1 TECHNICAL SPECIFICATION FOR INSULATING MAT 1.0 SCOPE 1.1 The scope includes design, manufacturing, inspection, testing, packing and delivery to site of protective mats for placing in front of HT (11kV, 6.6kV, 3.3kV)/ LT (415V, 220V DC) Switchboards. 2.0 BILL OF QUANTITIES 2.1 Quantity requirements shall be project specific and shall be furnished after finalization of rate contract. 3.0 TECHNICAL REQUIREMENTS 3.1 The physical, chemical, mechanical and electrical properties of the insulating mats shall be as per IS: with latest amendments. 3.2 Class and designation of the mats shall be as follows: Class A: Upto 3.3kV rms and 220V DC Class B: Above 3.3kV rms and upto 11kV rms 3.3 The mats should have been type tested in accordance with the applicable standards. 3.4 Insulating mats to be supplied shall be BIS approved and the same shall be embossed/ engraved on insulating mats. 3.5 Insulating mat to be supplied shall be type tested at CPRI. 3.6 Mats shall be supplied as per sizes specified in the price schedule. 3.7 Technical requirements for insulating mats shall be as indicated in Datasheet-A. 4.0 SPECIFIC QUALITY ASSURANCE REQUIREMENTS 4.1 Type test certificates, as per requirement, carried out at independent laboratory shall be submitted for Purchaser s scrutiny. 4.2 All type tests shall be conducted at CPRI with BHEL approval and the cost of testing shall be to bidder s account. If the sample fails, all supplied mats shall be rejected and contractor shall have to supply new lot again and testing will continue for the new lot till the mats are acceptable to the customer. BHEL reserves the right to witness the testing for which due notice shall be given by the vendor. 4.3 Inspection for routine and sampling tests as per IS: shall be carried out at vendor s works and all test facilities/ equipment shall be available for the same at

2 vendor s work. However, if testing is required to be carried out in independent laboratories other premises due to unavailability/ lack of required facilities at vendor s works, the cost of the same shall be to bidder s account. No additional cost for the tests shall be borne by BHEL. 4.4 All type, routine and sampling tests shall be as per IS: with latest amendment. 4.5 Dispatch of materials shall be permitted only after acceptance of type test certificates, and inspection and testing of materials. 4.6 The bidder shall submit the Standard Quality Plan (SQP) duly signed as attached with the specification. 4.7 Cost of insulating mats consumed for testing shall be to bidder s account. 4.8 Packing and marking shall be as per IS: with latest amendment. 5.0 COMPLIANCE TO SPECIFICATION Bidder shall confirm total compliance to the specification without any deviations from the technical requirements stipulated. As a mark of technical conformance, all sheets of the specification shall be furnished by each bidder with the signature and company seal affixed thereon. In case of any deviations, the same shall be carried out in the deviation schedule only. 6.0 TECHNICAL AND QUALITY DOCUMENTATION TO BE SUBMITTED 6.1 By Bidders along with the technical bid: Signed and stamped copy of the specification (in two nos.). Type Test Certificates from independent labs only. Technical catalogues/ literature for the mats. Standard Quality Plan duly stamped. 6.2 After finalization of the rate contract : Copies of test certificates for testing done under the contract. Datasheet B. 7.0 Wherever required, soft copy of all approved technical/ quality documentation shall be submitted as specified without any additional commercial implication.
