1 TENDER ENQUIRY NO.OI00LM0022 DATED DUE ON : AT HRS. TENDER ENQUIRY FOR PURCHASE OF COLD ROLLED CLOSED ANNEALED (CRCA) STEEL COILS Balmer Lawrie & Co. Ltd. is a leading manufacturer of steel barrels in India. The company buys about 1,00,000 MT of CRCA Steel Coils annually for barrel manufacturing. We have a requirement of 1500 MT (+/-10%) CRCA Steel Coils for Barrel Manufacturing during Nov/Dec'13 at Sewree, Silvas sa, Chennai & Asaoti. Sealed tenders are invited from reputed manufacturers for supply of 1500 MT. Detailed specifications, terms and conditions of the Tender are given below. DETAILED TERMS 1. Product Specifications: Cold Rolled Closed Annealed (CRCA) Steel Coils oiled with dry skin pass. Sr. No. Description I The Steel must conform to the properties and dimensions ofis-513 'D' Grade. II Chemical Composition C 0.10% Max. Mn 0.50% Max S 0.035% Max P 0.035% Max III Physical Properties Tensile strength Mpa Yield Stress 280 MpaMax. Elongation% 28Min Hardness 50 to 60 HRB Bend Test Must pass. IV The tolerance for thickness of 0.97 & 1.20 (+0.03/-0.02)mm. The nominal thickness to be measured at Centre of the Coils. Bidder may indicate their thickness tolerance in the offer. However, they should aim to achieve average thickness of 0.97 & 1.20mm. V Steel must be suitable for electrical resistance seam welding. VI The steel must be free from pinholes & lamination and other surface defects such as scale, rust, water, sensitive residues, contaminants, black patches, blisters, pitting, porosity, cracked or tom edges, serrated edge that will impair the quality of steel drums. There should be no marking on any part of the steel surface. Steel should be Electrolytically [ECL] clean steel. VII The steel Coils must have corrosion resistance for a minimum period of six months. The surface quality of the steel must be such that it can achieve an excellent paint adhesion and the RA Value should be 0.8 to 1.6. The drum exterior is to be coated with stoving barrel enamel paint while interior of the drum may remain as it is or coated with lacquer internally or electro galvanizing as per our requirement. Thus steel surface must be suitable to fulfill all such requirements. VIII The tolerance in width of all sizes of Coils is + 1/-0mm.

2 Mumbai IX Variation in flatness along the width is not allowed. Variation in flatness along length is permissible unto 5 mm over 2000 mm. X Weld joints in the Coils are not acceptable. XI Coils should weigh: 7 to 10 MT for 914/ 910mm width and 10 to 13 MT for 1315 / 1225mm width. XII Inside diameter 610 mm for 914/ 910 & 1315mm coils & 510mm for 1225 XIII Winding variations 10 mm Max as measured between the innermost and outer most layers. Packing: Each Coil must have water proof metal packing so as to withstand ingress of rainy water and to avoid any damage during Road / Rail transportation. 3. Quantity, location & size of steel is indicative and may vary at the time of placement of Purchase Order. Company reserves the right for re-allocation between the location, size & quantity of steel within the total tender quantity. Company also reserves the right to procure the tendered quantity in part or full for any location or in combination of locations. 4. Every effort should be made by the vendor to commence supply within three weeks or earlier from the date of issue of Letter of Intent / Purchase Order. 5. Steel supplier should give their offer in the attached Annexures - I & II for different locations. 6. Balmer Lawrie reserves the right to place repeat order after obtaining consent from the vendor. 7. Payment: 30 days from the date of despatch of material. 8. Quality: Each lot / batch should be accompanied by the manufacturers test certificate duly approved by quality control/assurance conforming to the technical specification as mentioned in S.No.l above. 9. Guarantee: On receipt and inspection of the product (within 90 days of arrival), if it is found that it does not meet the contractual specifications, the supplier has to refund the total value of rejected steel plus Rs.500/- PMT towards processing charges (if rejected in sheet form) by way of Demand Draft / Cheque before lifting of the same. 10. Pre-dispatch inspection: The buyer shall reserve the right to have pre-dispatch inspection done by an independent inspection agency at their own cost. However, acceptance during pre-dispatch inspection does not absolve the responsibility of the 2

3 11. Offer validity: Offer should be valid for acceptance for 30 days from the date of opening of tender. 12. Company reserves the right to reject all the tenders received or accept part of the tendered quantity at our sole discretion. 13. Bidder will be evaluated based on lowest Net Delivered Price (NDP) for each location. Order will be placed on lowest NDP bidder. If there are more than one Ll party, the order will be distributed proportionately. 14. Arbitration: Any dispute or difference whatsoever ansmg between the parties out of or relating to the construction, interpretation, application, meaning, scope operation or effect of this contract or the validity of the breach thereof, shall be settled by arbitration in accordance with the Rules of Arbitration of the "SCOPE Forum of Conciliation and Arbitration" and the award made in pursuance thereof shall be binding on the parties. The award of the Arbitrator so appointed shall be final and conclusive and binding on all parties to the agreement subject to the Provisions of the Indian Arbitration Act 1940 and the rules there under and any statutory modifications or re-enactments thereof deemed to apply to the Arbitration proceeding under this clause."
