1 Appendix A THUNDER BAY FIRE RESCUE SERVICE FIRE FIGHTER TURNOUT GEAR SPECIFICATIONS FOR STRUCTURAL FIREFIGHTING ( ) ALL MATERIALS AND CONSTRUCTION MUST MEET OR EXCEED THE CURRENT N.F.P.A EDITION AND OSHA STANDARD FOR STRUCTURAL FIREFIGHTERS PROTECTIVE CLOTHING. SCOPE The purpose of the clothing is to provide protection during structural fire fighting operations where there is a threat of fire or when certain physical hazards are likely to be encountered, such as during non-fire-related rescue operations, emergency medical operations, and victim extrication. RESPONSE CODE: The bidder shall respond to each clause in the Specifications marked by brackets, ie. using the codes below: C Proposed Bunker Suit complies with requirement. X Proposed Bunker Suit does not comply with the requirement. A Proposed alternative to requirement. If the bidder responds to any requirement using code A, a brief description of the alternative must be detailed. Failure to respond to a clause of the specification will be interpreted as response code X (does not comply). Each page shall be initialled in the bottom right hand corner by the proponent. GENERAL MATERIALS: All fabrics and components used in the jacket and/or pants of the bunker suit shall conform to the following specifications and shall meet or exceed the performance requirements of NFPA Edition. TOLERANCES: Unless otherwise specified, a tolerance of ± ½ oz/yd² (± 17 g/m²) shall apply where material weights are specified, and a tolerance of ± ½ (± 13 mm) shall apply where dimensions are specified. Where measures are given as approximately, tolerances shall be in accordance with good manufacturing practices and in proportion to the dimensions stated. OUTER SHELL MATERIAL The outer shell material shall be a maximum 7.5 oz. (60% Kevlar/40 % Nomex blend) or PBI/Kevlar blend. It shall be tan - kaki in colour and designed to be water repellent. 2 MOISTURE BARRIER MATERIAL (SEALED) This material must be waterproof and semi-permeable (breathable) and bonded to a woven Nomex/Kelvar fabric, or E-89 aramid spunlace fabric - maximum 5 oz. THERMAL INSULATING LINER MATERIAL This material must be multi-filament Nomex, or Caldura filament Nomex/Nomex--blended face cloth sewn to aramid, needled non-woven Kevlar quilt - maximum 7.85 oz. * A 7.5 x 9 pocket constructed of self material and lined with moisture barrier material shall be affixed to the inside of the coat thermal liner on the left side by means of lock stitch. THERMAL PROTECTIVE PERFORMANCE The assembled garment, coats/pants consisting of an outer shell, moisture barrier, and thermal liner shall exhibit a TPP - Thermal Protective Performance rating of not less than 35. List rating for garments submitted. TPP Rating SEAMS All seams on the moisture barrier must meet or exceed the current seam seal tests incorporated by NFPA Detail the process used for sealing seems. STITCHING All major seems must be joined with three rows of lock stitch sewing with a full fell finish. Two rows of lock stitch sewing can be used on all edges for all hook and loops as well as on all reflective trim. High density bartacks are to be included on all stress points. REINFORCEMENT MATERIAL TWO TYPES Arashield (gray) reinforcement material to be sewn onto the knees. Outer shell reinforcing will be placed on the shoulders and elbows. Arashield reinforcement material to be sewn onto wrist cuffs, ankle cuffs, and onto the lower inside leg or the kick shield. PADDING MATERIAL NFPA compliant or better describe areas and process for padding. 2
3 HOOK AND LOOP FASTENERS Must be flame resistant treated to ensure the highest performance available. Detail specs and attachment process. FIRE FIGHTER TURNOUT COATS The coat must be a tan - kaki colour, 32 inch model with a minimum 12 overlap between the bottom of the coat liner and the top of the pant liner. It must have zinc coated hook snap and D ring front closures attached with rivets and a full length neoprene drainage channel beside the closures, combined with a 5.5 wide full velcro storm flap closure and a completely removable liner. The coat must have a Canadian flag (Nomex) sewn on left shoulder. COLLAR The coat collar shall be constructed to a minimum of the NFPA standard and shall be designed to interface with the wearing of hoods and helmet liners providing the utmost in protection without hindering firefighter mobility nor the wearing of SCBA. Proponent to detail construction specs of collar (ie. Height, list of layers from inside out, fastening system and other components or benefits). SLEEVES The coat shall have tailored 2 panel sleeves shaped like the natural bend of the human arm/curved to allow for better mobility and natural arm bending and shall have underarm gussets built into all three layers of material in order to allow for reaching with minimum coat rise. WRISTLETS/CUFFS Wristlets made from waterproof neoprene and elasticized at the ends to fit snugly and comfortably around the wrist shall be sewn to the outer shell to form a well with neoprene lining on the inner sleeve and should be complete with drainage eyelets located at the bottom of the wells. The inner cuff shall be 6.5 long and made of knitted Kevlar or comparable material to provide protection to the wrist and upper hand area and shall include a thumb hole which is double knit reinforced (no neoprene). The knitted cuff shall be sewn directly to the liner eliminating any gap between the cuff and liner. The end of the shell sleeve shall be reinforced with Arashield. POCKETS There shall be 2 front pockets 9 wide by 9.5 high by 2 deep bellows style. They shall have a 3 rectangular flap with full 2 velcro closure, a minimum of 2 drainage eyelets at the bottom, the lower half of each shall be reinforced with an additional layer of outer shell material and be complete with a layer of neoprene between the layers of shell material on the flaps to provide an added moisture barrier. 3
4 HOSE KEY A 3.5 by 2.5 patch of double layer outer shell material in the form of a flap shall be sewn inside at the centre top of the left lower coat pocket and shall have affixed to it a hook snap to accommodate the ring of a jackknife type folding hose key. The hook snap shall be riveted to the patch which shall be leather reinforced. MEDICAL GLOVES POCKET A 4 by 3 medical glove pocket with a flap shall be incorporated into the top front of the right side coat pocket. RADIO POCKET Each coat front upper left breast area shall have a 2.25 deep by 3.75 wide by 6.75 high, expansion portable radio pocket double stitched to it. The pocket shall be located as close as possible to the coat centre so as not to interfere with SCBA harness and shall have a 3.75 by 4.75 rectangular shaped flap constructed of 2 layers of outer shell material. The upper pocket corners and flap corners shall be reinforced. The pocket flap shall have a 2 by 3 velcro closure and shall incorporate a radio antennae slot at the left rear of the pocket. Two rust resistant metal drain eyelets shall be installed in the bottom of each pocket. There shall also be 4 rust resistant eyelet s installed in an arrangement on the front of the pocket at a point 0.5 below the bottom edge of the closure flap to facilitate receipt of radio communications. COMMUNICATION EQUIPMENT LOOP A radio remote speaker/microphone attaching loop made of outer shell material shall be attached at a convenient location just above the radio pocket. FLASHLIGHT ATTACHMENT OPTIONS A flashlight clip and loop (made out of outer shell material) shall be attached at a convenient location on the opposite side of the radio pocket. This will be determined at build to facilitate type of flashlight chosen by department. (Snap hook located above the Flashlight Velcro loop) NOTE * Left-handed Firefighters shall have the option of ordering the coat with the radio pocket and communication equipment loop on the right breast. 4
5 RETROREFLECTIVE FLUORESCENT TRIM The latest NFPA compliant materials and attachment process using a minimum of two rows of lock stitch. Placement and total area of trim application must meet or exceed current NFPA requirements. If trim application meets radio or cargo pockets, such trim must also be sewn on pockets so as not to interfere with suit trim pattern. DRAG RESCUE DEVICE (DRD) As per NFPA standards. INSPECTION PORT There must be an inspection port in the coat/liner. Proponent to describe size and location of port. FIRE FIGHTER TURNOUT PANTS Must be tan kaki colour, manufactured to the identical construction specifications of the coat and be the high waist type compatible with the 32 coat providing a minimum 12 overlap between the bottom of the coat liner and the top of the pant liner. The thermal/moisture barrier liner must be completely removable from the outer shell but shall ensure the wearer secure attachment while worn. A front outer and inner fly flap of the same size must provide a complete seal and shall be of an appropriate length dependent on pant size and shall be secured with full 2 hook and loop (Velcro) material. The waist size shall be adjustable via sturdy composition quick adjust fasteners and side straps made of outer shell material. REINFORCEMENT & MATERIALS Padding and materials- see page 1 and 2 POCKETS 9 by 9 full bellows pockets complete with 3 flap shall be suitably located on each thigh area. They shall include full-length 3 velcro on the flap and 2 on the pocket closure. The flap construction shall include a centre layer of neoprene to provide a moisture barrier for pocket contents. The lower half of pockets shall be reinforced inside with outer shell material and there shall be two water drainage eyelets at the bottom. 5

If trim application meets radio or cargo pockets, such trim must also be sewn on pockets so as not to interfere with suit trim pattern. SUSPENDERS Pants shall include H back style heavy duty constructed suspenders with straps made of high strength 2 cotton webbing at a minimum; they shall be red in colour and adjustable. They shall be of 4 point design and attachment construction must satisfy the purchaser. INSPECTION PORT There must be an inspection port in the pant/liner. Proponent to describe size and location of port. COMPLETE SUITS - INDIVIDUALLY MANUFACTURED GARMENTS/COATS/ PANTS SIZING/FITTING All garments must be made to custom sizing for both males and females which has been obtained from the actual wearers measurements. General sizing, such as small, medium, large etc., will not be considered acceptable. Due to the high degree of importance, the manufacture must conduct sizing and ensure proper fit. Any and all garments received that do not properly fit will be returned for replacement. Alterations consisting of additions to materials will not be accepted. LABELS All garments and attachments must meet NFPA standard and readily visible labels made from materials which meet or exceed the latest NFPA standard shall be placed conspicuously on the inside of the outer shell and each separate layer of the garment. Labels shall contain at least the following information: Indication of NFPA certification Materials/fiber content Wearers name and sizing Care and maintenance instructions Applicable warnings Manufactures name and address Date of manufacture Do not remove this label 6
7 FURTHER REQUIREMENTS The proponent must provide an accurate combined total weight of the finished product (coat and pants).the proponent must supply a copy of the actual specifications used for the design and construction of this clothing. The successful bidder shall produce and supply one suit to the Corporation/Thunder Bay Fire Rescue for its inspection and review based on the specs and design listed above. This suit will not be evaluated on custom fit but on options and compliance with specs. All material supplied under this contract must bear the appropriate labels. All equipment supplied under this contract must meet or exceed all Municipal, Provincial and Federal Regulations regarding employee health and safety. 7
