundations, cablestayed main span and girder/sub-stringer approach span structures, pre-cast substructure and superstructure components and highway design including alignments, AETC tolling, ITS, utilities and facility design. HDR is also leading significant Environmental Compliance activities including underwater noise, water quality and airborne air/noise monitoring. Ms. Freedman s role on the project as the Miscellaneous Structures Design Discipline Lead was to manage the design and construction support of numerous structures including over 20 overhead sign structures on grade and on the bridge; 6,000 linear feet of retaining walls including soldier pile and lagging, MSE, T-walls, and CIP concrete retaining walls; over 5,000 linear feet of concrete and acrylitenoise barrier walls mounted on retaining walls, on (OPTIONAL) PAGE IDENTIFIER 1
2 grade and on the bridge; the SUP prestressed concrete box girder pedestrian bridge; underbridge catwalk and access structures; roadway barriers; movable barrier gates;the AETC Tolling gantries; the 1,300 plus linear foot in-water permanent maintenance platform, and temporary maintenance dock; as well as the various attachments and support structures associated with ITS, utilities, roadway and aesthetic lighting and security related installations. These tasks required extensive interdisciplinary coordination, coordination with the contractor, coordination with the NYSTA, and management of more than 7 subconsultants and internal design teams. (2013-Present, $3.14 billion) Judlau Contracting, Inc./NYCDOT, Design Build and Emergency Contracts Section, Rehabilitation of the Northbound and Southbound Bruckner Expressway Bridges Over CSX and Amtrak Railroads, Bronx, NY. Inspector/Design Engineer. The Bruckner Expressway, Interstate Route I-278, is a major connecting link in the Bronx from the Robert F. Kennedy (Triborough) Bridge/Major Deegan Expressway (I-87) to the New England Thruway (I-95). An oil tanker truck fire on the Northbound Bruckner Expressway Bridge caused a downward deflection of portions of the bridge, resulting in decreased vertical clearances over the Amtrak and CSX tracks underneath the bridge. The New York City Department of Transportation (NYCDOT) selected the design-build project delivery method to meet the accelerated construction schedule. The project involved design, construction, and construction support services for the rehabilitation of the Northbound and Southbound Bruckner Expressway bridges. The Northbound bridge involves the replacement of the multi-girder steel superstructure, bearings, bridge seat, and backwall. The Southbound bridge involved the replacement of the existing deck, bearings, and backwall, as well as steel repairs to the existing truss superstructure, lead paint abatement, and bridge painting. Both bridges also involved approach slab and approach roadway replacement including replacement of barriers and railing, street lighting, frames and grates of drainage structures, and FDNY fire communications facilities. HDR performed the engineering design for the bridges, which included analyzing the existing and proposed structures to account for the contractor s construction means and methods. Prefabricated bridge components, including precast concrete deck slabs, bridge seats, and backwalls, were utilized to eliminate concrete cure times and allow for bridge deck replacement within the night time lane closure durations allowed for by the contract. The design was coordinated with and approved by NYCDOT Design Build, NYCDOT Quality Assurance, 2 (OPTIONAL) PAGE IDENTIFIER
3 NYCDOT OCMC, public and private utilities, Amtrak, and CSX. The construction support services (CSS) included review of shop drawings, requests for information, contractor requests for substitution, and evaluation of and response to field conditions. The CSS was performed in coordination with NYCDOT, the Resident Engineering and Inspection consultant, the contractor, and public and private stakeholders including Amtrak and CSX.The design/build contract for the design, construction and construction support services of the rehabilitation of the Bruckner expressway bridges required the inspection of the existing structure and the preparation of contract plans for the new superstructure and substructure elements. Ms. Freedman, as a structural E.I.T., was a member of the inspection team, and performed the design of the pre-cast concrete deck panels and approach slabs, using finite element analysis programs involving STAAD and LARSA. She aided in the design and detailing of the steel intermediate and end diaphragms, the detailing of the Northbound abutments, including the fixed and expansion joints, the construction staging of the demolition and replacement of the bridge seats and bearings, as well as the detailing of the parapet. She also worked extensively with the preparation of contract drawings for compliance with NYCDOT requirements. Additionally, Elana was involved with the shop drawing review and construction support services. ( , $63M) National Park Service, Stabilization of the Ellis Island Seawall, Statue of Liberty National Monument, NJ. Project Engineer. This ongoing project is a rehabilitation of the historic seawall surrounding Ellis Island and the installation of a pedestrian bridge. The rehabilitation was geared to the structural stabilization and historic preservation of 4 different types of concrete seawalls and required ample coordination between different disciplines including structural, civil and marine engineering and connecting 2 islands with a pedestrian and maintenance vehicle bridge. This ARRA funded project has a limited timeline and strict funding regulations. Ms. Freedman has been involved with this ongoing project during the proposal process, the preliminary schematic design phase and final design phase. During schematic design, Ms. Freedman was a leader of the inspection team and oversaw field operations and coordination between the client and various subcontractors. She was responsible for coordination with the client, subconsultants, subcontractors and internal design team. She was integrally involved with the review and development of the construction documents including plans, sections and design details as well as coordination with specifications. Within the final design phase, Ms. Freedman was also involved with the scheduling and resource management. She also provided information and support material for permits from NJDEP and the Army Corp of Engineers as well as the engineer's cost estimate. ( , $22M) NYCDEP, Reconstruct Concrete Floor Slabs and Beams at Ashokan Fleet Garage. Designer. Ms. Freedman was involved in the 30% progress design of 3 (OPTIONAL) PAGE IDENTIFIER
4 this reconstruction project. She prepared the 30% design plans and details of the floor slab repair as well as the cost estimate and specification selection process. ( , $2M). NYCDOT, Replacement of the 11th Avenue Viaduct, New York. Drawing Coordinator. Final design phase for rehabilitation and partial replacement of a 1600-ft viaduct, including coordination with NYCT for the No. 7 Line subway extension and the Expansion of the Javits Convention Center. Two construction packages will be prepared, for the South and North Sections, Ms. Freedman was involved with the later. She was involved with the coordination and development of plans and sections for the rehabilitation of the existing steel girder viaduct.( , $100M) NYCEDC, Rossville Site Feasibility Study. Team Member. Ms. Freedman participated in the feasibility study at the Rossville site in Staten Island, NY. The study addressed the construction or reconstruction of vessel docking structures. Tasks included site investigations, review of historic documentation, public records, permit related issues and economic and community impacts of various applications, and cost implications. (2010-Present). NYCT Rehabilitation of Nine Stations & Line Structure on the Sea Beach Line, Brooklyn, NY. Inspector/Design Engineer. This project scope includes the rehabilitation of station platforms, canopies and fourteen (14) stations control houses on the Sea Beach Line. As a Structural E.I.T. assigned to this project, Ms. Freedman was involved with inspecting the existing conditions of the open cut subway stations, preparations of plans and structural design of elements of the stations specifically the analysis of existing steel beams under new loading conditions, the design of reinforced concrete stairs and steel stair canopies, as wall as the design of new steel beams to be added to the existing control house structures and reinforced concrete slab design. She was also involved in the coordination with other project disciplines including Architectural. (2007- On-going, $12M) NYCT, Stations Conditions Survey, NY. Structural E.I.T. Ms. Freedman was a member of the inspection team for the station surveys of a total of 146 NYCT Stations in Queens and Lower Manhattan as part of the Indefinite Quantities Contract with NYCT, in compliance with the NYCT Station Inspection Manual. She also developed the station inspection reports, 125 of which were completely and the Final Station Inspection Reports were submitted to NYCT at the end of February The final 21 Station Inspection Reports were submitted to NYCT in September ( , $716K for 125 stations, $141K for the additional 21) NYCT, Stations Conditions Survey, NY. Design Engineer. Ms. Freedman is involved in this ongoing project to detail construction staging, design of concrete walls, slabs, and stairs as well as the outlining of necessary specifications in accordance with the Port Authority's requirements. (2009, $350K) Randall's Island Pedestrian Bridge, Randall's Island, NY. Team Member. This ongoing project is the development of an existing CONED conduit support structure into a pedestrian bridge and bikeway. Ms. Freedman has performed the design of the deck and bridge railing as well as a check of the retrofit on the existing super structure. She is integrally involved with the development of the contract documents including the drawings and specifications. (2008- Present, $3M) Rustic Rail, Long Island, NY. Team Member. Ms Freedman was involved in the load rating and shoring design of the reinforced concrete culvert supporting Ocean Parkway in Long Island, NY. She designed an emergency stabilization shoring for one of the culvert found to be in poor condition, prepared the construction drawings, and coordinated with the contractor to use readily available materials.
