2 January 6, 2014 Mr. Alvin McLamb City of Rock Hill 150 Johnston Street Rock Hill, South Carolina Re: Asbestos Inspection and Lead Testing Report 302 Sidney Street, Rock Hill, SC CRE Project Number: IN Dear Mr. McLamb: Crossroads Environmental, LLC (CRE) completed an asbestos inspection and lead testing of the residence located at 302 Sidney Street in Rock Hill, SC on December 16, The inspection was performed by two SC-DHEC Licensed Asbestos Inspectors, and in accordance with South Carolina Department of Health and Environmental Control (SC- DHEC) and Environmental Protection Agency (EPA) Requirements. A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety. Building Description The building most recently served as a residence, but was once a commercial structure. The building is a single story structure featuring a bonus area upstairs that is split into two bedrooms. The building sits at the corner of two residential streets and features numerous windows and two dormers. Inside, wood and vinyl tile make up the floor system while drywall forms the wall system and ceilings. A utilitystorage room is once where the commercial storefront sat, and this area features celotex ceiling tiles. Another type of celotex tiles are found upstairs. Outside, brick and mortar cover the siding and a shingle roof keeps everything in the dry.

3 Asbestos Inspection and Lead Testing Report January 6, Sidney St., Rock Hill, SC Page 2 CRE Project Number: IN Asbestos Inspection StrategySampling Protocol The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC- DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, three samples of each type of thermal system insulation, and the sample requirements for surfacing are based on square footage). Following completion of the on-site inspectionsampling, samples were submitted to an accredited laboratory for analysis. Stop positive analysis was requested on all materials except for surfacing (sprayed-on or troweled-on materials such as joint compound and fireproofing). Stop positive analysis means that if one sample of a material in a homogeneous area is found to contain asbestos, then the other samples of that material are not analyzed, but are assumed to contain asbestos based on the results from the first sample analyzed. As of June 27, 2008, SC-DHEC requires that any non-friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected. Lead The lead testing was performed utilizing an Innov-X XRF Analyzer (Model #: DC-2000, Serial # ). Testing was performed on all painted surfaces since the structure is scheduled for demolition. Asbestos Results EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. Results indicated that asbestos was detected in the joint compound located throughout the residence, as well as the 9 grey vinyl floor tile upstairs. According to the Environmental Protection Agency (EPA), paint containing 1 mgcm 2 of lead (by XRF) or 0.5% by weight (paint chip analysis) is considered lead-based paint (LBP). Results indicate that limited walls and exterior trim contains LBP (see Table II. in Attachment I). For disposal purposes, SC-DHEC allows components painted with LBP to be disposed of in a Class II (C&D) Landfill. Relevant Regulatory RequirementsRecommendations Friability-Friable materials are defined as materials that can be reduced to powder by hand pressure. It should be noted that non-friable materials may become friable depending on the method of removal. All non-friable materials must be removed by properly accredited asbestos personnel. If the non-friable materials are removed in a friable manner, then all regulations in regards to friable abatement will apply, and the abatement must be performed by a SC-DHEC Licensed Asbestos Contractor, and in accordance with all state and federal regulations. Project Design-A Project Design, written by a SC-DHEC Licensed Project Designer, will be required on this project. Closing Statements and Limitations Attachment I includes a table with descriptions, results, and sample locations of the suspect materials and paint samples. Attachment II includes a copy of the analytical results from the laboratory. Attachment III includes a sketch andor photographs of the sample locations. Attachment IV includes a copy of the SC-DHEC Asbestos Inspectors Licenses and EPA Lead Inspector s License. Every effort was made to identify all materials in accessible areas. There is the possibility that suspect materials were not identified in inaccessible areas. If any suspect material is discovered that is not included within this report, it should be sampled before it is physically disturbed.
