1 OFFICE OF THE COMMUNITY & NEIGHBORHOOD SERVICES City Hall Holland, Michigan Community & Neighborhood Services Report To: Planning Commission Date: March 14, 2017 Subject: Site Plan Review New storage building for 92 East 64th Street Strategy: Summary Applicant: Genesis Trailers Location: 92 East 64th Street Property Area: Irregular 405 x 536 (5.24 acres) Request: The applicant requests approval to construct a 38 x 100 (3,800 sf) storage building in the rear yard of this property. (Please see the attached application and project narrative.) Staff notes that typically a project of this nature would only require an administrative staff review. However, this property is located in the West Michigan Regional Airport review area which requires all forms of new construction to be reviewed by the Planning Commission. Adjacent Zoning: I-2 Industrial District to the west and east, AG Agricultural District to the north and south. Existing Land Use: Industrial facility Adjacent Land Uses: West Michigan Regional Airport to the north, industrial production facility to the west, vacant property to the east and I-196 to the south Development Plan - Comments from City Departments: HBPW Water/Wastewater No impact of HBPW facilities HBPW Electric Contact Karen Bastien at if additional electric feed is needed.
2 HBPW Pollution Control 1. A monitoring manhole is required for all non-domestic customers. It is to be installed on the owner s property. All wastewater must pass through the manhole before connecting to the main sewer. Only one connection to the main sewer will be permitted for each building. 2. In the case of additions or renovations to an existing building, all new sewer lines must tie into existing sewer lines at least 10 feet before the monitoring manhole in order to ensure proper wastewater sampling. 3. Any food service facility will be required to discharge all wastewater (with the exception of dishwasher and sanitary wastewater) through a 1,000-gallon three chamber interceptor to help contain all fats, oil, and grease. 4. Any building with the potential to discharge petroleum based oil to the floor drains is required to install a 1,000-gallon, three chamber oil interceptor. 5. Discharge of uncontaminated process water, storm water, uncontaminated cooling water, surface water, groundwater, roof runoff, or subsurface drainage to the sanitary sewer system is prohibited. 6. Any proposed waivers to the above requirements must come in the form of a written request from the owner. Requests must be sent to Gary Bunschoten at gbunschoten@hollandbpw.com, or faxed to the same at Fire - The property owner shall maintain fire department access for the proposed building. It appears that there is a fire hydrant within 400 ft of every portion of the proposed building. This is located on the cul-de-sac to the west of the proposed building. There are no additional concerns at this time. Any further development or building in this area will require additional review. Transportation Services Reviewed Plan Sheet C-101 by Driesenga & Associates dated 2/22/2017. Proposed structure to be built over existing impervious area. No comments from Transportation Department. West Michigan Regional Airport 1. That the application receives FAA approval (if necessary) and complies with all FAA requirements. 2. That the elevation of the additions, including all rooftop appurtenances, not exceed a height of 35 feet. 3. That any storm water detention area be designed to be mowable throughout. 4. That any emission from the building not be visible so as to create hazardous conditions to air traffic. 5. That any external material of the building, including rooftop appurtenances, be non-reflective to reduce glare that could obstruct a pilot s vision. 6. That any external lighting be directed downwards so as not to create any visual hazards for pilots. 7. That any crane utilized during construction be flagged during the day and lowered at night.
3 o Community and Neighborhood Services 1. Per Section 39-25(c)(9) of the Zoning Ordinance, the requirement for public sidewalk along 64th Street shall be waived. Recommendation: After holding the required public for the site plan, staff recommends that the Planning Commission approve said plan conditioned on the applicant complying with the conditions and comments as noted in the body of this report.
