1 OUTLINE SPECIFICATION FOR THE CONSTRUCTION OF ALL-WEATHER PLAYING PITCHES AT PORTARLINGTON SWIMMING POOL AND LEISURE CENTRE PEOPLES PARK, LINK ROAD, PORTARLINGTON, CO. LAOIS Date: July, 2011.
2 INTRODUCTION Portarlington Swimming Pool and Leisure Centre propose to provide new outdoor facilities by the addition of two all weather pitches, at the Peoples Park, Link Road, Portarlington, Co. Laois. This specification is a brief description of the proposed works and completed installation and their impact on the existing park and adjacent facilities. PROPOSED SITE The proposed site for the new all weather pitches consists of a strip of the existing Peoples Park approximately 85m long by 25m wide immediately adjacent to the existing Swimming Pool and Leisure Centre as outlined on the drawings. The north eastern boundary of the site is approximately 35m from the Barrow-Nore Special Area of Conservation (SAC). The complete site is currently zoned Open Space/Amenity in the current Local Area Plan. The proposed site currently accommodates a public sculpture (the Reclining Bather ), two no picnic tables, a playground swing, basketball ring, board & associated frame. Approximately 50% of the area consists of grass and some young trees. There are some mature trees immediately adjacent to the site which will not be affected by the proposed development apart from the pruning of a small number of possible overhanging branches from one tree. There is an existing grass embankment up to the adjacent Swimming Pool & Leisure Centre Building and it is not intended to affect this embankment. Otherwise the site is relatively flat with a gentle gradient from the high point adjacent to the Link Road back towards the river bank walkway. There are no overhead cables crossing or immediately adjacent to the proposed site. There are no known underground services (water, gas, electricity, telecoms, sewer or surface water) in the site. There is an External ESB Transformer at the top of the embankment which will not be affected by the development. The proposed development is served by approximately 120 car parking spaces in the immediately adjacent car parks which is considered adequate for the existing uses and the proposed all weather pitches. 1
3 DRAWINGS The following drawings accompany this outline specification: 1021-SL SL SL3 Existing Site Layout Proposed New Site Layout General Arrangement Layout 1021-SL4 Details Sheet SL SL SL7 Proposed Elevations Proposed Aerial View Floodlighting Illuminance PROPOSED WORKS Works area to be fully fenced to comply with Health and Safety requirements including the provision of all appropriate signage. Site to be made secure for duration of works. Carefully remove and re-locate existing Reclining Bather sculpture, playground equipment and picnic tables. Works to be carried out in conjunction with Laois County Council & Laois Arts Officer. Remove trees and dispose of away from site. Level the site as per levels indicated, and match up circumference levels with existing grass areas and gravel paths. Surface cross falls of 1:200 from north to south and west to east. Because of the existing levels the south western side of the site will require some excavation while the north eastern end will require some fill. All unused or spare excavation or fill materials will be removed and disposed of away from site. Install under pitch drainage as shown. Connect to new main drainage pipe. Porous Macadam footpath shall be constructed around the perimeter of the pitches as per detail shown on drawings. Fencing Polyester coated galvanised posts, including all net and Rebound Fencing fixtures, bedded in 600mm x 600m x 1000mm concrete foundations 2
4 Heavy duty pvc coated anti climb security fencing 3070mm high around each pitch. Panel width 2520mm. Vertical wires 6mm diam. Horizontal wires 8mm diam. Vertical Centres 50mm except for rebound panels which will have two additional 8mm diam horizontal wires per aperture. Rebound panels to be 1200mm high on complete perimeter and 2400mm high behind goal posts. Polyester coated galvanised posts, including all net and Rebound Fencing fixtures, bedded in 600mm x 600m x 1000mm concrete foundations Roof netting shall be fixed by way of 6mm stainless steel tensioned cables around perimeter and along diagonals of each pitch. 2 no. heavy duty pedestrian, one for each pitch along with 3 no. double service gates as indicated on the drawings. Pitch Construction The proposed pitch surface is Astroturf 202 with 60mm fibres, 25mm sand filling, 35mm rubber granule filling on a deep pile carpet, on an open textured macadam base. The pitch base shall be made up as 5m spaced 100mm diagonal land-drains, Terram geo-textile membrane, 250 hardcore stone, 50mm of Clause 804 graded stone and 60mm of porous macadam Floodlighting 6 No. 12m high poles are required as indicated. The lux level on the synthetic grass pitches shall be an average of 250 lux at a 0.7 min/avg uniformity to eliminate glare and give a good colour rendering. CCTV Each light mast shall be designed such that a CCTV camera can be readily mounted on each and connected back into the centres monitors. Ducting 2 No.100mm ducts are required around the perimeter of the pitches under new two meter wide footpaths. Duct chambers shall be provided as indicated. Planting & Landscaping 3
5 Complete all new planting and landscaping including the replacement of all trees removed and the provision of new screen planting behind the existing wall on the Link Road. ENVIRONMENTAL CONSIDERATIONS The site is currently zoned Open Space/Amenity in the Local Area Development Plan and the proposed use as All Weather Pitches does not contravene this zoning. The Peoples Park lies partly in the River Barrow floodplain and the drawings outline the floodlines for Flood Zone A and Flood Zone B. The development will not appreciably affect the existing floodplain as there will likely be more excavation than fill in the levelling process. Flood Zone A is the 1% flood zone i.e. 1% or greater chance of flooding each year. Flood Zone B is the 0.1% flood zone i.e. up to 0.1% chance of flooding each year. As can be seen from the drawings Flood Zone A just about encroaches on one end of Pitch No. 2 while Flood Zone B encroaches on approximately one half of Pitch No. 2. Occasional flooding which may occur is not a problem for this type of pitch and such Amenity & Outdoor Sports Developments are deemed to be water compatible developments. The site is adjacent to the Barrow-Nore Special Area of Conservation the nearest point on the north east boundary being approximately 35m from the SAC. It is not envisaged that either the completed development or the construction of same will have any negative impact on the SAC. All materials being used are non toxic and because of the build up of the pitch bases it is not possible for either the synthetic pitch fibres or rubber granule fill to penetrate through to the surface water outfall to the river. As there is a slight rise in level to the river bank from the area of the proposed development it is highly unlikely that there will be any run off of clay or dirt into the river during construction. However, as an additional precaution, all excavation, trenching and backfill works will be carried out outside the spawning season. Additionally any stockpiling of earth, stone, gravel etc will be confined to an area as far away from the SAC as possible on the south western end of the site towards the Link Road. The Contractors Compound is to be provided in the gravel area adjacent to the Link Road and all equipment and construction materials will be stored in this area. Re-fueling of excavation or construction vehicles will not be allowed on site and any minor repairs, servicing or lubrication procedures will be confined to the Contractors Compound. The proposed floodlighting has been designed to minimize glare and spillover of light to adjoining areas. While the pitches will have an average illuminance of 250 lux, the spillover of light to the river bank in the SAC is negligible at 1 lux. The spillover of light to the Link Road is 50 lux which is very acceptable in an urban street-lit scenario. The lighting shall be separately switched for each pitch so that in periods of reduced useage the actual light spillover will be considerably less. 4
6 There are no noise emitting components or equipment in the completed installation. Electrical supply will be from the mains supply in the adjacent Leisure Centre and diesel generating plant will not be utilized for power. During construction all works will be confined to normal working hours Monday to Saturday. 5
