3 GENERAL CONDITIONS AND INSTRUCTIONS TO BIDDERS 1. Sealed bids for items herein specified must be received no later than 2:00 p.m. in the School s Business Office on or prior to January 15, The anticipated award should be made at a meeting beginning at 6:30 p.m., Thursday, February 18, 2016, which will be held in room 101 of the SUN Area Technical Institute. 2. Bids will be considered only on items that meet or exceed our specifications. 3. Questions concerning Bid Conditions or the Specifications should be directed to Tom Gray, Director of Technology, at , ext. 131 or tgray@sun-tech.org. 4. The equipment, materials and items herein specified are required for educational purposes and are not subject to the Pennsylvania Sales Tax. 5. All Bids shall be submitted in a sealed envelope marked Sealed Bid, Network Cabling & Equipment, No The bids shall be submitted on the bid form as furnished herewith. Bids shall be typewritten or written in ink and properly signed by an authorized representative of the bidder. One copy of this Bid is to be returned and one copy is to be retained by the bidder. 7. In the event the bidder s quotations are valid for a limited period of time the extent of time allowed for acceptance of the Bid should be clearly indicated on the Bid. This project is to be completed during the 2016 summer months. 8. It is agreed that the SUN Area Technical Institute has the right to accept or reject any or all bids submitted and to make the award in the best interest of the School. 9. The bidder agrees, if awarded the contract, to furnish and deliver said articles at such times, at such places and in such quantities as herein specified and that all articles shall be subject to the inspection and approval of a representative of the SUN Area Technical Institute administrative staff. In the event that any of the said articles should be rejected as unsuitable or not in conformity with these specifications, such articles shall at once be removed by the vendor who was awarded the contract and other articles of proper quality as set forth in these specifications shall be furnished in place thereof, all at the expense of the successful bidder. 10. In the event the successful bidder shall neglect or refuse to furnish and deliver any or all articles awarded in the contract, or shall supply any articles not in accordance with these specifications, or to replace any articles which are rejected, as stated in the preceding paragraph, then, in such event the school is authorized and empowered to cancel the contract, or that portion of the contract involved and to purchase such articles from another source. Any damages incurred by the School as a result of increased cost due to delay in entertaining a contract with another firm (the reference date of these calculations shall be the date of the Bid Opening) shall be paid the School by the said successful bidder. 11. The bidder agrees that if the contract is awarded to him, he will not assign, in whole or in part any rights or privileges which may accrue to him under the terms of the contractor or any money which may become due to him thereunder.

As per the provisions of Act 82 of 2012, if the total bid price submitted is over the threshold of $25,000.00, prevailing wage will be required and this criterion should be used in determining the Total Bid Price a prospective bidder will submit. 13. The lowest responsible bidder must comply with the Public Works Employment Verification Act by submitting a Commonwealth Public Works Employment Verification Form to SUN Area Technical Institute prior to the awarding of a contract. The Public Works Employment Verification Act, Act 127 of 2012, which requires all public works contractors and subcontractors to utilize the Federal Government s E-Verify system to ensure that all employees performing work on public works projects are authorized to work in the United States will be mandated. A public work is defined as the construction, reconstruction, demolition, alteration or repair work done under contract and paid for in whole or in part out of the funds of a public body when the estimated cost of the total project is in excess of $25, The bidder will be subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act. 14. A statement shall be made concerning projected delivery. 15. The singular as used herein shall include the plural; the masculine shall include the feminine and neuter; articles or items as used herein shall include work and labor if the same is contemplated in these specifications. 16. The SUN Area Technical Institute offers career and technical programs in health, trade and industrial occupations. Admission to these programs is based on completion of ninth grade or GED. SUN Tech will not discriminate on the basis of race, color, national origin, sex, disability and age, in its admission procedures, educational programs and activities or employment practices as required by Title VI, Title IX and Section The bidder does hereby agree, that, if awarded the contract under these specifications, he will indemnify and save harmless the School its members the secretary and his staff from all suits and actions of every nature and description brought against them or any of them growing out of contract or contracts written or verbal, entered into between the School and the successful bidder, and further that upon awarding of the contract to the undersigned bidder in accordance with these specifications, this agreement of indemnification shall automatically become effective. 18. Act 114 of 2006 specifies that all applicants for employment in public and private schools including employees of independent contractors, but excluding employees who do not have direct contact with students undergo background checks. As of April 1, 2007 the following three background checks are required: 1. Pennsylvania State Police Request for Criminal Records Check (Act 34). Applies to individuals hired as of January 1, Department of Public Welfare Child Abuse History Clearance (Act 151). 3. Federal Criminal History Record Information (CHRI) in a manner prescribed by the Department of Education 19. The SUN Area Technical Institute is an ISO 9001 Registered organization. 5 Request for Proposal (RFP) For: Cable Runs and Network Equipment SUN Area Technical Institute SUN Area Technical Institute (now called SUN Tech) is seeking proposals for the upcoming funding year round of E-Rate. SUN Tech is soliciting proposals for the purchase and installation of fiber cabling and the purchase and installation of network equipment. All services are to be completed within the guidelines and regulations for local, state, and the federal E-rate program. SUN Tech has two educational buildings on the campus, the main educational center and the West Campus. Fiber is to be run from the SUN Tech main building Server Room to the West Campus Intermediate Distribution Facility (WC-IDF). There are four 2-inch underground schedule 40 PFC conduits presently installed from the main building to the WC-IDF. You can reference this google map ,262m/data=!3m1!1e3) to see the location of the SUN Tech Main Building and the West Campus location. This map with estimated cable run lengths (400 Meters) is also attached. The cable run estimate is only approximate and does not take the actual route the runs will take. Please use 400 meters as a better estimate for each fiber run. There is an in-ground fiber Distribution Box installed for the below ground fiber runs. The distribution box is located approximately 275 feet from the Main Building entry point and 480 feet from the West Campus IDF entry point. SERVICES REQUESTED: The existing conduits do not have pull strings installed. Pull strings are to be purchased and installed in the conduits you are using for this project (2 conduits) Two runs of OS2 12 strand single-mode plenum fiber (12-F 8.3/125 TB IN/OUT PLENUM 1.0/1.0/0.75 DB/KM FREEDM ONE12-F 8.3/125 TB IN/OUT PLENUM 1.0/1.0/0.75 DB/KM FREEDM ONE or equivalent) are to be purchased and installed in two different conduits that connects the main building server room to the West Campus IDF. All fiber connections are to be run in appropriate inner duct. The fiber will be underground from the West Campus IDF to the West Corner of the SUN Tech Main building and then will be run indoors above the existing drop ceiling to the Server Room in the Main building. The fiber runs are to be continuous no splices. Hangers will be installed for the indoor fiber run above the drop ceiling in the SUN Tech main building. Two 12 Port Wall Mount Fiber Patch Panels are to be purchased and installed one in Server Room and one in the West Campus IDF. All fiber ends are to be terminated, tested and labeled in both the SUN Tech Server Room and the West Campus IDF. A report of the testing results must be provided to SUN Tech.
