2 1.0 INTRODUCTION LEAD-BASED PAINT INSPECTION AND RISK ASSESSMENT REPORT FOR 1747 Harris Street Marysville, CA ID NO B This report presents the results of the lead-based paint inspection and risk assessment for the single-family residence at 1747 Harris Street, Marysville, California (Residence). The Lead Detective Agency conducted the inspection and assessment on February 6, 2012, using U.S. Environmental Protection Agency (EPA) protocol and U.S. Housing and Urban Development (HUD), Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (Guidelines), October Lead-based paint was detected and is a lead hazard. No additional lead hazards were detected in dust or bare soil. These evaluations were performed for and authorized by Sean Powers, Finance and Administration Manage (Client), on behalf of the Yuba County Community Development and Services (Agency). This document is prepared for the sole use of the Client and Agency. No other party should rely on the information contained herein without written consent of the Client. The scope of services, inspection methodology, and results are presented below. 2.0 SCOPE OF WORK The Client is in the process of acquiring property and requesting funds from the County of Yuba for remodeling, painting, and repair. In accordance with Sections 1012 and 1013 of Title X from the Residential Lead Based Paint Hazard Reduction Act of 1992, Subpart J specifies that funds from HUD used for rehabilitation must have lead-based paint testing of surfaces which will be disturbed. The goal of the paint inspection is to identify and assess the lead-based paint present on all painted components at the subject property. For rehabilitation projects greater than $5,000, Title X also requires the Agency to identify potential health impacts created from lead-based paint present on painted components at the subject property. EPA regulations, HUD guidelines, and Title 17, California Code of Regulations require that when a risk assessment is conducted by a certified inspector, that tests for contaminated dust and soil at the Residence. The assessment will identify the individual architectural components and their respective concentration of lead in paint, dust, and soil in such a manner that this report could be used as a basis for subsequent abatement activity.

3 Lead-Based Paint Inspection & Risk Assessment 1747 Harris St., Marysville, CA Page 2 of PROPERTY DESCRIPTION The Residence is a four (4) bedroom, two (2) bathroom, single story house, with an attached garage. The Client states that the original structure was built in The interior walls of the house are gypsum. The exterior walls are wood paneling on the front and stucco on the sides. The windows are vinyl dual-glaze slider inserts. It appears that the house has been modified with an addition of the Family Room to the rear of original structure and by creating a room inside one bay of the garage. All building components in the house were of similar construction. 4.0 QUALIFICATIONS Jeff Van Slooten of The Lead Detective Agency performed the paint inspection and risk assessment at the Residence. He is currently certified (expiration July 11, 2012) by the California Department of Public Health, Childhood Lead Poisoning Branch as an Inspector/Risk Assessor (# I ). Lead in paint was measured with a RMD Model LPA-1 X-Ray Fluorescence (XRF) spectrum analyzer instrument (Serial No. 2750). He has attended the manufacturer s radiation safety course for handling the RMD instrument. 5.0 METHOD OF TESTING Painted surfaces were tested for lead by taking field measurements with an X-ray fluorescence (XRF) analyzer. The XRF is a RMD LPA-1, version 4.0, and was re-sourced (I5-179) on January 24, The instrument was calibrated to the manufacturer s specifications and periodically rechecked against the National Institute of Standards and Technology (NIST) Standard Reference Material (SRM) 2579 lead film (1.0 mg/cm 2 ). The instrument was in-control at all times for the wood zero standard and the NIST SRM lead standard. Dust samples were taken with AIHA-approved wipes (Ghost Wipes January 26, 2010) over a specific area. Shallow soil (less than ½ inch) samples were collected from bare soil at each side of the house. Under chain of custody, samples were submitted via courier, to an AIHA-approved laboratory. 6.0 TESTING PROTOCOL Each component was tested using the HUD guidelines, as published in October One reading was taken on each component of similar construction, history, and density. The identification system for the tested components is as follows. For the exterior, the front door side is designated as Side A and the other sides are lettered in a clockwise fashion. The interior locations use the identical method with the wall nearest the street as Side A. Similar components on the same side are numbered from left to right. Dust samples were collected near areas of failing paint or high foot traffic. Moistened wipes are

Dust sampling methodology is described in HUD Chapter 12 guidelines. Three bare soil locations per side of the house were composited into one sample. Samples were collected with a trowel to a depth of ½ inch. The technique for compositing samples is described in HUD guidelines, Chapter SITE SPECIFIC OBSERVATIONS The house was in fair condition. At the time of the inspection, interior walls were mostly intact. Paint on exterior wood siding, roof components, and trim was fair. No bare soil was observed on Side D. 8.0 SUMMARY OF RESULTS Lead-based paint (greater than 600 mg/kg lead) was discontinued for residential and public use by Therefore, construction before that date could have layers of lead-based paint. To use as a reference, the California Department of Public Health Services (CDPH), U.S. EPA, and HUD action level for lead-based paint is 1.0 mg/cm 2 or 5000 mg/kg. Lead contaminated dust is defined as a hazard when the level is above 40 ug/ft 2 for interior floors, 250 ug/ft 2 for other interior horizontal surfaces, and 400 ug/ft 2 for other exterior surfaces. CDPH regulates contaminated soil more restrictive at 400 mg/kg in children play areas and 1000 mg/kg in other than children play areas. 8.1 PAINT The lead-based paint results are listed in the attached Table 1. A floor plan with the locations of the positive results is shown in Figure 1. 5 Lead-Based Paint Inspection & Risk Assessment 1747 Harris St., Marysville, CA Page 4 of SOIL The level of lead in the soil samples (Table 1) was acceptable for child play areas and other uses. 9.0 RECOMMENDATIONS No Agency workplan was provided to determine disturbed surfaces which may create a lead hazard if disturbed. The purpose of the risk assessment was to determine whether a level of risk exists from potential lead-based paint and the current condition of the Residence. Lead-based painted components in poor condition or on impact/friction surfaces are considered lead hazards that require some type of abatement. Items with lead-based paint must be treated in a lead-safe manner unless the total area is below de minimis. Based on the level of lead on the painted components tested, the current observed condition of the paint, and the level of housekeeping at the time of the assessment, there are additional risk for occupants from paint and dust that requires lead hazard controls. This includes: 1. Paint stabilization or replacement of original Garage Door jambs. It is recommended that exposure is limited until abatement can be completed. Housekeeping can reduce potential indoor exposures. Housekeeping should include damp mopping and using a vacuum equipped with a high efficiency particulate air (HEPA) filter to reduce airborne lead dust. Dry sweeping or a non-hepa vacuum cleaner should not be used. The lead levels identified in this inspection can cause lead hazards to develop if the painted surfaces are not properly handled, such as dry sanding, scraping, or disturbing without containment. A clearance inspection is required upon completion of lead hazard control work and also for any Agency workplan items that disturbs a total of over 2 square feet of a painted surface in an interior room, 20 square feet on the exterior, or 10% of a component surface. A lead hazard control plan, prepared by a state-certified lead professional, can identify all steps involving abatement methods, proper techniques, and worker and occupant protection. It is required under CDPH Title 17 to use State-certified lead workers and supervisors for any lead abatement work that is designed to last a minimum of twenty years (permanent abatement). If the workplan monetary value is less than $25,000 under Subpart J of Title X, Section 1012/1013, the minimum requirement for controlling these lead hazards is temporary abatement or interim controls. If the workplan monetary value is greater than $25,000, then permanent abatement, which is designed to last a minimum of 20 years, must be used on the interior lead

Types of interim controls available for the identified lead hazards include paint stabilization where the substrate is sound and soil coverings of rock or sod with a depth of 4 to 6 inches. Lead dust hazards are abated when following HUD protocol for final cleaning. Permanent solutions include removal of the component, paint removal, enclosure with a rigid barrier, such as siding, paneling, or stucco, covering with encapsulant (having sound substrate), soil removal, or concrete cap over soil. Removal of soil off the property at these lead concentrations may have additional regulations regarding hazardous waste. Examples on types of treatments are listed below. Some of safer techniques would include the use of wet scraping or wet sanding to remove paint and chemical deglossing agents to prepare intact surfaces for painting INSPECTION LIMITATIONS This paint inspection and risk assessment was planned, developed, and implemented based on the experience of The Lead Detective Agency. The work was conducted in accordance with HUD guidelines, where applicable. The Lead Detective Agency utilized state-of-the-art practices and techniques in accordance with regulatory standards while performing this inspection. Copies of personnel certifications are maintained in the office and are available for your review upon request. The Lead Detective Agency s evaluation of the relative risk of exposure to the level of lead identified during this limited survey is based on conditions observed at the time of the inspection and the limited surfaces tested. The Lead Detective Agency cannot be responsible for exposure to surfaces not inspected or tested during this survey. Also, The Lead Detective Agency cannot be responsible for changing conditions that may alter the relative exposure risk or for future changes in accepted methodology.

7 Lead-Based Paint Inspection & Risk Assessment 1747 Harris St., Marysville, CA Page 6 of DISCLOSURE If lead-based paint is identified for the Site, a copy of this report or a summary must be provided to new lessees (tenants) and purchasers of this property under Federal law (Title 24 Code of Federal Regulations part 35 and Title 40 Code of Federal Regulations part 745) before they become obligated under a lease or sales contract. The complete report must also be provided to new purchasers and it must be made available to new tenants. Landlords (lessors) and sellers are also required to distribute an educational pamphlet and include warning language in their leases or sales contracts to ensure that parents have the information they need to protect their children from lead-based paint hazards.
