2 University of Massachusetts Building Authority UMass Lowell Coburn Hall Addition & Renovation RFP for Architectural and Engineering Services Addendum No. 1 ADDENDUM NO. 1 NOTICE TO RESPONDENTS In accordance with the Request for Proposals (the RFP ) issued by the University of Massachusetts Building Authority (the Authority ) on December 14, 2016 for Architectural and Engineering Services for the Coburn Hall Addition & Renovation at the University of Massachusetts Lowell (the Project ), the Authority is issuing this Addendum No. 1, which includes modifications to the RFP, answers to questions received in response to the RFP and the Pre-Proposal Conference sign-in sheet. Except as specifically modified by the information contained in this Addendum No. 1, the RFP remains unchanged. A. Attachment A to this addendum contains additional narrative to assist designers in aligning their proposals to the anticipated project scope. The four paragraph narrative provides additional language to the RFP on page 6 of 15. The language of Attachment A shall be inserted in Part V, Section B. Architectural and Building Systems Upgrades and Improvements following the paragraph beginning The study and schematic design phases. B. Attachment B to this addendum contains the questions received in response to the RFP and Pre-Proposal Briefing. Answers are provided accordingly. C. Attachment C to this addendum contains the sign-in sheets from the Pre-Proposal Briefing. END OF ADDENDUM NO. 1

4 RFP page 6 of 15: The following language shall be inserted in Part V, Section B. Architectural and Building Systems Upgrades and Improvements following the paragraph beginning The study and schematic design phases The proposed Coburn project has evolved from the project that was envisioned at the time of the SMMA study in two important ways. First, the overall project budget and scope has increased significantly, enabling the campus to contemplate a more substantial initiative than the infrastructure pod addition that was under consideration at that time. Second, the overall program requirements are better understood and it is unlikely that a program addition would exceed 20,000 SF (as opposed to the 30,000 SF previously contemplated). The University is currently developing a program in-house as part of a larger master planning effort to facilitate the growth of the South Campus colleges and desired academic adjacencies. It is expected that the results of this programming effort will be provided to the selected designer at the start of the project in February. This information is expected to identify the academic department(s) and college dean(s) offices which will be housed in the renovated Coburn Hall. It is also expected to identify the number of faculty offices, department suites, and the component spaces desired in department suites and deans suites. The designer will be expected to confirm this program and extrapolate code-mandated upgrades, plumbing fixture counts, etc. The objective of the study and schematic design phases of the project will be to identify and evaluate multiple options for how to accommodate the program, address the code and accessibility deficiencies of the building, retain a maximum number of existing teaching spaces, and implement some renovation scope within the available budget using differing combinations of renovation and added square footage. Each option should consider costs, code implications, space efficiencies, building systems improvements required and realized, and schedule / constructability, among other factors. The campus will develop a project Steering Committee including the Dean(s) and Chair(s) of the departments which will ultimately be housed in the renovated Coburn, which will be engaged as part of the project. The campus will also work with the designers and OPM to host open house(s) for the faculty who will ultimately be housed in the renovated Coburn to obtain their input during the study and design phases of the project. This project is NOT simply an infrastructure pod project. It is also NOT simply a historic preservation rehabilitation project. Although historic preservation is important for this signature building and appropriate standards and practices should be employed to protect and celebrate the architectural character and features of the building, the primary objectives are to modernize the building to accommodate the intended uses.

5 University of Massachusetts Building Authority UMass Lowell Coburn Hall Addition & Renovation RFP for Architectural and Engineering Services Addendum No. 1 Attachment B to Addendum 1 Q 1 A 1 The minimum criteria in Section X, Item C - the UMBA is requiring submitting firms to put forward experience on at least 2 higher education projects within the last 7 years with a construction cost greater than $25M. Would the UMBA be willing to accept projects within the last 7 years with a construction cost greater than $25M which are not necessarily academic but include similar planning, design, and historic restoration experience? Delete the language of Section X, Item C and replace with the following: Responding firm and key project members (PIC, PM and Project Architect) significant prior experience on at least two (2) Higher Education projects, each successfully completed within the last seven (7) years of similar size, type, scope and complexity, to that proposed for this Project, with a construction cost of greater than $20,000, In lieu of the above, UMBA is willing to accept at least two (2) relevant and comparable projects (retrofit / addition / renovation) successfully completed within the last seven (7) years of similar size, type, scope and complexity, to that proposed for this Project, with a construction cost of greater than $20,000, AND Higher Education experience on 3 to 5 projects with construction cost greater than $10,000, Q 2 A 2 Q 3 Is there structural information available for this building? UML has a variety of background information on the building which it will share with the selected designer. A 2007 schematic design package for renovations that included structural drawings to support the renovations was prepared but not implemented. However, the campus has not been able to locate any then-existing structural conditions assessment or documentation. The campus does not possess original construction documents for Coburn Hall. The list of sub-consultant disciplines is inconsistent between J Sub-consultant Firms (on pages 11 12) and the Attachment B List of Architect s Consultants included in the Agreement for Professional Services between Owner and Architect. Can you please clarify whether the additional disciplines listed in Attachment B of the contract are required for this project? A 3 Submit per RFP, Section XI, Item J.

Although the person s new firm does not have Commonwealth experience, could recent individual work with the former firm count toward their qualification? Yes, provided that person actually has direct project experience and had a major role in preparing the documents on Commonwealth of Massachusetts projects.
