1 WESTERN KENTUCKY UNIVERSITY Proposed Projects Involving the State General Fund (cash or bonds)* Priority Project Title / Description Total Budget Renovate Science Campus - Phase II $33,000,000 This project will renovate four buildings on the Science Campus (Thompson Center, Thompson North, Science and Technology Hall and Snell Hall. This project is necessary to allow the effective support of the departments of Biology, Chemistry, Computer Science, Mathematics, Physics and Astronomy Renovate Electrical Distribution - Phas IV & V $2,449,000 The project will replace a portion of the existing campus electrical distribution system. This project is necessary to allow reliable campus electrical distribution. It will also allow for additional growth Renovate Schneider Hall $9,572,000 The project will renovate Schneider Hall to prepare it to be converted into a residence hall for the Kentucky Academy for Math and Science. This project is necessary to provide a residence hall for students enrolled in the Kentucky Academy for Math and Science Purchase Digital Television Transmission System $3,321,000* The project will construct a new digital television transmission system for WKYU-TV including antenna, transmission, line, transmitter, studio to transmitter link and associated equipment. This project is necessary to bring WKYU-TV into compliance with federal mandate that all full power stations convert to digital television by *Total Budget includes federal funds of $1,721, Renovate/Construct Telephone Infrastructure $3,000,000 The project will replace the existing telephone communications infrastructure. This project is necessary to allow the replacement of old, outdated equipment and provide expanded services Const Owensboro Reg. Postsecondary Ed. Center $17,470,000 This project calls for the construction of a Regional Postsecondary Education Center through a partnership with Owensboro Community College, Owensboro Technical College and Western Kentucky University. Owensboro Community College and Owensboro Technical College will provide the certificate and associate degree programming, while Western Kentucky University will provide upper division baccalaureate and post graduate coursework. All three will provide customized and short term training to area business and industry as requested. The project is being requested in two phases. This first phase of approximately 60,000 gross square feet will house an Advanced Technology Center incorporating state-of-the-art industrial technology facilities and equipment and information technology programming, and the Commonwealth Virtual University. This facility is needed to meet the training and education needs of the region's business and industry as well as its citizens. The second phase of the project, encompassing approximately 30,000 GSF will house the Western Kentucky University - Owensboro Campus and will include standard classroom space, smart classrooms (wired for computers and multimedia technology), interactive television facilities, computer laboratories, and administrative space. 1

2 In the Budget of the Commonwealth, $375,000 was appropriated for the initial design and programming for this Advanced Technology Center in Owensboro. The design firm of Ross-Tarrant Architects, Inc., has been selected to design the new facility. The project is now in the design development stage Renovate Van Meter Hall - Design $688,000 This project will completely renovate Van Meter Hall and provide the functional renovation of auditorium space to other uses. This project is necessary to allow the continued and more efficient use It also is needed to protect one of the University's most historical buildings Renovate Central Heat Plant - Phase I $1,273,000 The project will renovate failing equipment. This project is necessary to allow the reliable supply of steam to the campus Renovate Garrett Conference Center - Design $858,000 The project will renovate Garrett Conference Center, a vital building on the north end of campus. This project is necessary to allow the continued use of a critical building Acquire Wireless Spectrum $2,000,000 Looking forward to the day when all telephone communications is wireless, we will have to secure frequency spectrums to broadcast to our telephone users. This project will allow us to go completely wireless for telephone communications for residence hall students, faculty and staff Renovate Gordon Wilson Hall - Design $567,000 This project will completely renovate Gordon Wilson Hall and provide the functional It also is needed to protect one of the University's most historical buildings Replace Server $880,000 We currently have in excess of 20 separate servers serving our campus, with multiple operating systems and varying platforms, most of which are approaching their useful life. Consolidate server platforms and server operating systems down to the fewest number that will serve our applications to our clients Acquire Video Server $800,000 This project will provide a digital video server for WKYU-TV. This project is necessary to improve the efficiency of the television station and provide instructional video on demand for classroom and residence hall access Construct Radio and Television Transmission $615,000 This project will construct a 600 ft. guyed steel tower and associated equipment building to provide a common tower facility for Western Kentucky University's public radio station and public television station. This project is necessary to improve the service area for the radio and television stations Expand Campus Network - Phase II $750,000 This project will continue to expand and enhance the campus data, voice and video networks. This project is necessary to continue the quality service of campus-wide network communications. 2

3 0016 Purchase Confocal Microscope $110,000 This project will purchase an epi-fluorescence microscope with a mercury arc lamp, a CCD camera with adapter and imagine workstation to capture and analyze generated images. This project is necessary to enhance research efforts and improve opportunities for obtaining funding from outside agencies Purchase Property $400,000 This project will allow the University to purchase available property around the perimeter of the main campus. This project is necessary to acquire property that will allow future growth Renovate Clock and Bell System $870,000 This project will provide a new clock and bell system. This project is necessary to create a properly functioning clock and bell system Acquire Property and Construct Parking Lots $2,000,000 The project will acquire property and construct parking lots on the perimeter of campus. This project is necessary to expand the parking capacity of the campus Cnst South Reg Postsecondary Ed Ctr. Ph II $16,606,000 The purpose of this project is to expand the South Regional Postsecondary Education Center in Glasgow. Expansion is necessary to accommodate increased enrollments, to support additional programs now in progress, and to respond to outreach requests. It is anticipated that student enrollments will double, reaching 2,600 by Const Owensboro Reg. Postsec. Ed. Ctr (Phase II) $7,610,000 This project calls for the construction of a second phase of a Regional Postsecondary Education Center through a partnership with Owensboro Community College, Owensboro Technical Colleges and Western Kentucky University. Owensboro Community College and Owensboro Technical College will provide the certificate and associate degree programming, while Western Kentucky University will provide upper division baccalaureate and post graduate coursework. All three will provide customized and short term training to area business and industry as requested. Phase I of this project addresses construction of an advanced technology center that focused on meeting the training needs of the region's business and industry community and providing space for the Commonwealth Virtual University. The second phase project will construct a 30,000 GSF addition to the phase I facility to house Western Kentucky University's Owensboro Campus. This phase will consist of standard classroom space, smart classrooms (wired for computers and multimedia technology), interactive television facilities, computer laboratories, facilities for the Commonwealth Virtual University and administrative space. Renovate Academic Complex - Design $1,323,000 The project will completely renovate Academic Complex and provide the functional renovation of space. This project is necessary to allow the continued and more efficient use of the space. 3

4 Renovate ES&T HVAC System $2,251,000 The project will completely renovate the HVAC system in the Environmental Science and Technology Building. This project is necessary to allow the continued and more efficient use Renovate Electrical Distribution - Phase VI,VII, $5,254,000 The project will replace a portion of the existing campus electrical distribution system. This project is necessary to allow reliable campus electrical distribution. It will also allow for additional growth. This project is necessary to allow the continued and more efficient use Renovate Van Meter Hall - Construction $8,297,000 The project will completely renovate Van Meter Hall and provide the functional renovation of auditorium space to other uses. This project is necessary to allow the continued and more efficient use It also is needed to protect one of the University's most historical buildings. Renovate/Expand Ag Exhibition Center HVAC $930,000 The project will renovate and expand the HVAC system in the Agriculture Exhibition Center. This project is necessary to allow the continued and more efficient use Renovate/Expand Kentucky Building - Design $850,000 The project will completely renovate the Kentucky Building and provide the functional Renovate Academic Complex - Construction $16,772,000 The project will completely renovate Academic Complex and provide the functional renovation of space. This project is necessary to allow the continued and more efficient use of the space. 4

5 Renovate Academic/Athletic #2 $19,859,000 The project will completely renovate Academic/Athletic #2 and provide the functional of space. Renovate Central Heat Plant - Phase II $2,985,000 The project will renovate failing equipment. This project is the second phase of a project requested in the 2002/2004 biennium. This project is necessary to allow the reliable supply of steam to the campus. Renovate Cherry Hall HVAC System $2,388,000 The project will completely renovate the HVAC system in Cherry Hall. This project is necessary to allow the continued and more efficient use Renovate Electrical Distribution - Phase IX & X $5,803,000 The project will replace a portion of the existing campus electrical distribution system. This project is necessary to allow reliable campus electrical distribution. It will also allow for additional growth. Renovate Grise Hall - Construction $17,717,000 The project will completely renovate Grise Hall and provide the functional renovation of space. This project is necessary to allow the continued and more efficient use Renovate Helm/Craven Library - Construction $24,890,000 The project will completely renovate Helm/Cravens Library and provide the functional Renovate/Expand Kentucky Building - $11,995,000 The project will completely renovate Kentucky Building and provide the functional renovation of space. This project is necessary to preserve Diddle Arena and make it usable for year round activities. Renovate Campus Energy Conservation - Phase III $3,978,000 OT The project will perform energy saving retrofits in various campus buildings. This project is necessary to allow the reduction of energy consumption in campus buildings. Renovate Downing University Center $11,320,000 AB The project will partially renovate Downing University Center. This project is necessary to allow the continued and more efficient use Construct Student Health Services Building $3,500,000 AB This project will provide a new 20,000 square foot facility for a student health center that will also serve faculty and staff. The existing facility was built as an infirmary and no longer meets the needs of a modern college health center, and the construction of a new Media and Technology Facility has eliminated all vehicular access to the health facility. The new facility will have a large waiting room area, five offices for medical personnel with three exam rooms for each staff, as well as offices and presentation rooms for Education and Outreach.
